BROMLEY NORTH VILLAGE, BROMLEY – PROPOSED RESTRICTED PARKING ZONE,
20MPH SPEED LIMIT, AND CHANGES TO PARKING AND LOADING PROVISIONS
NOTICE IS HEREBY GIVEN that the Council of the London Borough of Bromley proposes to make the above-mentioned Orders under sections 6, 45, 46, 49, 84 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.
The general effect of the Orders would be, as specified in the Schedule to this notice, to:—
(a) introduce a restricted parking zone which would prohibit waiting and loading at any time except in signed bays;
(b) introduce a 20 miles per hour speed limit;
(c) relocate two existing disabled parking bays;
(d) introduce new loading bays, relocate existing loading bays and vary the operation of these bays;
(e) introduce new and relocate existing Pay & Display parking bays;
(f) introduce a new taxi rank, amend an existing taxi rank, and remove an existing taxi rank;
(g) remove time restricted free parking spaces;
(h) introduce a One-Way direction of travel;
(i) permit taxis and solo motor cyclists to use the existing bus lanes in Beckenham Lane and London Road/High Street, Bromley and to amend the bus lane hours of operation to 7am–7pm throughout the week;
(j) allow all vehicles to enter the High Street in a southerly direction from its junction with Beckenham Lane and London Road between 7pm and midnight and between midnight and 7am throughout the week.
Details of prohibitions and exemptions for certain vehicles and persons are contained in the original Orders.
A copy of the proposed Orders, of the plans of the schemes and of the Council’s statement of reasons for proposing to make the Orders can be inspected during normal office hours on Mondays to Fridays at the Bromley Civic Centre, Stockwell Close, Bromley, Kent, until the end of six weeks from the date on which the Orders would be made or, as the case may be, the Council decides not to make the Orders.
Any person wishing to object to the proposed Orders should send a statement in writing of their objection and the grounds thereof to the Executive Director of Environment and Community Services, Civic Centre, Stockwell Close, Bromley, BR1 3UH, quoting reference ADE(TP)/RP/T100/594 not later than 19th March 2014.
Persons objecting to the proposed Orders should be aware that under the provisions of the Local Government (Access to Information) Act 1985, any comments received in response to this Notice may be open to public inspection.
SCHEDULE:—
All roads specified in the Schedule to this notice are in Bromley, London Borough of Bromley.
RESTRICTED PARKING ZONE
No waiting and no loading at any time except in signed bays. These restrictions would supersede any existing waiting and loading restrictions (where different) in the affected lengths of streets:—
CHURCH ROAD, both sides, from its junction with High Street south westwards to a point 12m north east of the eastern flank wall of No. 194.
EAST STREET, both sides, (i) from its junction with Tweedy Road south westwards to its junction with West Street; (ii) from its junction with Market Square/Widmore Road northwards to its junction with West Street.
HIGH STREET, both sides, from its junction with the northern arm of Market Square north westwards to its junction with Beckenham Lane/London Road.
MARKET SQUARE, the northern arm, both sides, from its junction with High Street eastwards to its junction with East Street/Widmore Road.
SOUTH STREET, both sides, from its junction with East Street eastwards to a point 3m west of the party wall of Nos. 16 & 17.
WEST STREET, both sides, from its junction with East Street north westwards to a point 5m north west of the north western flank wall of No. 1.
WIDMORE ROAD, both sides, from its junction with East Street/Market Square eastwards to a point 2.5m east of the party wall of Nos. 1 & 3.
20MPH SPEED LIMIT
This restriction affects the same lengths of road specified above for the proposed Restricted Parking Zone (in this context any reference to sides of roads should be ignored).
DISABLED PARKING BAYS
At any time, maximum stay 4 hours:—
Relocation:—
EAST STREET, the north west side, 2 bays relocated from outside Nos. 23 & 25 to outside No. 19.
LOADING BAYS
Loading/Unloading Only – At Any Time. 15mins maximum waiting time, with no return within 2 hours – Any Vehicle:—

EAST STREET, the north west side, from the party wall of Nos. 33 & 35 north eastwards for a distance of 11m.
HIGH STREET, the south west side, (i) from a point 2.5m north west of a point opposite the party wall of Nos. 177 & 179 north westwards for a distance of 10m; (ii) from the party wall of Nos. 220 & 222 south eastwards for a distance of 5m; (iii) from a point 3.7m north west of the party wall of Nos. 244 & 246 south eastwards for a distance of 5m; (iv) from a point 1.2m south east of the party wall of Nos. 254 & 256 south eastwards for a distance of 5m.
Relocations:—
EAST STREET, the north west side, (i) relocated from outside Nos. 19a-19c to outside Nos. 19a-19b; (ii) relocated from outside Nos. 27-29 to outside Nos. 25-27; (iii) relocated from outside Nos. 1-3 Market Parade to outside ‘The Railway’ public house.
Loading/Unloading Only – 3am to 10pm – 30mins maximum waiting time, with no return within 1 hour – Goods Vehicles:—

MARKET SQUARE, the south side, from a point 5m west of the party wall of Nos. 35 & 36 eastwards for a distance of 21m.
PAY & DISPLAY PARKING BAYS
Pay and Display parking between 8.30am and 6.30pm on Mondays to Saturdays inclusive, and between 10am and 5pm on Sundays, except Public Holidays and Bank Holidays. £1.50 per hour – 2 hours maximum stay, with no return within 1 hour:—

EAST STREET, the north west side, (i) from a point 1m north east of the party wall of Nos. 19 & 19a south westwards for a distance of 10m (2 parking spaces); (ii) from the party wall of Nos. 19c & 21 north eastwards to the party wall of Nos. 25 & 25a (3 parking spaces); (iii) from a point 5m north east of a point opposite the party wall of Nos. 16 & 18 north eastwards to the party wall of Nos. 33 & 35 (4 parking spaces); (iv) from a point 3m north east of the north eastern flank wall of No. 43 south westwards for a distance of 7m (1 parking space).
HIGH STREET, the south west side, (i) from a point 2.5m north west of a point opposite the party wall of Nos. 177 & 179 south eastwards for a distance of 14m (2 parking spaces); (ii) from the party wall of Nos. 220 & 222 north westwards for a distance of 10m (2 parking spaces); (iii) from a point 3.7m north west of the party wall of Nos. 244 & 246 north westwards for a distance of 10m (2 parking spaces); (iv) from a point 1.2m south east of the party wall of Nos. 254 & 256 north westwards for a distance of 5m (1 parking space).
