PLANNING (LISTED BUILDINGS AND CONSERVATION AREAS) ACT 1990 SECTIONS 69 AND 70

ASHENDON, HARTWELL, BISHOPSTONE AND SEDRUP CONSERVATION AREAS

NOTICE IS GIVEN under the provisions of the 1990 Act that Aylesbury Vale District Council (“the Council”) has determined that the areas described in the Schedule to this Notice are areas of special architectural or historic interest, and that it is desirable to preserve or enhance their character or appearance. It has accordingly designated these areas as a ‘Conservation Areas’ (“CAs”).

A plan defining the boundaries of the CAs, together with the relevant reports to the Council’s Cabinet are available for inspection at the District Council Offices at The Gateway, Gatehouse Road, Aylesbury, Buckinghamshire from 8.45am to 5.15pm Monday to Thursday, and 8.45am to 4.45pm on Fridays.

The principal effects of the designations are:—

  • a Consent must be obtained from the Council for the demolition of any building (save for excepted buildings) in the CAs.
  • b Special publicity must be given to planning applications for development in the CAs.
  • c In carrying out any functions under the planning Acts (and, in particular, in determining applications for planning permission and listed building consent), the Council and the Secretary of State are required to take into account the desirability of preserving or enhancing the character or appearance of the CAs.
  • d it becomes an offence (subject to certain exceptions) to cut down, top, lop, uproot or wilfully damage any tree in the CAs except where consent has been given by the Council;
  • e controls over advertisements are extended;
  • f permitted development rights are more restricted in the CAs.

SCHEDULE: ASHENDON CONSERVATION AREA INCLUDES THE FOLLOWING BUILDINGS (INCLUDING THEIR CURTILAGES), STRUCTURES AND OPEN SPACES

Lower End: Ashendon Parish Church (St Mary), Cherry Cottage, Crown Hill Cottage, Corindi, Rose Cottage, The Bakehouse, The Old Stores, Temple House, Ashendon House, Hill Cottage, The Hill, Windy Willows and Gatehangers Public House. The carriageway and all verges, banks and pavements which immediately abut it. The allotments to the north west of the churchyard.

The Close: No. 2, and the footpath adjacent which joins Lower End and Main Street. Windyridge and Watbridge, and the verge to the east of these two properties.

Main Street (west): Barkham, Nos. 1 and 2 (Lammas) Thatched Cottage, Lincoln House, Crest Cottage and No. 1 Cottage, Tampin, The Old School House, Village Hall, Long Cottage, The Cottage, Amberwood Cottage and Doone Cottage. The length of Main Street which runs from the west boundary of Barkham to the east boundary of Doone Cottage, including all verges and banks along this length and the small green area (Boughton’s Peace) between St Mary’s Church and Watbridge/Windyridge, The Close.

Main Street (east): Milne House, Kanga’s House, Hundred Acre Wood, Owls House, Saunder’s Cottage, Holly-by-Gollins, Home Ground, Ashendon Farmhouse and East Farmhouse. The length of Main Street carriageway which runs from the west boundary of Milne House to the east boundary of East Farmhouse (excluding the working farmyard to the east), including all verges, banks and pavements along both sides of the street and the small green area to the east of Holly-by-Gollins, south of Ashendon Farm and west of East Farm.

SCHEDULE: HARTWELL CONSERVATION AREA INCLUDES THE FOLLOWING BUILDINGS (including their curtilages), SCULPTURES, structures and open spaces:

Hartwell House and Grounds contained within the Historic Park and Garden, Upper and Lower Hartwell and sections of Oxford Road and Portway Road:

