  • 1 NOTICE IS HEREBY GIVEN that the Council of the London Borough of Brent propose to make the above-mentioned Orders under Legislation section: sections 6, Legislation section: 45, Legislation section: 46, Legislation section: 49 and Legislation section: 124 of and Legislation section: Part IV of Legislation section: Schedule 9 to the Legislation: Road Traffic Regulation Act 1984, as amended by Legislation section: section 8 of and Legislation section: Part 1 of Legislation section: Schedule 5 to the Legislation: Local Government Act 1985, the Parking Acts of 1986 and 1989 and the Legislation: Traffic Management Act 2004 .
  • 2 The general effect of the ‘Goods Vehicles Free Loading Places’ Order would be to:-
    • a increase in length the existing free loading place outside Nos. 808-814 Harrow Road, Sudbury to operate ‘at any time’ for a maximum stay of 1 hour, with no return within 2 hours,
    • b provide a free loading bay outside Nos. 755 and 757 Harrow Road, Sudbury, to operate ‘at any time’ for a maximum stay of 1 hour, with no return within 2 hours;
    • c specify that goods carrying vehicles constructed or adapted for use for the carriage of goods or burden of any description and is not drawing a trailer, may be used, subject to the provisions of the Order, for the purpose of continuous loading and unloading during the permitted hours.
  • 3 The general effect of the ‘bus priority’ order would be to decrease in length the existing bus lane in Harrow Road, the south-west side, currently opposite Nos. 759 to 776 Harrow Road, Sudbury .
  • 4 The general effect of the ‘parking places’ Orders would be to:
    • a redefine the existing pay and display parking places outside Nos. 771 to 779 and Nos. 786 to 796 Harrow Road, Sudbury to operate from 7.00am to 7.00pm Mondays to Saturdays inclusive; and,
    • b redefine in length the existing pay and display parking place outside Nos. 14 and 16 Watford Road.
  • 5 The general effect of the ‘Waiting and Loading Restrictions’ Order would be further to amend the Legislation: Brent (Waiting and Loading Restriction) Order 1979, so that:-
    • a waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle) would be prohibited at any time in the lengths of streets specified in Schedule 1 to this Notice;
    • b loading by vehicles would be prohibited at any time in the lengths of streets specified in Schedule 2 to this Notice;
    • c waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle) would be prohibited between 7.00 a.m. and 7.00 p.m. on Mondays to Saturdays inclusive in the lengths of streets specified in Schedule 3 to this Notice;
    • d waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle) would be prohibited between 8.00 a.m. and 6.30 p.m. on Mondays to Saturdays inclusive in the lengths of streets specified in Schedule 4 to this Notice
    • e waiting by vehicles for the purpose of delivering or collecting goods or loading or unloading a vehicle for a period of more than 20 minutes in the same place would be prohibited between 11.00 a.m. and 6.30 p.m. throughout the week in the lengths of streets specified in Schedule 1 to this Notice and between 11.00 a.m. and 6.30 p.m. on Mondays to Saturdays in lengths of streets specified in Schedule 3 and 4 to this Notice;
    • f the sale or offer for sale of goods from a vehicle would be prohibited (except on Sundays in the lengths of streets specified in Schedules 1, 3 and 4) unless there is in force a valid licence issued by the Brent Borough Council or the goods are immediately taken into or delivered at premises adjacent to the vehicle from which the sale is effected;
    • g the use of any vehicle or of any animal or the wearing of fancy dress or other costume, wholly or mainly for the purpose of advertising would be prohibited;
    • h any existing prohibition on the waiting by vehicles, the sale or offer for sale of goods from a vehicle or the use of any vehicle or animal or the wearing of fancy dress or other costume wholly or mainly for the purpose of advertising in the lengths of streets specified in Schedules 1, 3 and 4 to this Notice would be revoked.
  • 6 The prohibitions referred to in sub-paragraph 2(a), (b), (c) and (d) above would not apply in respect of anything done with the permission or at the direction of a police constable in uniform or in certain circumstances, e.g., the picking up or setting down of passengers; the carrying out of statutory powers or duties; the taking in of petrol, etc., from roadside petrol stations; to licensed street traders, etc. The usual exemption relating to vehicles displaying a disabled person’s “Blue Badge” would apply.
  • 7 The council under Legislation section: section 23 of the Legislation: Road Traffic Regulation Act 1984 and of all other enabling powers propose to :
    • a relocate the existing pedestrian crossing in Harrow Road, Sudbury, outside No. 810 Harrow Road to outside No. 802 Harrow Road;
    • b relocate the existing zebra crossing in Watford Road, outside Nos. 24-26 Watford Road to outside No. 20 Watford Road.

