  • 1 NOTICE IS HEREBY GIVEN that the Council of the London Borough of Brent propose to make the above-mentioned Orders under sections 6, 35, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended by section 8 of and Part 1 of Schedule 5 to the Local Government Act 1985 and the Traffic Management Act 2004.
  • 2 The general effect of:

(A) the “Waiting and Loading Restriction” Orders would be to revoke the Brent (Wembley Stadium Area) (Waiting and Loading Restrictions) (No. 2) Order 2008 and the Brent (Wembley Stadium Area) (Waiting and Loading Restrictions in Zones) (No. 2) Order 2008 and apply in a modified form the provisions of the Brent (Waiting and Loading Restriction) Order 1979, so that on the dates specified in Schedule 1:

  • i waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle) would be prohibited or extended so that they would apply between 8.00 a.m. and midnight in certain lengths of the streets specified in Schedule 2, and in the streets within the C, E, NC, NS (part), NT, ST and W controlled parking zones;
  • ii waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle) would be prohibited or extended so that they would apply between 10.00 a.m. and midnight in certain lengths of those streets listed in Schedule 3 which are not listed in Schedule 2 and are not within the C, E, NC, NS (part), NT, ST and W controlled parking zones
  • iii waiting by vehicles (for the purpose of delivering or collecting goods or loading or unloading a vehicle) for a period of more than 20 minutes in the same place would be prohibited between 11.00 a.m. and 6.30 p.m. in lengths of streets referred to in (i) and (ii) above;
  • iv the sale or offer for sale of goods from a vehicle would be prohibited unless there is in force a valid licence issued by the Brent Borough Council or the goods are immediately taken into or delivered at premises adjacent to the vehicle from which the sale is effected;
  • v the use of any vehicle or of any animal or the wearing of fancy dress or other costume, wholly or mainly for the purpose of advertising, would be prohibited;
  • vi any existing restrictions (except ‘at any time’ restrictions) in the lengths of streets referred to in sub-paragraphs (i) and (ii) above would be suspended;
  • vii waiting restrictions, in the streets without an asterisk specified in the Areas 3, 4, 9, 10, 11 and 26 of Schedule 3 to this Notice, imposed only on the dates in Schedule 1 to this Notice, would not apply in relation to a vehicle displaying a valid permit provided that the vehicle is not waiting adjacent to a dropped footway.

ii waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle) would be prohibited or extended so that they would apply between 10.00 a.m. and midnight in certain lengths of those streets listed in Schedule 3 which are not listed in Schedule 2 and are not within the C, E, NC, NS (part), NT, ST and W controlled parking zones

iii waiting by vehicles (for the purpose of delivering or collecting goods or loading or unloading a vehicle) for a period of more than 20 minutes in the same place would be prohibited between 11.00 a.m. and 6.30 p.m. in lengths of streets referred to in (i) and (ii) above;

iv the sale or offer for sale of goods from a vehicle would be prohibited unless there is in force a valid licence issued by the Brent Borough Council or the goods are immediately taken into or delivered at premises adjacent to the vehicle from which the sale is effected;

v the use of any vehicle or of any animal or the wearing of fancy dress or other costume, wholly or mainly for the purpose of advertising, would be prohibited;

vi any existing restrictions (except ‘at any time’ restrictions) in the lengths of streets referred to in sub-paragraphs (i) and (ii) above would be suspended;

vii waiting restrictions, in the streets without an asterisk specified in the Areas 3, 4, 9, 10, 11 and 26 of Schedule 3 to this Notice, imposed only on the dates in Schedule 1 to this Notice, would not apply in relation to a vehicle displaying a valid permit provided that the vehicle is not waiting adjacent to a dropped footway.

(B) the “Parking Places” Order would be to:

  • i revoke the Brent (Wembley Stadium Area) (Parking Places) (No. 1) Order 2010;
  • ii designate parking places that would operate between 10.00 a.m. and midnight in certain lengths of certain of the streets specified in Areas 5, 6, 7, 8, 12, 14, 16, 17, 19, 22, 23, 24, 25, 27, 28, 29, 30, 31, 32 and 33 in Schedule 3 to this Notice, on the dates specified in Schedule 1 to this Notice;
  • iii specify that:

ii designate parking places that would operate between 10.00 a.m. and midnight in certain lengths of certain of the streets specified in Areas 5, 6, 7, 8, 12, 14, 16, 17, 19, 22, 23, 24, 25, 27, 28, 29, 30, 31, 32 and 33 in Schedule 3 to this Notice, on the dates specified in Schedule 1 to this Notice;

iii specify that:

