PROPOSED PUBLIC REALM IMPROVEMENTS – LONDON ROAD, NORTH END, POPLAR WALK AND STATION ROAD, CROYDON

  • 1 NOTICE IS HEREBY GIVEN that Croydon Council propose to make Traffic Orders under the relevant sections of the Road Traffic Regulation Act 1984, as amended and all other enabling powers.
  • 2 The general effect of the Orders would be:—

• to introduce a 2 hour ‘pay and display’ only parking bay outside Nos. 31/33 London Road operating between 9am and 5pm on Monday to Saturday inclusive; charges for parking in the bay will vary from 60p for 15 minutes to £4.50 for 2 hours (maximum).

• to relocate a solo motorcycle parking area from outside No. 40 London Road to outside Nos. 33/35 London Road; the carriageway outside No. 40 London Road would revert to ‘At any time’ waiting and loading restrictions.

• to reduce the length of the existing bus lane in London Road/North End, outside West Croydon Station, by 21.5 metres (outside No. 10 London Road to No. 172 North End); this length of carriageway would revert to ‘At any time’ waiting and loading restrictions.

• to revoke an existing free parking place restricted for the use of goods vehicles only in North End, outside Nos. 128 to 140 London Road

• to introduce free parking places restricted for the use of goods vehicles only for the purpose of loading or unloading goods or delivering or collecting goods outside Nos. 8 to 12a Station Road and outside St. Michael’s Court, Poplar Walk; to provide that the parking places would be in operation At Any Time and to restrict to 1 hour any one period of waiting in the parking place and to prohibit the return to the same parking place of the same vehicle for a period of one hour.

• to relocate the existing taxi rank in Poplar Walk to the north-west side of the road, from a point 2.8 metres north-east of the south-western flank wall of St. Michael’s Court, Poplar Walk south-westward for a distance of 10 metres.

NOTE: As part of the improvement scheme shared use cycle tracks on the footways of North End and Tamworth Road and a speed table at the junction of North End and Poplar Walk are proposed and details of these are advertised under separate cover.

  • 3 Copies of the proposed Orders and of all related Orders, of the Council’s statement of reasons for proposing to make the Orders and of the plans which indicate each length of road to which the Orders relate, can be inspected during normal office hours on Mondays to Fridays inclusive until the last day of a period of six weeks beginning with the date on which the Orders were made or, as the case may be, the Council decides not to make the Orders, at the Enquiry Counter, ‘Access Croydon’ Facility, Bernard Weatherill House, 8 Mint Walk, Croydon, CR0 1EA.

  • 6 The proposed Orders are intended to facilitate public realm improvements in London Road, Station Road, North End and Poplar Walk, as part of the West Croydon interchange project within the Connected Croydon Program. The measures are intended to improve the environment of the public realm for all users with a focus on facilities for sustainable modes of travel. Specifically in order to accommodate wider footways outside the main entrance to West Croydon Station on London Road/North End, the proposed orders will relocate some of the parking arrangements in London Road, and reduce the length of the existing bus lane. Additionally to improve the public realm environment on North End, the existing loading bay will be removed and two new loading bays will be created nearby on Poplar Walk and Station Road. Furthermore to allow wheelchair users to board taxis via on board ramps directly from the footway, the Taxi Rank on Poplar Walk will be relocated to be adjacent to the north-western footway on Poplar Walk.
