THE NEWHAM (WAITING AND LOADING RESTRICTION) (NO. 1) EXPERIMENTAL TRAFFIC ORDER 2012

  • 1 NOTICE IS HEREBY GIVEN that the Council of the London Borough of Newham on 25 June 2012 made the above-mentioned Orders under section 9 of the Road Traffic Regulation Act 1984, as amended.
  • 2 The general effect of the Motorcycle Parking Place Order will be to introduce a parking place for solo motorcycles on the south side of Grosvenor Road E7. This parking place will be reserved for solo motorcycles between 8am and 6.30pm on Monday to Saturday.
  • 3 The general effect of the Green Street North Parking Places Order will be to include No. 129 Upton Lane E7 within the Green Street North Controlled Parking Zone (CPZ) for the purposes of permit issue.
  • 4 The general effect of the Stratford Parking Places Order will be to transfer Biggerstaff Road, Carpenters Road, Robertson Road, Rowse Close and Warton Road from Stratford South West CPZ (which currently operates on Monday to Friday between 10am and 12 noon) to Stratford CPZ (which currently operates on Monday to Saturday between 8am and 6.30pm). This Order will also include the uncontrolled length of Gibbins Road E15 within the Stratford CPZ.
  • 5 The general effect of the Stratford South West Parking Places Order will be to omit from that Order the parking places in Biggerstaff Road, Carpenters Road, Robertson Road, Rowse Close and Warton Road.
  • 6 The general effect of the Waiting and Loading Restriction Order will be to introduce waiting restrictions operating “at any time” in the following lengths of roads (mainly on junctions):

Bond Street Hamfrith Road Tavistock Road
Brydges Road Litchfield Avenue Tennyson Road
Buxton Road E15 Maitland Road Vernon Road

The Order will also:

Increase the operational hours of some of the loading restrictions in High Street North to Monday to Friday between 7am to10am and 4pm to 7pm;

• Increase the operational hours of the loading restrictions on the west side of High Street North on the approach to the Romford Road junction (between the southern kerb-line of Romford Road and a point 47 metres south of that kerb-line) to “at any time”;

• Increase the operational hours of waiting restrictions on the west side of High Street North (outside Nos. 385 to 391) to Monday to Saturday between 7am and 7pm;

• Increase the operational hours of waiting restrictions in West Ham Lane and New Plaistow Road to Monday to Saturday between 7am and 7pm;

• Increase the operating hours of loading restrictions in West Ham Lane and New Plaistow Road to Monday to Friday between 70am to 10am and 4pm to 7pm;

• Increase the operational hours of waiting restrictions in Biggerstaff Road, Carpenters Road, Robertson Road, Rowse Close and Warton Road from Monday to Friday between 10am and 12 noon to Monday to Saturday between 8am and 6.30pm.

  • 7 The Orders, which will come into force on 9 July 2012, and other documents giving more detailed particulars of the Orders can be inspected during normal office hours on Monday to Friday inclusive at Newham Dockside, 1000 Dockside Road, London E16 2QU until such time as the Orders cease to have effect.
  • 8 Further information may be obtained by telephoning 020 3373 8819.
  • 9 If any person wishes to question the validity of any of the Orders or of any of their provisions on the grounds that it or they are not within the powers conferred by the Act, or that any requirement of the Act or of any instrument made under the Act has not been complied with, that person may, within six weeks from the date on which the Order is made, apply for the purpose to the High Court.
  • 10 If the provisions of any or all of the Orders continue in force for a period of not lessthan six months, the Council will be considering in due course whether the provisions of any or all of the experimental Orders should be continued in force indefinitely by means of an Order or Orders under Sections 6 and/or 45 of the said Act of 1984.
  • 11 Within a period of six months—
    • a beginning with the day on which the experimental Orders came into force (i.e. between 9 July 2012 and 9 January 2013; or
    • b if that Order is varied by another Order or modified pursuant to section 10(2) of the 1984 Act, beginning with the day on which the variation or modification or the latest variation or modification came into force

any person may object to the making of Orders for the purpose of such indefinite continuation.

  • 12 Any such objection or other representation must be in writing. All objections must state the grounds on which they are made. They should be sent to the Head of Traffic and Transportation, London Borough of Newham, Newham Dockside, 1000 Dockside Road, London E16 2QU or by email to “traffic.orders@newham.gov.uk”.
  • 13 Persons objecting to the Orders should be aware that in view of the LocalGovernment (Access to Information) Act 1985, this Council may be legally obliged to make any comments in response to this notice open to public inspection.
