LONDON CYCLE HIRE SCHEME – THE PROVISION OF CYCLE PARKING PLACES AND CHANGES TO EXISTING PARKING PLACES AND WAITING RESTRICTION
THE ISLINGTON (PARKING PLACES) (LONDON CYCLE HIRE SCHEME) (PARKING PLACES) ORDER 2011, THE ISLINGTON (PARKING PLACES) (ZONE A) (NO. 53) ORDER 2011, THE ISLINGTON (PARKING PLACES) (ZONE B) (NO. 54) ORDER 2011, THE ISLINGTON (PARKING PLACES) (ZONE C) (NO. 55) ORDER 2011, THE ISLINGTON (PARKING PLACES) (SOLO MOTORCYCLES) (NO 4) 2011, THE ISLINGTON (WAITING AND LOADING) (AMENDMENT NO 11) ORDER 2011
- 1 NOTICE IS HEREBY GIVEN that the Council of the London Borough of Islington on 10 October 2011 made the above mentioned Orders under Legislation section: Sections 6, Legislation section: 45, Legislation section: 46, Legislation section: 49 and Legislation section: 124 of and Legislation section: Part IV of Legislation section: Schedule 9 to the Legislation: Road Traffic Regulation Act 1984 as amended and, in connection with the provision of cycle parking places in various locations throughout Islington.
- 2 The general effect of the London Cycle Hire Orders will be to:
- a convert residents/pay and display parking bays to cycle parking places (for the use
of London Cycle Hire bicycles only) in the following locations:
- i Banner Street, the north side, at its junction with Bunhill Row;
- ii Killick Street, the east side, at the building line of All Saints Triangle and relocate the motorcycle bay on the east side to the opposite side;
- iii Percival Street, the north side, west of Malta Street;
- b introduce/convert at Any Time waiting restrictions to a cycle parking place (for the
use of London Cycle Hire bicycles only) in the following locations;
- i Crinan Street, from the cycle hire build outs to the kerb-line of York Way;
- c provide cycle parking places (for the use of London Cycle Hire bicycles only) in the
following locations:
- i Cloudesley Road, the east side, opposite building line of number 18 Ritchie Street;
- ii Goswell Road, the west side, north of the southern wall of the Citadines Hotel (7 Goswell Road); and
- iii Northdown Street, the eastern side, north of the northern kerb-line of Pentonville Road.
- a convert residents/pay and display parking bays to cycle parking places (for the use
of London Cycle Hire bicycles only) in the following locations:
- 3 The general effect of the Waiting and Loading Order will be to make various amendments to the waiting and loading restrictions in the above-mentioned streets so as to facilitate the safe introduction of the cycle parking places (in most cases these measures would prohibit waiting, including waiting for the purposes of loading or unloading goods from a vehicle, adjacent to the cycle parking place).
- 4 The general effect of the Parking Place Orders and the Solo Motorcycle Parking Places Order will be to make various amendments to parking places in the vicinity of the cycle parking places so as to maintain a suitable level of residents parking spaces, shared use parking spaces, pay and display parking spaces and solo motorcycle parking spaces. Please see the below-mentioned plans (available for inspection) for further details.
- 5 The Orders, which will come into force on 17 October 2011 and other documents giving more detailed particulars of the Orders are available for inspection during normal office hours until the end of six weeks from the date on which the Orders are made at the following location:
Public Realm, 222 Upper Street, London N1 1XA

- 6 Any person who wishes to question the validity of any of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Legislation: Road Traffic Regulation Act 1984 or that any of the relevant requirements thereof or of any other relevant regulations made thereunder has not been complied with in relation to the Order may make application for the purpose to the high court by 25 November 2011 .
