STARCH HOUSE LANE CONTROLLED PARKING ZONE
1. Notice is hereby given that the Council of the London Borough of Redbridge, after consultation with the Commissioner of Police of the Metropolis, made the above-mentioned Orders on 13 January 2003, in exercise of the powers conferred by section 9 of the Road Traffic Regulation Act 1984. 2. The general effect of the Orders will be: (i) to amend the Redbridge (Waiting and Loading Restrictions) Order 1993 on an experimental basis to increase waiting restrictions in the vicinity of Starch House Lane; (ii) to introduce the Redbridge (Permit Parking Places) Experimental Order (No 1) 2003 to provide permit parking in the vicinity of Starch House Lane; and (iii) to introduce the Redbridge (Prescribed Routes) (No 1) Experimental Order 2003 to prohibit any vehicle from proceeding in Starch House Lane in a direction other than from south to north. These parking controls are being introduced to improve access and parking difficulties in the area. The scheme is being introduced on an experimental basis to allow for any adjustments which may be necessary following the introduction of the scheme. 3. Copies of the Orders, which come into operation on 27 January 2003, of the Orders mentioned in paragraph 2 above, together with a plan of the area and the Council’s statement of reasons for making the Orders may be inspected between 9.00 am and 4.30 pm on Mondays to Fridays (9.30 am and 4.30 pm on Wednesdays) at the Information Centre, Lynton House, 255-259 High Road, Ilford, Essex IG1 1NN. 4. Any person wishing to question the validity of the Orders or of any provisions contained therein on the grounds that they are not within the relevant powers of the Road Traffic Regulation Act 1984 or that any of the relevant requirements thereof or of any relevant regulations made thereunder have not been complied with in relation to the Orders may, within 6 weeks of the date on which the Orders were made, make application for the purpose to the High Court. 5. If the provisions of the experimental Orders continue in operation for a period of not less than 6 months, the Council will consider in due course whether the provisions of the Orders should be reproduced and continued in force indefinitely by means of Orders under sections 6, 124 and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984. Persons wishing to object to the making of the Orders under sections 6, 124 and Part IV of Schedule 9 to the said Act for the purpose of such reproduction or continuation in force may, within the aforementioned period of 6 months, send a statement in writing of their objection or representation and the grounds thereof to the Chief Legal Officer, Town Hall, High Road, Ilford, Essex IG1 1DD, quoting Ref ENV/EOB/R262/386.
