- 1 NOTICE IS HEREBY GIVEN that the council of the London Borough of Southwark (‘the council’) propose to make the above-mentioned orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended, or in the case of the cycle tracks order, under section 3 of the Cycle Tracks Act 1984, as amended, following the procedure set out in the Cycle Tracks Regulations 1984.
- 2 The general effect of the prescribed route, parking places and waiting and loading
                                                restrictions orders would be:— 
                                             - a in BEVINGTON STREET - to introduce ‘at any time’ waiting restrictions on the south-east side at its junction with the footpath/proposed cycle track linking Bevington Street and Emba Street/Farncombe Street;
- b in BRAYARD’S ROAD - to introduce [i] north-eastbound contra-flow traffic working for pedal cycles between its junctions with Consort Road and Gordon Road, and [ii] ‘at any time’ waiting restrictions on the north-west side at its junction with Consort Road;
- c in CHAPTER ROAD - to introduce [i] northbound contra-flow traffic working for pedal cycles between its junctions with Westcott Road and Braganza Street/Manor Place, [ii] ‘at any time’ waiting restrictions on both sides at its junction with Braganza Street/Manor Place, and [iii] ‘at any time’ waiting restrictions on the north-east side at its junction with Westcott Road;
- d in CRAWTHEW GROVE - to introduce [i] westbound contra-flow traffic working for pedal cycles between its junctions with Spurling Road and Lordship Lane, and [ii] ‘at any time’ waiting restrictions on the south side at its junction with Spurling Road;
- e in ETHEROW STREET - to introduce [i] south-eastbound contra-flow traffic working for pedal cycles between its junctions with Barry Road and Friern Road, and [ii] ‘at any time’ waiting restrictions on the north-east side at its junction with Barry Road;
- f in FRIARY ROAD - to introduce ‘at any time’ waiting restrictions on all sides of its north-western extremity;
- g in GORDON ROAD - to introduce ‘at any time’ waiting restrictions on the north-west side at its junction with Harders Road and the footpath/proposed cycle track linking Wood’s Road and Gordon Road/Harders Road via Cossall Park;
- h in HARDERS ROAD - to introduce ‘at any time’ waiting restrictions on the north-east side at its junction with Gordon Road and the footpath/proposed cycle track linking Wood’s Road and Gordon Road/Harders Road via Cossall Park;
- i in KING’S GROVE - to formalise the existing prohibition of all vehicles except pedal cycles in the length of King’s Grove fronting Nos. 75 to 97 King’s Grove;
- j in LONG LANE - to introduce a new ‘pedal cycle gap’ in the carriageway island site located at its junction with Tabard Street;
- k in MELIOR PLACE - to introduce ‘at any time’ waiting restrictions on all sides of its northern extremity;
- l in MELIOR STREET - to introduce ‘at any time’ waiting restrictions on the south-east and south-west sides of its south-eastern extremity;
- m in OXONIAN STREET - to introduce northbound contra-flow traffic working for pedal cycles between its junctions with East Dulwich Grove and Zenoria Street;
- n in PECKHAM PARK ROAD - to introduce ‘at any time’ waiting restrictions on the south-east side at its junction with Friary Road;
- o in PENTON PLACE - to introduce [i] north-westbound contra-flow traffic working for pedal cycles between its junctions with Penrose Street and Manor Place, [ii] ‘at any time’ waiting restrictions on both sides at its junction with Manor Place, and [iii] ‘at any time’ waiting restrictions on the north-east side at its junction with Penrose Street;
- p in REDCROSS WAY - to introduce [i] north-eastbound contra-flow traffic working for pedal cycles between its junctions with Union Street and Southwark Street, [ii] south-westbound contra-flow traffic working for pedal cycles between its junctions with Union Street and Marshalsea Road, [iii] to split an existing CPZ ‘C1’ permit holders’ parking place on the north-west side outside Nos. 10-22 Redcross Way and introduce a short length of ‘at any time’ waiting restrictions, [iv] to reduce in length an existing CPZ ‘C2’ permit holders’ parking place on the north-west side outside Pattison House and introduce a short length of ‘at any time’ waiting restrictions, and [v] to reduce in length an existing CPZ ‘C2’ ‘shared-use’ parking place on the north-west side outside Avery House and introduce a short length of ‘at any time’ waiting restrictions;
- q in ST. GILES ROAD - to introduce [i] southbound contra-flow traffic working for pedal cycles between its junctions with the access road to St. Giles House/St. Giles Surgery and Peckham Road, [ii] ‘at any time’ waiting restrictions on the east side outside St. Giles House, and [iii] to amend the existing compulsory right turn for vehicles exiting the access road to St. Giles House/St. Giles Surgery so as to exempt pedal cycles;
- r in SPURLING ROAD - to introduce [i] south-eastbound contra-flow traffic working for pedal cycles between its junctions with East Dulwich Road/Lordship Lane and Crawthew Grove, [ii] ‘at any time’ waiting restrictions on the both sides at its junction with Crawthew Grove, and [iii] to formalise the existing ‘pedal cycle gap’ at its junction with East Dulwich Road/Lordship Lane;
- s in TABARD STREET - to introduce [i] south-eastbound contra-flow traffic working for pedal cycles between its junctions with Long Lane and Silvester Street, and [ii] north-westbound contra-flow traffic working for pedal cycles between its junctions with Pilgrimage Street and Nebraska Street;
- t in WESTCOTT ROAD - to introduce a banned left turn for north-eastbound vehicles except pedal cycles at its junction with Chapter Road;
- u in WILD’S RENTS - to introduce [i] north-eastbound contra-flow traffic working for pedal cycles between its junctions with Decima Street and Long Lane, and [ii] ‘at any time’ waiting restrictions on the both sides at its junctions with Decima Street and Elim Street;
- v in WILSON GROVE - to introduce ‘at any time’ waiting restrictions on the east side at its junction with Cranbourne Passage;
- w in WOOD’S ROAD - to introduce ‘at any time’ waiting restrictions on the south and south-west side at its junction with the footpath/proposed cycle track linking Wood’s Road and Gordon Road/Harders Road via Cossall Park;
- x in ZENORIA STREET - to introduce eastbound contra-flow traffic working for pedal cycles between its junctions with Lordship Lane and Oxonian Street; and
- y in the ACCESS ROAD OFF ST. JAMES’S ROAD FRONTING NO. 96 JAMAICA ROAD - to introduce ‘at any time’ waiting restrictions throughout.
 
