THE LEWISHAM (FREE PARKING PLACES) (LIMITED STAY) (AMENDMENT NO. 1) ORDER 2012
- 1 NOTICE IS HEREBY GIVEN that Lewisham Borough Council on 11th December 2012 made the above-mentioned Orders under the provisions of sections 6 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984. The Orders will come into operation on 17th December 2012.
- 2 The general nature and effect of the Orders will be to:—
- a prevent vehicular traffic from entering or leaving – (i) Queensthorpe Road at its junction with Sydenham Road by means of a road closure extending from Sydenham Road and approximately 20 metres north (access to and egress from Queensthorpe Road via Earlsthorpe Road and Bishopsthorpe Road would remain unaffected); and – (ii) Venner Road at its junction with Sydenham Road by means of a road closure extending from Sydenham Road and approximately 10/11 metres south (access to and egress from Venner Road south of Sydenham Road would remain unaffected); note: the road closure in Venner Road and Queensthorpe Road would not apply to bicycles;
- b remove the existing road closure in Venner Road between points 37 and 41 metres south of Sydenham Road;
- c remove the disabled persons’ parking places in - (i) Queensthorpe Road outside No. 61a Sydenham Road and provide a new such parking place for one vehicle at the north end of the road closure described in sub paragraph 2(a)(i) above; and (ii) Venner Road outside No. 14 Sydenham Road and provide a new such parking place for one vehicle at the south end of the road closure described in sub paragraph 2(a)(ii) above;
- d remove the existing “at any time” waiting restrictions on – (i) both sides of Queensthorpe Road at its junction with Sydenham Road and provide “at any time” waiting restrictions on the west side for 16 metres and on the east side for 12.5 metres of Queensthorpe Road adjacent to Nos. 59A/B and 61a Sydenham Road (indicated on the road by ‘double yellow lines’); and (ii) both sides of Venner Road at its junction with Sydenham Road and provide 4.5 metres of “at any time” waiting and loading restrictions on the north side of Venner Road at the southern end of the road closure, between the new disabled persons’ parking place and the limited stay parking place referred to respectively in sub paragraphs 2(c)(ii) above and 2(e)(ii) below (indicated on the road by ‘double yellow lines and blips’); note: exemptions from the new waiting and loading restrictions include vehicles picking up and setting down passengers, Council and utility company vehicles engaged on certain duties, vehicles stopping to avoid an accident, ambulance, fire brigade and police vehicles and anything done with the permission or at the direction of a police constable in uniform. (vehicles loading or unloading can only do so on waiting restrictions only and are subject to certain conditions and time limits);
- e remove - (i) the two limited stay parking places on both sides of Queensthorpe Road adjacent to Nos. 59A/B and No. 61a Sydenham Road and provide a new limited stay parking place for 2 vehicles at the north end of the road closure described in sub paragraph 2(a)(i) above; and (ii) the two limited stay parking places on both sides of Venner Road adjacent to No. 12 and No. 14 Sydenham Road and provide a new limited stay parking place for 1 vehicle at the south end of the road closure described in sub paragraph 2(a)(ii) above; note: the new limited stay parking places would have a 40-minute maximum stay – no return in 2 hours and would operate between 7am and 7pm on Mondays to Saturdays;
- f increase the maximum stay parking period from 20-minutes to 30-minutes and extend the operational hours of the parking places to 8am to 6.30pm Mondays to Saturdays (the current operational hours are 10am to 4pm Mondays to Saturdays) for three limited stay parking places on Brockley Road outside Nos. 364 to 374, Nos. 397 to 405 and Nos. 357 to 363 Brockley; and
- g to make certain minor amendments to existing Traffic Management Orders so as to accurately reflect signing and road markings on-street.
- 3 Documents giving more detailed particulars of the Orders can be inspected between the hours of 10am. and 4pm. on Mondays to Fridays until the last day of a period of six weeks beginning with the date on which the Orders are made, at the office of Lewisham Transport Policy & Development, Wearside Service Centre, Wearside Road, Ladywell, London, SE13 (tel. 020-8314 2570).
- 4 If any person wishes to question the validity of the Orders or of any of their provisions on the grounds that it or they are not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of that Act or of any instrument made under that Act has not been complied with, that person may, within 6 weeks from the date on which the Orders are made, apply for the purpose to the High Court.
