THE HARROW (LOADING PLACES) (AMENDMENT NO. 2) TRAFFIC ORDER 2013

  • 1 NOTICE IS HEREBY GIVEN that the Council of the London Borough of Harrow has made the above mentioned orders under Sections 6, 7, 45, 46, 47, 124 and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984 as amended by the Local Government Act 1985 and all other enabling powers.
  • 2 The Harrow (Waiting and Loading Restriction) (Amendment No. 64) Traffic Order 2013 further amends The Harrow (Waiting and Loading Restriction) Traffic Order 2008, by providing zone time waiting restrictions where appropriate and by extending short sections of double yellow line at certain locations on junctions. Double yellow line extensions of 5 metres are introduced on the south-west sides of Axholme Avenue, Broomgrove Gardens, Orchard Grove and The Chase at their junction with Oakleigh Avenue and for 10 metres in Camrose Avenue to extend outside Nos. 83 and 85 Camrose Avenue.
  • 3 The Harrow (Parking Places) (Amendment No. 7) Traffic Order 2013 provides for all the designated on-street parking places in the zone extension. The Chase is included in Zone X in its entirety, providing an additional 37 on-street Zone X permit holder parking spaces. Times of operation are 10am to 11am & 2pm to 3pm, Monday to Friday.
  • 4 Permit charges for the zone extension are as follows. Annual resident permit; first vehicle £60, second vehicle £90, third vehicle £120, fourth vehicle £150, subsequent vehicles £115, 100% reduction for environmentally friendly vehicles. Resident Visitor Permits per book of 10 £15, 50% discount for OAPs.
  • 5 Columbia Avenue – the pay and display parking bays outside Nos. 1 to 3 and 4 and 5 Columbia Avenue are converted to shared use permit holder/pay and display parking bays to allow Zone X permit holders to park. The times of operation and tariffs remain unchanged.
  • 6 Oakleigh Avenue & The Highlands – the loading bays in these roads near their junctions with Burnt Oak Broadway are removed and replaced with no waiting at any time double yellow lines. The pay and display bays opposite these loading bays in each road are changed to operate between 10am and 6.30pm, Monday to Saturday. A 7am to 10am, Monday to Saturday waiting restriction is introduced through these bays to facilitate morning loading and unloading.
  • 7 The restrictions referred to in this notice shall not apply in respect of anything done at the direction of a police constable in uniform or with the permission of a civil enforcement officer or other person authorised by the Council or in certain circumstances, such as the picking up or setting down of passengers, the carrying out of statutory powers or duties. The usual exemption relating to vehicles lawfully displaying a disabled person’s “Blue Badge” shall apply.
  • 8 A copy of the orders, which will come into operation on 1st April 2013, including documents giving more particulars of the order, are available for inspection at request between 9am and 5pm, Mondays to Fridays at the One Stop Shop at the Civic Centre, until six weeks from the date on which the order was made.
  • 9 If any person wishes to question the validity of the orders or their provisions on the grounds that they are not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of the Act or of any instrument made under the Act has not been complied with, that person may, within six weeks of the date on which the order is made, apply for the purpose to the High Court.