The boundary of the Hartwell Conservation Area runs from (and includes) the Bugle Horn public house and extending north-east along the boundary of the A418 (including the carriageway, verge and pavement) to the Oxford Road roundabout at the junction with Coldharbour Way, extending to include the buildings and grounds of Glebe House, Park Villa, Hartwell Cottage and The Oaks. The CA boundary crosses the A418 and runs north-west along boundary of the sports fields and following the south-western edge of Andrews Way carriageway. The CA boundary turns south-west for approximately 60m to follow the south-eastern boundary of the road providing access to the sports pavilion and golf club. The CA boundary turns south-east and runs around (excluding) the sports pavilion and the car park, before turning north-west and following the line of the south-western boundary of the sports pavilion, until it reaches a hedgerow, ditch and field boundary. At this point the CA boundary turns south-westwards following the line of the field boundary for approximately 430m until it reaches some small ponds at the northern end of Rifle Spinney. Here the CA boundary turns north-westwards following the line of the field boundary for approximately 200m until it reaches a ditch where it turns south-west for approximately 80m until it reaches a spinney and field boundary where it turns north-westward following the field boundary for approximately 150m. It then turns north-eastwards following the line of a field boundary for approximately 130m before turning north-westward to follow the south-western side of a spinney and field boundary for approximately 380m until it reaches two ponds. The CA boundary runs around the eastern boundary of (and includes) these ponds, continuing northwards for approximately 10m until the junction with a field boundary. Here the CA boundary turns westwards for approximately 170m until it reaches the junction of the Hartwell avenue. The CA boundary turns northwards following the line of the boundary for approximately 570m. At the end of the avenue the CA boundary turns westwards for approximately 75m before turning southwards to follow the western side of the avenue for approximately 600m until it meets a field boundary. The CA boundary then turns westwards for approximately 110m before turning south-eastwards along a field boundary for a further 160m. The CA boundary turns westwards for approximately 35m to a cattle grid, here is turns southwards following the boundary of the field for approximately 300m until it reaches a pond. Here the CA turns to the west, crosses the road and follows the field boundary for approximately 210m, before turning southwards following the field boundary for approximately 210m. The CA boundary turns eastwards for approximately 30m before turning south-westwards to follow the line of a field boundary for approximately 200m. The CA boundary then turns westwards for approximately 130m to follow the northern boundary of Hartwellend Farm and include the barns to the north-west of the farmhouse. The CA boundary then turns to the south-west for approximately 50m before turning south-east for a further 50m to junction with the gate at the end of Upper Hartwell Lane. The boundary then turns south-west to run along the rear boundaries (and include) nos, 29, 31, 33, The Cedars, and the rear and south-eastern boundaries of 13, (Top Cottage) 21, Upper Hartwell. The CA boundary turns southwards and runs along the western boundaries of nos. 9, 7, 5, 3, 1, Upper Hartwell and The Spinney, The New House, Lavender House and the rear and southern boundary of The Leys. It then crosses the junction of Upper Hartwell Lane and Cromhamstone and turns westwards to run along the rear boundary of 2, Oxford Road. It then turns south to run along the western boundary of 2, Oxford Road. The CA boundary turns westwards along the carriageway of the A418 until it reaches a point opposite the western boundary of the field on the southern side of the road. The CA boundary crosses the A418, turning south-eastwards following the boundary of the field to the south of the A418 for approximately 450m. The CA boundary turns south-west to follow the side boundary of 3, Oxford Road, then turning south-eastwards running along the boundaries (and including 3, 1,Oxford Road and Hartwell Riding Stables and Stairways. The CA boundary then crosses Portway Road and runs along the rear of the verges that border the south-western side of the carriageway for approximately 90m. The CA boundary turns first to the south-east to follow the south-western boundary of The Bugle Horn and then to the north-east to follow the south-eastern boundary of the Bugle Horn.

SCHEDULE: BISHOPSTONE CONSERVATION AREA INCLUDES THE FOLLOWING BUILDINGS (INCLUDING THEIR CURTILAGES), STRUCTURES AND OPEN SPACES:

Bishopstone: North-eastern side: Yew Tree Cottage, nos. 3, 5, 7 (Manor Lodge), 9, (Manor Cottage), Manor Farm, 21, 23, Bishopstone, The Harrow public house, nos. 53(Glebe Cottage), 55 (Laburnum Cottage), 57, 59, 61, 63 (The Old Coachhouse),65, 67, 69, 71, 71A, 73, 75A, 75B, 75, 77A, 77, 79, 81, Barns at Model Farm, 83 (The Old Farm), 87 (Chapel House), 91 (Orchard Cottage).

Bishopstone: South-western side: The Rookery, Land between The Rookery and Dove House (bordered to south by brook), Dove House, Land northwest of Dove House (bounded by brook to south, west and north west), adjacent field to south of Field Cottage, Anjou Cottage and 62 and southeast of Pear Tree Cottage, nos. 64 (Field Cottage), 62A (Anjou Cottage), 62, 60 (Pear Tree Cottage),38, 36, 30 (Platers Cottage), 28 (The Chestnuts), Beech Cottage, Parson Piece Barn, and Rambler Cottage.

The carriageway and all verges, banks and pavements which immediately abut it from the north west boundary of Beech Cottage to the south east boundary of 4 Furlong Crescent, and from the north west boundary of Gable Cottage to the south east boundary The Rookery.

Moreton Lane: North-west side: 2, The Old Forge, 4, 14, 16, 18, 20, 22, 24, 28 (Albion Cottage), 30, 32, Moreton Lane.

Moreton Lane: South-east side: 1, 3, 5, 7, 9, Moreton Lane, Bishopstone Farmhouse. Four fields to the south west of 18-24 Moreton Lane and the northwest of 28-30 Moreton Lane.

The carriageway and all verges, banks and pavements which immediately abut it from the south east corner of Moreton Lane, to the south of 32 Moreton Road to the junction with Bishopstone.

SCHEDULE:

SEDRUP CONSERVATION AREA INCLUDES THE FOLLOWING BUILDINGS (INCLUDING THEIR CURTILAGES), STRUCTURES AND OPEN SPACES:

Sedrup Lane: From Well Cottage the CA boundary turns to the north-east following a field boundary for approximately 150m until it meets a brook. The CA crosses the brook and turns to the north-west following the north-eastern bank of the brook until it meets the boundary of Sedrup Farm. It then follows the south-east, north-east and north-western boundaries of Sedrup Farm eventually meeting Sedrup Lane. The CA boundary crosses Sedrup Lane and turns south-east runs along its south-western edge until it reaches Undine Cottage. The boundary turn south-westwards running along the north-western boundary of Undine Cottage then turning south-eastwards running along the south-western boundary of Owl’s Nest continuing along the south-western and south-eastern boundaries of the adjacent spinney, The Thatch and Well Cottage.