  • a each parking place may be used, subject to the provisions of the Order, for the leaving during the permitted hours of such vehicles as are passenger vehicles, goods carrying vehicles or invalid carriages displaying a valid permit. Motor cycles park free;
  • b any resident whose usual place of abode is in any street specified in Schedule 3 to this Notice may apply to the Council for the issue of a Wembley event day residents permit valid for use in existing permit holders parking places in the C, E, NC, NS (part), NT, SA, ST and W Zones and in the parking places situated in the streets specified in Schedule 3 to this Notice.
  • c a maximum of 3 permits per residential postal address would be issued by the Council or its agents, to persons whose usual place of abode is in any street specified in Schedule 3 to this Notice. The charges would be ten pounds each for the first, the second and third permit. No refunds would be made;
  • d any resident whose usual place of abode is in any street or part of street specified in Schedule 3 to this Notice may apply to the Council for the issue of a visitor permit valid for the period 10.00 a.m. to midnight on those streets specified in Schedule 3 and valid for use in the same area as the street for which it is issued as described in Schedule 3;
  • e a maximum of two visitor permits per residential postal address would be issued by the Council or its agents, to persons whose usual place of abode is in any street specified in Schedule 3 to this Notice. The charges would be ten pounds each for the first and second permit. No refunds would be made;
  • f any place of worship located in any street or part of street specified in Schedule 3 to this Notice may apply to the Council for the issue of “places of worship” parking permits for use by members of the congregation only, valid for the period between 10.00 a.m. and midnight on those streets specified in Schedule 3 and valid for use in the same area as the street for which it is issued as described in Schedule 3. A maximum of twenty such permits per place of worship would be issued. The charge would be ten pounds for each permit;
  • g any school without off-street parking, located in any street specified in Schedule 3 to this Notice may apply to the Council for the issue of “school ” parking permits for use by its teachers valid for the period between 10.00 a.m. and midnight on the streets specified in Schedule 3 and valid for use in the same area as the street for which it is issued as described in Schedule 3. A maximum of twenty such permits per school would be issued. The charge would be ten pounds for each permit;
  • h any allotment holders with an allotment at any street or part of street specified in Schedule 3 to this Notice may apply to the Council for the issue of “allotment” parking permits valid for the period between 10.00 a.m. and midnight on those streets specified in Schedule 3 and valid for use in the same area as the street for which it is issued as described in Schedule 3. A maximum of one such permit per allotment holder would be issued. The charge would be ten pounds for a permit;
  • i any resident whose usual place of abode is in any street or part of street specified in Schedule 3 to this Notice may apply to the Council for temporary daily parking permits to be provided and issued to those holding weddings, large parties and other similar events valid for the period between 10.00 a.m. midnight on those streets specified in Schedule 3 and valid for use in the same area as the street for which it is issued as described in Schedule 3. There would be no charge for such permits;
  • j any person who occupies premises in any street specified in Schedule 3 to this Notice and who uses such premises for non-residential purposes may apply to the Council for the issue of a Wembley event day business permit valid for use in existing permit holders parking places in the C, E, NC, NS (part), NT, SA, ST and W Zones and in the parking places situated in certain of the streets specified in Schedule 3 to this Notice. The charges would be ten pounds each for the first, the second and third permit. No refunds would be made;
  • k permits issued by the Council to essential users or key workers would be valid for use in all the parking bays provided for resident and business users in the EV zone. The charge for an essential user permit or special permit would be £125 per annum;
  • l any resident of a “car free” development as defined in a section 106 agreement made under the Town and Country Planning Act 1990 would not be eligible for a Wembley event day permit.

(C) the “Controlled Zone Parking Places” Order would be to revoke the Brent (Wembley Stadium Area) (Controlled Zones) (Parking Places) (No. 2) Order 2008 and the Brent (Wembley Stadium Area) (Controlled Zones) (Parking Places) (No. 1) Order 2009 and on the dates specified in Schedule 1 to this Notice; to:

  • i extend the hours of operation of the parking places in the C, E, NC, NS(part), NT, ST and W controlled parking zones and the parking places in the Bridge Road, East Lane, Forty Avenue, Neasden Lane North, Preston Road pay and display schemes so that they would operate between 8.00 a.m. and midnight;
  • ii extend the hours of operation of the parking places in the SA controlled parking zone so that they would operate between 10.00 a.m. and midnight;
  • iii extend the hours of operation of the parking places in the Sudbury pay and display scheme so that it would operate between 7.00 a.m. and midnight;
  • iv specify that any vehicle displaying a valid Wembley event day permit may be left in any permit parking place in C, E, NC, NS(part), NT, SA, ST and W controlled parking zones;
  • v suspend parking places in London Road.

ii extend the hours of operation of the parking places in the SA controlled parking zone so that they would operate between 10.00 a.m. and midnight;

iii extend the hours of operation of the parking places in the Sudbury pay and display scheme so that it would operate between 7.00 a.m. and midnight;

iv specify that any vehicle displaying a valid Wembley event day permit may be left in any permit parking place in C, E, NC, NS(part), NT, SA, ST and W controlled parking zones;

v suspend parking places in London Road.