- 3 The general effect of the cycle tracks order, in conjunction with the powers conferred
                                                by section 65(1) of the Highways Act 1980, would be to introduce cycle tracks at the
                                                following locations:— 
                                             - a BEVINGTON STREET to EMBA STREET/FARNCOMBE STREET - a shared-use cycle track for the use of both pedestrians and pedal cycles, comprising part of the south-eastern footway of Bevington Street, the full width of the footpath adjacent to No. 10 Bevington Street linking Bevington Street and Emba Street/Farncombe Street and part of the north-western footway of Emba Street/Farncombe Street, from the south-eastern kerb-line build-out of Bevington Street to the north-western kerb-line of Farncombe Street;
- b CRANBOURNE PASSAGE (WILSON GROVE to MARIGOLD STREET) - a segregated cycle track for the use of pedal cycles only, comprising part of the eastern footway of Wilson Grove, half of the width of the footpath known as Cranbourne Passage (that part parallel to the northern limit of the footpath), and part of the western footway of Marigold Street, from the eastern kerb-line build-out of Wilson Grove to the western kerb-line of Marigold Street, having a width of 2.5 metres throughout;
- c FRIARY ROAD to PECKHAM PARK ROAD - a segregated cycle track for the use of pedal cycles only, comprising part of the north-western footway of Friary Road, the footpath linking Friary Road and Peckham Park Road, and the south-eastern footway of Peckham Park Road, from the north-western kerb-line of Friary Road to the south-eastern kerb-line of Peckham Park Road, and having a width of 3 metres throughout;
- d MELIOR STREET to MELIOR PLACE - a shared-use cycle track for the use of both pedestrians and pedal cycles, comprising part of the south-eastern footway of Melior Street, the full width of the footpath linking Melior Street and Melior Place, and part of the northern footway of Melior Place, from the south-eastern kerb-line of Melior Street to the northern kerb-line of Melior Place;
- e OLD JAMAICA ROAD/THURLAND ROAD to the ACCESS ROAD OFF ST. JAMES’S ROAD FRONTING NO. 96 JAMAICA ROAD - a segregated cycle track for the use of pedal cycles only, comprising part of the north-eastern footway of Old Jamaica Road/Thurland Road, half of the width of the footpath linking Old Jamaica Road/Thurland Road (that part parallel to the south-eastern limit of the footpath), and the access road off St. James’s Road fronting No. 96 Jamaica Road, and part of the south-western footway of the access road off St. James’s Road fronting No. 96 Jamaica Road, from the north-eastern kerb-line of Thurland Road to the south-western kerb-line of the access road off St. James’s Road fronting No. 96 Jamaica Road, having a width of 3 metres throughout; and
- f WOOD’S ROAD to GORDON ROAD/HARDERS ROAD via COSSALL PARK - a shared-use cycle track for the use of both pedestrians and pedal cycles, comprising part of the south-western footway of Wood’s Road, the full width of the footpath linking Wood’s Road and Gordon Road/Harders Road via Cossall Park and part of the north-eastern footway of Gordon Road/Harder’s Road, from the south-western kerb-line of Wood’s Road to the north-eastern kerb-line of Gordon Road/Harder’s Road.
 
- 4 FURTHER NOTICE IS HEREBY GIVEN that the council under sections 90A to 90I of the Highways
                                                Act 1980 and in accordance with the provisions of the Highways (Road humps) Regulations
                                                1999 and the Highways (Traffic calming) Regulations 1999, propose to construct road
                                                humps of ‘sinusoidal’ cross-section construction, 100 millimetres in height, 3.75
                                                metres in length and covering the entire width of the carriageway, centred upon the
                                                following locations:— 
                                             - a CHAPTER ROAD - at a point 8.5 metres north-east of the south-western wall of Arnold House, Chapter Road;
- b GORDON ROAD - at the common boundary of Nos. 2a and 2b Gordon Road;
- c HARDERS ROAD - at a point 9 metres north-east of the north-eastern wall of No. 57 Harders Road;
- d HARDERS ROAD - at a point 6.5 metres south-west of the south-western wall of No. 67 Harders Road;
- e PENTON PLACE - at a point 1.5 metres north-west of the north-western wall of No. 89 Penton Place.
 
Please note: existing flat-topped speed cushions at the above locations in Gordon Road and Harder Road would be replaced by these measures.
