1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Richmond upon Thames made the above mentioned Orders on 18 June 2007 under sections 9 and 10 of the Road Traffic Regulation Act 1984, as amended, and the Road Traffic Act 1991.
2. The principal objective is to provide a scheme of traffic management at a new lay-by and loading bay on the west side of Petersham Road, Richmond to the south of the site of the former “Three Pigeons” public house which will improve an access point for vehicles and pedestrians to the towpath adjoining the River Thames.
3. The general effect of the Weight Restriction Order will be to permit access by motor vehicles to the towpath at the point described above only between the hours of midnight and 10am every day, such movement being controlled by an electrically-operated bollard and access being granted only to those vehicles as have a reasonable need for access, and which do not exceed 7.5 tonnes maximum gross weight.
4. The general effect of the Loading Places Order will be to introduce restrictions on the use of the loading bay such that only vehicles which are loading and unloading goods may wait in the bay – the controls to be in force at all times and the maximum period during which any vehicle may wait will be 1 hour.
5. The general effect of the Waiting and Loading Restriction Order will be to introduce a waiting restriction “no waiting at any time” and a loading restriction ”no loading at any time” at the lay-by (excluding the loading bay).
6. Full details of the Orders, which will come into operation on 2 July 2007, are contained in the following documents:-
(a) the Orders;
(b) a plan indicating the location and effect of the restrictions; and
(c) the Council’s Statement of Reasons for making the Orders.
7. These may be inspected, quoting Reference 27/07, at:-
(a) Richmond Reference Library, Old Town Hall, Whittaker Avenue, Richmond TW9 1TP during opening hours; and
(b) the Civic Centre (Second Floor), 44 York Street, Twickenham between 9.15am and 5pm on Mondays to Fridays, except for Bank and other public holidays, until the date on which the Orders cease to have effect.

10. These Orders provide that in pursuance of section 10(2) of the Road Traffic Regulation Act 1984 the Assistant Director Traffic and Transport of the London Borough of Richmond upon Thames, or other person authorised in that behalf by that officer may, if it appears to that officer or to that person essential in the interests of the expeditious, convenient and safe movement of traffic, or of the provision of suitable and adequate parking facilities on the highway, or for preserving or improving the amenities of the area through which the road affected by these Orders runs, modify or suspend these Orders or any provision thereof.
11. If the provisions of these Orders continue in operation for a period of not less than six months, the Council will consider in due course whether the provisions of these Orders should be reproduced and continued in force indefinitely by means of Orders under section 6 of the said Act of 1984. Persons wishing to object to or support the making of such Orders for the purpose of such reproduction and continuation in force may, within the period of six months referred to above (ie by 2 January 2008), send a statement in writing of their objection and the grounds of that objection to the address below.
12. Please address any representations to these Orders to the Head of Transport Planning Service, London Borough of Richmond upon Thames, Civic Centre, 44 York Street, Twickenham, TW1 3BZ.
13. If any person wishes to question the validity of these Orders or of any of their provisions on the grounds that they are not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of the said Act of 1984 or of any instrument made under the said Act of 1984 has not been complied with, that person may, within 6 weeks from the date on which the Orders are made, apply for the purpose to the High Court.
14. These Orders are replacements for similar Orders made in May 2006, which have been revoked. Further particulars are included in the documents listed in paragraph 6 above.
