DEVELOPMENT CONSENT ORDER FOR A30 TEMPLE TO HIGHER CARBLAKE IMPROVEMENT, CORNWALL.

NOTICE PUBLICISING ACCEPTANCE OF APPLICATION TO BE EXAMINED FOR A DEVELOPMENT CONSENT ORDER (“DCO”)

Notice is hereby given that the Planning Inspectorate (on behalf of the Secretary of State for Transport) has accepted an application (the “Application”) made by Cornwall Council (the “Applicant”) of County Hall, Treyew Road, Truro, Cornwall, TR1 3AY for a Development Consent Order under the Planning Act 2008 (the “DCO”). The Application was made on 15 August 2013 and accepted for examination on 9 September 2013. The Planning Inspectorate reference for the Application is TR010014 .

The Application relates to the improvement of 5.15km of permanent highway by dualling a 4.5km stretch of single carriageway of the A30 Trunk Road between Temple and Higher Carblake (“the Scheme”), linking the two existing stretches of dual carriageway road.

The proposed DCO will, amongst other things, authorise:

  • 1 improvement of a 4.5km length of single carriageway to form an all purpose dual carriageway to link to the existing dual carriageways on the A30 at either end;
  • 2 construction of associated side roads and new highways to connect the above mentioned highway to the existing highway network;
  • 3 construction of grade separated junctions with over bridges to ensure connectivity to all directions for the existing highway network;
  • 4 improvement, alteration, diversion and stopping up of lengths of existing highways and Public Rights of Ways in the vicinity of the route;
  • 5 stopping up of private means of access and creating of new private means of access to premises and farm land at various locations in the vicinity of the route;
  • 6 construction of a new culvert to replace the existing drainage pipe crossing the A30;
  • 7 installation of new cattle grids;
  • 8 the carrying out of drainage works and attenuation ponds in connection with the construction of highways / provision of new means of access;
  • 9 the compulsory acquisition of land and / or rights for the Scheme;
  • 10 the temporary use of land for the carrying out of the authorised Scheme and maintaining the authorised Scheme;
  • 11 the provision of replacement land in exchange for common land;
  • 12 the application and / or disapplication of legislation relating to the Scheme; and
  • 13 such ancillary, incidental and consequential provisions, permits or consents as are necessary and / or convenient.

The Scheme is an Environmental Impact Assessment development. The Application is accompanied by an Environmental Statement.

A copy of the Application form and its accompanying plans, maps and other documents including the Environmental Statement may be inspected free of charge throughout the period for submission of representations in response to this notice (10 October 2013 to 22 November 2013) at the listed Council offices and during the hours set out below (excluding Bank Holidays).

A DVD of the Application documentation described above is available free of charge upon written request to the Applicant. Paper copies of the Application documentation are also available upon written request to the Applicant. Charges will apply to the provision of paper copies of documents as follows: 20p per A4 sheet, 40p per A3 sheet and £10 per A1 drawing.
