THE A500 TRUNK ROAD (HANCHURCH TO BARTHOMLEY) (24 HOUR CLEARWAY, PROHIBITION OF WAITING AND RIGHT TURN BAN) ORDER 20XX

THE SECRETARY OF STATE FOR TRANSPORT hereby gives notice that she intends to make an Order under Sections 1(1), 2(1) and (2) and 4(1) of, and paragraph 27(1) of Schedule 9 to, the Road Traffic Regulation Act 1984 on the A500 Trunk Road between Hanchurch and Barthomley in the Counties of Staffordshire and Cheshire.

The effect of the Order would be to—

  • 1 prohibit, with exemptions, any vehicle from waiting at any time (other than in a layby, with the exception of those listed in 2 below) on—
    • a the northbound and southbound carriageways of the A500 Trunk Road from its roundabout junction with the A519 at Hanchurch to and including its roundabout junction with the slip roads leading to and from the M6 Motorway (Junction 16) at Barthomley;
    • b the northbound link road connecting City Road and Stoke Road;
    • c the southbound link road connecting Stoke Road and City Road;
    • d the connecting road leading from the northbound link road, described in (b) above, to the northbound carriageway of the A500;
    • e the connecting road leading from the southbound link road, described in (c) above, to the southbound carriageway of the A500; and
    • f any slip road/connecting road specified in the schedule to this notice;
  • 2 prohibit any vehicle from waiting at any time in the layby situated adjacent to—
    • a the northbound carriageway of the A500 from the northern side of the A52 City Road overbridge to a point XXX metres north of that overbridge;
    • b the northbound carriageway of the A500 a from point XXX metres southeast of the southern side of the A5006 Stoke Road overbridge to that overbridge;
    • c the southbound carriageway of the A500 from a point XXX metres northwest of the northern side of the A5006 Stoke Road overbridge to that overbridge; and
    • d the southbound carriageway of the A500 between points XXX metres and XXX metres southeast of the centre point of the underbridge at the A500/A527 Reginald Mitchell Way Junction.
  • 3 prohibit any vehicle from making a right turn—
    • a from the A500 northbound exit slip road leading to its junction with City Road, into Whieldon Road, and
    • b from the slip road leading from the northbound link road connecting City Road and Stoke Road, into the road connecting Stoke Road and Liverpool Road.

A COPY of the draft Order, plans illustrating the proposals, a statement explaining why the Secretary of State proposes to make the Order and a copy of the Orders to be revoked/varied may be inspected during office hours at Stoke City Council at Civic Centre, Glebe Street, Stoke-on-Trent ST4 1RF and at Stoke Library, Stoke Local Centre, 61Church Street, Stoke-on-Trent, ST4 1DF or obtained by application to Karen Eustace at the Highways Agency, The Cube, 199 Wharfside Street, Birmingham, West Midlands, B1 1RN.

Any person wishing to object to the proposed Order should send a written statement of their objection and the grounds thereof to the Highways Agency at the address given above. The objection should quote reference HA 41/2/93 and must be received no later than 8 November 2012.

When submitting an objection it should be borne in mind that the substance of any objection may be communicated to other people who may be affected by it.

  • 9 the exit slip road leading from its junction with the slip road described in 5 above, to its roundabout junction with the A5006;
  • 10 the slip road leading to the southbound carriageway of the A500 from its roundabout junction with the A5006;

A500/A52 City Road Junction—

  • 11 the slip road leading from the northbound carriageway of the A500 to its junction with the A52 City Road;
  • 12 the slip road leading to the southbound carriageway of the A500 from its junction with the A52 City Road;
  • 13 the exit slip road leading from the slip road described in 12 above to a point 17 metres north of its junction with Whieldon Road;

A500/A5006 Stoke Road Junction—

  • 14 the slip road leading to the northbound carriageway of the A500 from its junction with the A5006 Stoke Road;
  • 15 a length of the slip road leading from the southbound carriageway of the A500 to its junction with the A5006 Stoke Road, from its junction with the A500 to a point 24 metres west of its junction with Stoke Road;
  • 16 the slip road leading from the first link road to its junction with the road connecting Stoke Road and Liverpool Road;

A500/B5045 Shelton New Road Junction

  • 17 a length of the slip road leading from the northbound carriageway of the A500 to Shelton New Road, from its junction with the A500 to a point 326 metres south east of its junction with Shelton New Road;
  • 18 a length of the slip road leading to the southbound carriageway of the A500 from Shelton New Road, from a point 99 metres south of its junction with Shelton New Road to its junction with the A500;

A500/ A53 Etruria Road Junction

  • 19 the A500 northbound and southbound exit and entry slip roads at the roundabout junction with the A53 Etruria Road;

A500/A527 Grange Lane Junction

  • 20 the slip road leading from the northbound carriageway of the A500 to its roundabout junction with the A527 Grange Lane;
  • 21 a length of the slip road leading to the northbound carriageway of the A500 from its roundabout junction with the A527 Grange Lane, from a point 36 metres northeast of its roundabout junction with the A527 to its junction with the A500;
