EXEMPTIONS FOR PEDAL CYCLES FROM ONE-WAY TRAFFIC SYSTEMS AND

CHANGES TO PARKING PLACES AND YELLOW LINE WAITING RESTRICTIONS

[NOTE: This notice is about exemptions for pedal cycles from the existing one-way traffic systems in certain streets, the removal of some parking space and the imposition of waiting restrictions that will apply “at any time” (double yellow lines) in certain lengths of streets.]

  • 1 NOTICE IS HEREBY GIVEN that Lambeth Borough Council on 19 th March 2013, with the agreement of Transport for London, made the Lambeth (Prescribed Routes) (No. 3) Traffic Order 2013, the Lambeth (Kennington) (Parking Places) (No. 3) Order 2013, the Lambeth (Clapham “C”) (Parking Place) (No. 2) Order 2013, the Lambeth (Free Parking Place) (Disabled Persons) (No. 4) Order 2013 and the Lambeth (Waiting and Loading Restriction) (Amendment No. 214) Order 2013, under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984. The Orders will come into force on 25 th March 2013.
  • 2 The general effect of the Orders will be to:

(1) exempt pedal cycles from the existing one-way traffic systems (and allow them to proceed contra-flow) in Aristotle Road, between Cadmus Close and Bedford Road; Cardigan Street, between the south-eastern arm of Courtenay Square and Kennington Lane; Concert Hall Approach, between Belvedere Road and Sutton Walk; Ferndale Road, between Brixton Road and Nursery Road; Gateley Road (whole length); Sancroft Street, between Kennington Road and Cardigan Street and between Vauxhall Street and Newburn Street; Tyers Street (whole length); Western Road (whole length); and Wincott Street, between Kennington Road and Gilbert Road;

(2) remove

  • a 12.8 metres of residents’ parking space from the south-west side of Sancroft Street near its junction with Vauxhall Street; and
  • b 10 metres of shared-use residents’/business/ pay & display parking space from the south-west side of Cardigan Street, near its junction with Kennington Lane;
  • c 5.8 metres of shared-use residents’/business/pay & display parking space from the east side of the junction of Wincott Street and Kempsford Road;

(3) impose waiting restrictions on vehicles that would operate at any time (double yellow lines)

  • a in the lengths of Sancroft Street, Cardigan Street and Wincott Street/Kempsford Road described in sub-paragraph (2) above (instead of the parking space that will be removed);
  • b in Aristotle Road, outside No. 2 Aristotle Road and outside Nos. 1 and 3 Aristotle Road (instead of the existing waiting restrictions (single yellow lines) at these locations);

(4) make minor changes to the wording of two existing traffic orders that impose parking places in Aristotle Road, so the traffic orders better reflect the situation on the ground (there would be no change to the way the parking places currently operate).

  • 3 The exemptions from the one-way systems are required to improve accessibility for pedal cyclists, while the removal of parking space and imposition of “at any time” waiting restrictions are required to improve visibility and road safety.

  • 6 If any person wishes to question the validity of the Orders or of any of their provisions on the grounds that it or they are not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of that Act or of any instrument made under that Act has not been complied with, that person may, within 6 weeks from the date on which the Orders are made, apply for the purpose to the High Court.
