The November 2025 individual insolvency stats for England and Wales have been published by The Insolvency Service, together with related figures for Scotland and Northern Ireland.

Individual insolvency statistics for England and Wales – November 2025

In November 2025, 9,343 individuals entered insolvency in England & Wales. This was lower than in October 2025 and November 2024.

The Insolvency Service moved to a new case management system on 1 November 2025. There was a controlled introduction of the new system, which necessitated a reduction in processing volumes while case management activity recommenced. Accordingly, there was a temporary backlog of individual voluntary arrangements agreed in November 2025 that were not yet registered by month end.

The total amount of individual insolvencies consisted of:

  • 5,062 individual voluntary arrangements (IVAs)
  • 3,792 debt relief orders (DROs)
  • 489 bankruptcies

IVAs

Due to new case management system on 1 November 2025, numbers of IVAs reported for November do not reflect the total number of individuals applying in that month.

The number of IVAs was 17% lower than in October 2025 and 12% lower than November 2024 after seasonal adjustment. IVA numbers in 2024 and the first 11 months of 2025 were higher than in both 2024 and 2023, but lower than during 2022, which saw a record high annual number.

DROs

The number of DROs in November 2025 was 1% lower than in October 2025, but 68% higher than the long-term (2015 to 2024) monthly average.

Bankruptcies

Due to new case management system on 1 November 2025, numbers reported November do not reflect the total number of individuals applying for a bankruptcy in that month.

The number of bankruptcies in November 2025 was 25% lower than in October 2025 and 20% lower than in November 2024. Bankruptcy numbers have declined since 2009 and fell further during the COVID-19 pandemic.

Bankruptcies in November 2025 consisted of:

  • 346 resulting from debtors’ applications, which was 31% lower than in October 2025 and 23% lower than November 2024.
  • 143 resulting from creditors’ petitions, which was 3% lower than in October 2025 and 12% lower than in November 2024.

Individual insolvency statistics for Scotland – Q3 2025

The Accountant in Bankruptcy (AiB), Scotland’s Insolvency Service, administers individual insolvency in Scotland. The AiB produces individual insolvency statistics on a quarterly basis. Therefore, the numbers in this section are updated once every three months only.

In Q3 2025, there were 1,780 individual insolvencies in Scotland, which was 6% lower than in the same quarter of 2024. The individual insolvencies were comprised of:

  • 1,056 protected trust deeds
  • 724 sequestrations (of which 401 went into bankruptcy via the minimal asset process route)

Individual insolvency statistics for Northern Ireland – November 2025

In Northern Ireland in November 2025, there were 130 individual insolvencies, which was 10% lower than in November 2024. Of the total individual insolvencies, there were:

  • 82 IVAs
  • 30 bankruptcies
  • 18 DROs

Please note, individual insolvency in Northern Ireland is governed by separate, but broadly similar, legislation to England and Wales, and so figures are presented separately.
