PROPOSED CHANGES TO EXISTING LIMITED STAY PARKING PLACES AND INTRODUCTION OF NEW LIMITED STAY PARKING PLACES AND WAITING RESTRICTIONS IN THE WEST NORWOOD AREA

(NOTE: This notice is about proposals to extend the length of some existing limited stay parking places, extend the maximum period during which a vehicle may be left in these parking places from 30 minutes to 1 hour, provide some new limited stay parking places and impose new waiting restrictions (yellow lines) in roads in the West Norwood area. Objections may be made – see paragraph 6.)

1. NOTICE IS HEREBY GIVEN that Lambeth Borough Council proposes to make the Lambeth (Free Parking Places) (Limited Time) (No. -) Order 201-, the Lambeth (Waiting and Loading Restriction) (Amendment No. -) Order 201- and the Lambeth (Waiting and Loading Restriction) (Order 1978) (Amendment No. -) Order 201-, under sections 6 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984.

2. The general effect of the Orders would be to:

(1) extend the length of certain free, limited stay parking places in Chatsworth Way, Chestnut Road, Dalton Street, Knight’s Hill, Lancaster Avenue and Ullswater Road;

(2) introduce new free, limited stay parking places in Canterbury Grove, Chatsworth Way, Dalton Street, Hannen Road, Norwood High Street and Waring Street (these parking places would operate between 7 am and 7 pm on Mondays to Saturdays and during these times the maximum period during which a vehicle may be parked in these parking places would be 1 hour, no return within 2 hours);

(Note: This would provide approximately 43 new, limited stay parking spaces.)

(3) extend the maximum period during which a vehicle may park in the free, limited stay parking places to 1 hour with no return within 2 hours (the current maximum period is 30 minutes) in Elmcourt Road, Harpenden Road and the roads described in sub-paragraph (1) above;

(4) ban waiting by vehicles between 6.30 am and 7 pm on Mondays to Fridays in:-

(a) Rothschild Street, on both sides, for a distance of approximately 24 metres outside Nos. 26 to 34 Rothschild Street; and

(b) Waring Street, on the north-west side, for a distance of 22 metres outside Waring House;

(5) ban waiting by vehicles between 8.30 am and 5.30 pm on Mondays to Fridays in Chapel Road, on the north side (i) for a distance of 17.3 metres outside Denso House, No. 33 Chapel Road; and (ii) for a distance of 22.5 metres opposite Curnick’s Lane and Nos. 44a, 44b and 46 Chapel Road;

(6) ban waiting by vehicles between 7 am and 7 pm on Mondays to Saturdays in Hannen Road, on the south-west side, for a distance of 7.5 metres opposite No. 6 Hannen Road;

(7) ban waiting by vehicles at any time in

(a) Chapel Road, on the south side, (i) for a distance of 5 metres from each side of Ladas Road; (ii) for a distance of 7.6 metres from the western side of Curnick’s Lane; and (iii) for a distance of 2.9 metres from the eastern side of Curnick’s Lane;

(b) Curnick’s Lane (i) on the east side, for a distance of 6.7 metres from Chapel Road: and (ii) on the west side, from Chapel Road to the vehicular access at the rear of Nos. 44 and 46 Chapel Road;

(c) Ladas Road, on both sides, for a distance of 5 metres from Chapel Road;

(d) Norwood High Street, on the north-east side, from the south-east side of Waring Street south-eastwards for a distance of 5 metres;

(e) Waring Street, on the south-east side, for a distance of 15 metres from Norwood High Street.

3. The proposed Orders are intended to provide more parking spaces for visitors to the area but also to discourage parking where this is necessary to improve sight-lines and access to properties. This is to best serve local businesses and those living, working or visiting in the West Norwood area.

A copy of each of the proposed Orders and other documents giving detailed particulars about them (including maps) are available for inspection between 9.30 am and 4.30 pm on Mondays to Fridays inclusive (except on bank holidays), until the last day of a period of six weeks beginning with the date on which the Orders are made or, as the case may be, the Council decides not to make the Orders, at: the offices of Lambeth Borough Council’s Transportation Group, 2nd Floor, Blue Star House, 234-244 Stockwell Road, London SW9 9SP . 6. All objections and other representations relating to the proposed Orders must be made in writing and all objections must specify the grounds on which they are made and should be sent to Barbara Poulter, Transportation Group, London Borough of Lambeth, 2nd Floor, Blue Star House, 234-244 Stockwell Road, London SW9 9SP, by 26th October 2012. Any objection may be communicated to, or be seen by, other persons who may have an interest in this matter.
