NOTICE OF ACCEPTANCE FOR EXAMINATION OF APPLICATION FOR A DEVELOPMENT CONSENT ORDER BY THE PLANNING INSPECTORATE

SECTION 56, PLANNING ACT 2008

REGULATION 9, THE INFRASTRUCTURE PLANNING (APPLICATIONS: PRESCRIBED FORMS AND PROCEDURE) REGULATIONS 2009

Notice is hereby given that the Planning Inspectorate (“the Inspectorate”) (on behalf of the Secretary of State for Communities and Local Government) has accepted an application made by Knottingley Power Limited (the “Applicant”) of Tricor Suite, 7th Floor, 52/54 Gracechurch Street, London, England, EC3V 0EH under Section 37 of the Planning Act 2008 for a Development Consent Order (“DCO”) under the Planning Act 2008 (the “Application”). The Application was submitted to the Inspectorate on 4 October 2013 and accepted for Examination on 31 October 2013. The reference number applied to the Application by the Inspectorate is EN010050.

The Application relates to the construction and operation of a Combined Cycle Gas Turbine (CCGT) electricity generating station, to be located at the former Oxiris Chemical Works and adjacent agricultural land in Knottingley, West Yorkshire. Associated development would include the installation of a short electric line above ground and an approximately 8 km long underground gas pipeline to the National Grid Gas National Transmission System south of Gateforth (together the “Project”). While the electricity generating station would be within the administrative area of Wakefield Metropolitan District Council, most of the gas pipeline would be located in the administrative area of Selby District Council.

The DCO would, amongst other things, authorise:

  • 1 An electricity generating station located on a site off Common Lane east of Knottingley, with a nominal net electrical output capacity of up to 1,500 MWe, fuelled by natural gas and including an electricity sub-station.
  • 2 Associated development comprising:
    • a Area reserved for carbon capture and storage and laid out as parking and open storage.
    • b Refurbishment of existing wharf on the Aire and Calder Navigation Canal.
    • c Improvements to Common Lane from the junction with Weeland Road to the site boundary of the electricity generating station.
    • d National Grid upgrade works and new overhead line, including modification by way of alteration and repositioning of the existing Eggborough - Ferrybridge/Rochdale 400kV overhead line route on land south and west of Kellingley Colliery.
    • e Water abstraction and discharge cooling water pipelines running from the electricity generating station to a pumping station on the southern bank either of the River Aire or of the Aire and Calder Canal.
    • f High pressure underground steel pipeline up to 600mm in diameter for the transport of gas to the electricity generating station, commencing at an above ground installation connecting to the National Grid Gas National Transmission System No. 29 feeder pipeline.
    • g Alternative private track along the southern boundary of the electricity generating station site from Blackburn Lane to Southmoor Lane.
    • h Further associated development and any ancillary works including bunds, embankments, landscaping, fencing, boundary treatments and any plant, equipment and buildings required to accommodate the Project.
    • i The compulsory acquisition of land for the works and ancillary purposes, including work sites and environmental mitigation, the acquisition of rights over specified land, provision for the temporary use of land in connection with the Project, and the extinguishment and creation of private rights and protective covenants.
    • j Such ancillary, incidental and consequential provisions, permits or consents as are necessary and/or convenient to implement the Project.

The Project is an ‘EIA’ development for the purposes of the Infrastructure Planning (Environmental Impact Assessment) Regulations 2009. Accordingly, an Environmental Impact Assessment is required and an Environmental Statement has been submitted with the Application.