The ‘controlled area’, in which waiting and loading is prohibited at all times, will apply on both the approach and exit sides of the crossing.

  • 8 The Council propose to install high raised entry treatments under section 90 A-F of the Legislation: Highways Act 1980 in the locations specified in Schedule 5 to this Notice.
  • 9 Copies of each of the proposed Orders, of a map of the relevant area, of the above-mentioned Orders of 1979, 1999, 2000, 2007, 2010 (and of the Orders which have amended those Orders) 2000, 2010 and of the Council’s statement of reasons for proposing to make the Orders can be inspected during normal office hours on Mondays to Fridays inclusive from the date on which this Notice is published, until the expiration of a period 6 weeks from the date on which the Order is made or the Council decides not to make the Order at:-
    • a The One Stop Local Office, Brent Town Hall, Forty Lane, Wembley, Middx, HA9 9HX ; and
    • b The One Stop Local Office, Brent House, 349-357 High Road, Wembley, Middx, HA9 6BZ .
  • 10 Further information may be obtained by telephoning the Highway and Transport Delivery, telephone number 020 8937 5452 .
  • 11 Persons desiring to make representations or to object to the proposed Orders should send a statement in writing of their representations or objections and the grounds thereof, to The Head of Transportation, Highway and Transport Delivery, 2nd Floor (west) Brent House, 349-357 High Road, Wembley, Middx, HA9 6BZ, quoting the reference TO/25/026/EAM, until the expiration of a period 21 days from the date on which this Notice is published.

  • a the north-east and north-west sides, between a point 40.90 metres south-east of the south-eastern kerb-line of Elton Road and a point 5.00 metres north-west of the north-western kerb-line of Elton Avenue;
  • b the south-east and south-west sides, between a point 13.30 metres south-east of a point opposite the party wall of Nos. 751 and 753 Harrow Road and a point 5.00 metres north-west of a point opposite the party wall of Nos. 751 and 753 Harrow Road.

Loading restrictions (At any time)

Harrow Road, Wembley

the south-east and south-west sides, between a point 13.30 metres south-east of a point opposite the party wall of Nos. 751 and 753 Harrow Road and a point 5.00 metres north-west of a point opposite the party wall of Nos. 751 and 753 Harrow Road.

SCHEDULE 3

Waiting restrictions ( 7.00 a.m. and 7.00 p.m. on Mondays to Saturdays inclusive)

Harrow Road, Wembley

  • a the north-east and north-west sides, between a point 5.00 metres north-west of the north-western kerb-line of Elton Avenue and a point 4.20 metres south-east of the south-eastern kerb-line of Rugby Avenue.
  • b the south-east and south-west sides, between a point 5.00 metres north-west of a point opposite the party wall of Nos. 751 and 753 Harrow Road and a point 4.10 metres south-east of the south-eastern kerb-line of Sudbury Crescent.

SCHEDULE 4

Waiting restrictions ( 8.00 a.m. and 6.30 p.m. on Mondays to Saturdays inclusive)

Watford Road

the east and north-east sides, between a point 4.70 metres north-west of the south-eastern building wall of No. 12 Watford Road and a point 20.50 metres north-west of a point opposite the south-eastern building wall of No.12 Watford Road.

SCHEDULE 5

High Raised Entry Treatment 100mm high and 10.0m long

Rugby Avenue – from the north-eastern kerb-line of Harrow Road north-eastward for a distance of 10.00 metres.

High Raised Entry Treatment 100mm high and 7.4m long

Elton Avenue - from the north-eastern kerb-line of Harrow Road north-eastward for a distance of 7.40 metres;

High Raised Entry Treatment 100mm high and 6.7m long

Sudbury Crescent – from the south-western kerb-line kerb-line of Harrow Road south-westward for a distance of 6.70 metres.