(D) the “Free Parking Places” Order would be to revoke the Brent (Wembley Stadium Area) (Free Parking Places) (No. 1) Order 2010 and on the dates specified in Schedule 1 to this Notice to:

  • i extend the hours of operation of the free parking places situated in Barn Rise and East Lane, so that they would operate between 8.00 a.m. and midnight;
  • ii suspend the free parking place situated in Empire Way;
  • iii designate free parking places in certain lengths of streets specified in Schedule 4 to this Notice so that it would operate between 8.00 a.m. and 12 midnight;
  • iv specify that:

ii suspend the free parking place situated in Empire Way;

iii designate free parking places in certain lengths of streets specified in Schedule 4 to this Notice so that it would operate between 8.00 a.m. and 12 midnight;

iv specify that:

  • a the parking places may be used, subject to the provisions of the Order, for the leaving of such vehicles as are passenger vehicles, goods carrying vehicles, motor cycles or invalid carriages;
  • b vehicles may be left for a period of not more than two hours in any period of four hours;
  • c the usual exemption relating to vehicles displaying a disabled person’s “Blue Badge” would apply;

(v) reduce the length of the free parking place on the west side of Rutherford Way and reserve it for Police vehicles between 7.00 a.m. and midnight.

(E) the “Goods Vehicles Free Loading Places” Order would be to revoke the Brent (Wembley Stadium Area) (Goods Vehicles) (Free Loading Places) (No. 1) Order 2008 and on the dates specified in Schedule 1 to this Notice extend the hours of operation of the goods vehicles free loading places in East Lane, Ecclestone Place, Forty Avenue, Harrow Road, High Road Wembley, Jackman Mews, Lancelot Road, Neasden Lane; Neasden Lane North, Preston Road, the service road to the rear of Nos. 270 to 308 Preston Road and Uxendon Crescent so that they would operate between 8.00 a.m. and midnight.

(F) the “Off-Street Parking Places” Order would be to revoke the Brent (Wembley Stadium Area) (Off Street Parking Places) (No. 1) Traffic Order 2011 and on the dates specified in Schedule 1 to this Notice; to:

  • i extend the chargeable hours of operation of Barham Park, Cecil Avenue, Kingsbury Road, Lonsdale Avenue, Neasden Lane, Preston Road (including the lower two tiers), Salusbury Road, St. John’s Road and Wendover Road off-street car parks so that they would operate between 8.00 a.m. and midnight;
  • ii extend the chargeable hours of the Elm Road off-street car park so that they would apply:

  • a from 8.00 a.m. to 10.00 p.m. on any such day falling between Monday and Saturday inclusive;
  • b from 10.00 a.m. to 5.00 p.m. on any such day falling on a Sunday;

(iii) impose a maximum waiting period of 2 hours for vehicles parking in the Barham Park, Cecil Avenue, Elm Road, Kingsbury Road, Lonsdale Avenue, Neasden Lane, Salusbury Road, St. John’s Road and Wendover Road off-street car parks.

(G) the “Bus Priority” Order would be to revoke the Brent (Wembley Stadium Area) (Bus Priority) (No. 1) Order 2008 and on the dates specified in Schedule 1 to this Notice, extend the hours of operation of the bus lanes in Brentfield, Bridge Road, Dudden Hill Lane, Empire Way, Forty Avenue, Harrow Road (Sudbury), Harrow Road (Wembley), High Road (Wembley), and Hillside so that they would operate between 7.00 a.m. and midnight.

(H) the “Prohibition of Stopping” Order would be, the dates specified in Schedule 1 to this Notice, to:

  • i prohibit any vehicle stopping or remaining at rest in Rutherford Way, the west side, from a point 18.30 metres north of the northern kerb-line of Engineers Way northwards for a distance of 59.50 metres, between 8.00 a.m. and midnight;
  • ii specify that the prohibition would not apply to vehicles which display a disabled person’s badge and which stop or remain at rest for up to 15 minutes in order to enable disabled persons to board or alight.

NOTE:- The items specified in (A) to (H) above would only apply when traffic signs are displayed on Wembley Stadium Event Days.

  • 3 A copy of each of the proposed Orders, of maps of the relevant areas and of the Council’s statement of reasons for making the Orders can be inspected during normal office hours on Mondays to Fridays inclusive until the expiration of a period of 6 weeks from the date on which the Orders are made or the Council decides not to make the Orders, at:
    • a The One Stop Local Office, Brent Town Hall, Forty Lane, Wembley, Middx, HA9 9HX; and
    • b The One Stop Local Office, Brent House, 349-357 High Road, Wembley, Middx, HA9 6BZ.

  • 5 Persons desiring to make representations or to object to any of the proposed Orders should send a statement in writing of their representations or objections and the grounds thereof, to The Head of Transportation, Highway and Transport Delivery, 2nd Floor (west) Brent House, 349 - 357 High Road, Wembley, Middx, HA9 6BZ, quoting the reference TO/12/174A/EAM, before the end of a period of 28 days beginning on the date this Notice is published.
  • 6 This notice replaces the Wembley Stadium Events notice advertised on 10th November 2011.
