Notice is hereby given that in exercise of the power conferred on Her by paragraph 1(1) of the Schedule to the Northern Ireland Act 2000 (c.1) Her Majesty has made the Traffic Management (Northern Ireland) Order 2005. The Order provides for the transfer of responsibly for the enforcement of most parking and waiting restrictions on public roads in Northern Ireland (with the exception of special roads) from the Police Service of Northern Ireland to the Department for Regional Development. It introduces a system of penalty charging for certain road traffic contraventions and confers powers on the Department to immobilise or remove vehicles where a penalty charge is payable, or where parking-related debt is recoverable from the vehicles’ owners. It also makes amendments to allow the recognition of disabled persons’ badges issued outside Northern Ireland.
