ALTERATIONS TO THE BOUNDARIES OF EXISTING CONSERVATION AREAS:

THE INDUSTRIAL HERITAGE CONSERVATION AREA REVIEW

Stroud District Council has completed a review of the Industrial Heritage Conservation Area (IHCA) and seven conservation areas that adjoin it. Notice is hereby given that, on 6th November 2008, Stroud District Council adopted a Conservation Area Statement and amended the boundaries of six existing Conservation Areas as part of this review, viz:

The Industrial Heritage Conservation Area (IHCA), Dunkirk & Watledge CA, Stroud Station CA, St Mary’s & Belvedere CA, Ebley Mills CA, Stanley Mills CA. (No boundary changes were found necessary in either Longfords Mills CA or Lodgemore & Fromehall CA).

Additionally, these boundary changes have impacted on a further four neighbouring conservation areas: Nailsworth CA, South Woodchester CA, Stroud Town Centre CA, Chalford Vale CA.

In carrying out this review, the Council has exercised the powers granted by Section 69(2) of the Planning (Listed Buildings and Conservation Areas) Act 1990. The original designation of the IHCA was made in 1987, and the other affected conservation areas were designated between 1977 and 1989. The review has looked at the character, the appearance and the special architectural and historic interest of the IHCA and its environs, and concluded that variations to the boundaries of these ten Conservation Areas are appropriate and timely.

Maps of the revised boundaries are held at the Offices of Stroud District Council, Ebley Mill, Westward Road, Stroud and may be inspected there during normal office hours. From 5th December 2008, the maps are also available to view online at www.stroud.gov.uk/ihca, together with the adopted Conservation Area Statement, a Design Guide and a set of Conservation Area Management Proposals (a Supplementary Planning Document). The boundary changes are detailed in Volume 1 of the Conservation Area Statement (Chapter 11).

ALTERATIONS TO THE BOUNDARY OF AN EXISTING CONSERVATION AREA:

FRAMPTON ON SEVERN CONSERVATION AREA

Stroud District Council has completed a review of the Frampton on Severn Conservation Area. Notice is hereby given that, on 6th November 2008, Stroud District Council adopted a Conservation Area Statement and amended the boundary of the existing Conservation Area as part of this review. The Conservation Area boundary has been extended to include the following:

Extensions and additions to the Frampton on Severn Conservation Area:

  • a The Oval housing estate and football ground to the north of The Green.
  • b A stretch of the Gloucester- Sharpness canal running from just south of Splatt Bridge to just north of Fretherne Bridge.
  • c The site of the former Cadbury’s factory, now part of Frampton on Severn Industrial Park, Bridge Road.
  • d ‘Backland’ fields to the west of the village, between The Green and the canal.
  • e Tanhouse and Denfurlong Farms at Church End.

SECTION 70(8) PLANNING (LISTED BUILDINGS AND CONSERVATION AREAS) ACT,1990.

ALTERATIONS TO THE BOUNDARIES OF EXISTING CONSERVATION AREAS:

CONSERVATION AREAS IN THE PARISH OF STROUD

Notice is hereby given that, on 17th April 2008, Stroud District Council amended the boundaries of five existing Conservation Areas, viz: Stroud Central, Stroud Station, Stroud Shambles, Stroud Top of Town and the Industrial Heritage Conservation Area.

In carrying out this review of the Conservation Areas within the town of Stroud, the Council has exercised the powers granted by Section 69(2) of the Planning (Listed Buildings and Conservation Areas) Act 1990. The original designations of these Conservation Areas span some nine years, commencing in 1978 and the review has looked at the character and appearance of the town and concluded that variations to the boundaries of the Conservation Areas are appropriate and timely.

Maps of the revised boundaries are held at the Offices of Stroud District Council, Ebley Mill, Westward Road, Stroud and may be inspected there during normal office hours.

A brief summary of the alterations to the boundaries of the Conservation Areas are as follows:

  • 1 Stroud Central CA – new additions
    • a Property and land northwest of King Street and Lansdown.
    • b Property and land both sides of Gloucester Street
    • c Property and land on the ‘island’ site bounded by George Street, King Street and Russell Street.
    • d Property and land to the southwest of London Road and Russell Street from the junction with Cornhill to the former Post Office building.
    • e Property and land to the south of Carlton Gardens and northeast of London Road.
    • f Property and land to the east of Cornhill and the southwest of Nelson Street also including the former Co-op building at The Cross.

The following parcels of land are taken into the Stroud Central Conservation Area from other adjoining Conservation Areas:

  • g Property and land to the southwest of London Road from the junction with Cornhill to the entrance to the District Council Car Park; transfer from the Industrial Heritage Conservation Area.
  • h Property and land on both sides of Rowcroft on the northeast side of the railway bridge and both sides of Station Road including two short returns to Russell Street; transfer from Stroud Station Conservation Area.
  • i Property and land adjoining The Shambles and Church Street including the Parish Church and the former Vicarage; transfer from Stroud Shambles Conservation Area.
  • j Property and land to the southeast of Lansdown as far as the Library, comprising Bank House and Gardens; transfer from Stroud Shambles Conservation Area.
  • k The following parcel of land is removed from Stroud Shambles Conservation Area; i.e. The Vicarage, Church Street. The effect of this and the two preceding actions is to de- designate Stroud Shambles Conservation Area.
  • 2 Stroud Station CA

  • 3 Stroud Shambles CA

  • 4 Stroud Top of Town CA – new additions.
    • a Land and property to the southeast of Trinity Road and Hollow Lane comprising both sides of Bisley Road as far as The Cemetery on the south side and including Belmont Road (both sides) and to the west of Belmont Road along the south side of Bisley Old Road.
    • b Land and property along the full length of Horns Road southeast from the junction with Trinity Road. This is all property on the north side of Horns Road and a block of properties on the south side of that road from No.48 as far as Cobden Villas. and extending southwest to include land and property on the north side of Lower Churchfield Road.
    • c Land and property between Horns Road and Bowbridge Lane comprising Stroud General Hospital and Holy Trinity Church.
    • d Two parcels on land on the northeast side of Field Road.
    • e Four small parcels of land at Nelson Street and Acre Street at the North West Boundary of the existing Conservation Area.

The following parcels of land are removed from the Conservation Area;

  • f Land and property at Castle Gardens including two minor adjustments to the west.
  • g Land and property to the south of Parliament Street between Acre Street and Wood Street and including both sides of Chapel Street.
  • h Land and property on both sides of Acre Street running north east from the Gospel Hall.
  • 5 Industrial Heritage Conservation Area.
