THE HARROW (PARKING PLACES) (AMENDMENT NO. 27) TRAFFIC ORDER 2012

  • 1 NOTICE IS HEREBY GIVEN that the Council of the London Borough of Harrow has made the above mentioned orders under Sections 6, 7, 45, 46, 47, 124 and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984 as amended by the Local Government Act 1985 and all other enabling powers.
  • 2 The general effect of the orders will be to extend, remove or modify certain parts of the existing Stanmore controlled parking zones. The times of operation of the zone extensions are proposed to match those of the existing respective zones.
  • 3 The general effect of the waiting and loading restriction amendment order will be to further amend The Harrow (Waiting and Loading Restriction) Traffic Order 2008, by providing the waiting restrictions for the operational zone times as appropriate. The opportunity has been taken to propose additional waiting restrictions within and outside the zones, particularly at junctions to address obstructive parking.
  • 4 The general effect of the parking places amendment order will be to further amend The Harrow (Parking Places) Traffic Order 2006, so as to make provision for all the proposed designated on-street parking places scheduled in this notice and any proposed removals.
  • 5 At any time waiting restrictions within or outside the existing CPZs are provided in the following roads:

Berry Hill (on the bends opposite existing double yellow lines), Copley Road (on the outside of the bends), Du Cros Drive (the south side adjacent Pembroke Lodge), Elm Park (between the supermarket entrance and Church Road, including the service road to the rear of Church Road) Glebe Court, Glebe Road (between Glebe Court and Ingram Close), Gordon Avenue (the east side from Water Gardens to Gleneagles and at the junction of Sunningdale Close), and Morecambe Gardens (the eastern turning head). Existing at any time waiting restrictions in Rectory Lane are proposed to be shortened on the northern side at the junction with Old Church Lane, and changing to a single yellow line restriction of 3pm to 4pm Monday to Friday.

  • 6 Stanmore Zone B CPZ is to be extended into the following roads:

Stanmore Hill - between Hill Close and Green Lane (Nos. 73 to 113 & No. 80 Stanmore Hill). A total of four permit bays and 20 shared use pay and display/permit bays outside the shops are proposed. The permit bays will operate 3pm to 4pm Monday to Friday. The pay and display bays will operate 8am to 6.30pm Monday to Saturday, and allow Zone B permit holders to park if displaying a permit. Waiting restrictions of 3pm to 4pm Monday to Friday are provided between these bays to keep dropped kerbs clear from obstruction. No waiting at any time is provided in Stanmore Hill opposite the junction with Green Lane. Permit charges can be found in paragraph 10 below.

Spring Lake - is to be included in Zone B for permit entitlement, however no permit bays are proposed in Spring Lake itself. A waiting restriction of 3pm to 4pm Monday to Friday, matching the Stanmore Zone B CPZ is therefore provided.

  • 7 Stanmore Zones B & H removals and alterations are as follows:

Linden Close - all permit bays and 3pm to 4pm Monday to Friday waiting restrictions are to be removed. Residents of Linden Close will no longer be entitled to renew Zone B permits. Double yellow lines at the junction with Uxbridge Road will remain.

Partridge Close - all permit bays and waiting restrictions will be removed. Residents of Partridge Close will no longer be entitled to renew Zone H permits. Double yellow lines at the junction with Rees Drive will remain.

Rees Drive - all permit bays and waiting restrictions at the cul-de-sac fronting Nos. 21 to 29 Rees Drive will be removed. Residents of these addresses will no longer be entitled to renew Zone H permits. Double yellow lines at the junction with Partridge Close will remain.

  • 8 Three new Stanmore cul-de-sac zones are provided for permit holders only in Dennis Gardens, Cherry Tree Way and Laburnum Court. These will not form part of Zones B or H. These are all to operate between 10am and 11am and 3pm and 4pm Monday to Friday. Permit bays will not be implemented. Unrestricted kerb-line will only be available for parking by permit holders during these hours. Parking by permit holders will not be permitted adjacent dropped kerbs or on existing waiting restrictions during hours of enforcement. These cul-de-sacs will be signed “Permit holders only beyond this point“. Permits will only be issued to residents of each cul-de-sac for use in that cul-de-sac. Dennis Gardens and Laburnum Court will therefore be removed from the existing Zone B, and residents will no longer be entitled to Zone B permits.
  • 9 Canons Corner - pay and display/permit holder parking is to be provided and included in Stanmore CPZ Zone H for administration purposes. Seven pay and display/permit holder parking bays fronting shops 3 to 9 Canons Corner, London Road, Stanmore, are provided. An additional four are also proposed in Court Drive on the east side adjacent No. 1 Canons Corner. These will operate between 8am and 6.30pm Monday to Sunday, with a maximum stay of 2 hours, and no return within two hours. A tariff of 20p per half hour is provided. Zone H permit holders will be allowed to use these bays without time restriction. Nos. 1 to 9 Canons Corner, the flats above the shops, and No. 1 London Road, will all be entitled to Zone H permits. Loading restrictions are provided at the junction of Court Drive and London Road to operate between 8am to 6.30pm Monday to Saturday.
  • 10 Permit charges for all permit zones or extensions will be as follows:

Annual resident permit; first vehicle £60, second vehicle £90, third vehicle £120, fourth vehicle £150, subsequent vehicles £150, 100% reduction for environmentally friendly vehicles. Resident Visitor Permits per book of 10, £15 with 50% discount for OAPs. Business permits for Zone B would be £610 per annum and £300 per annum for Zone H.

  • 11 The restrictions referred to in this notice will not apply in respect of anything done at the direction of a police constable in uniform or with the permission of a civil enforcement officer or other person authorised by the Council or in certain circumstances, such as the picking up or setting down of passengers, the carrying out of statutory powers or duties. The usual exemption relating to vehicles lawfully displaying a disabled person’s “Blue Badge” would apply.
  • 12 A copy of the orders, which will come into operation on 1st July 2012, including documents giving more particulars of the orders, are available for inspection at request between 9am and 5pm, Mondays to Fridays at the One Stop Shop at the Civic Centre, until 6 weeks from the date on which the order was made.
  • 13 If any person wishes to question the validity of the order or of its provisions on the grounds that it or they are not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of the Act or of any instrument made under the Act has not been complied with, that person may, within six weeks of the date on which the order is made, apply for the purpose to the High Court.
