THE NEWHAM (EAST HAM TOWN CENTRE) (WAITING AND LOADING RESTRICTION) EXPERIMENTAL TRAFFIC ORDER 2011

HIGH STREET NORTH, MYRTLE ROAD AND PILGRIMS WAY

  • 1 NOTICE IS HEREBY GIVEN that the Council of the London Borough of Newham on 12 September 2011 made the above-mentioned Orders under Legislation section: section 9 of the Legislation: Road Traffic Regulation Act 1984, as amended.
  • 2 The general effect of the Pedestrian Zones Order will be to experimentally extend the hours of operation of the pedestrian zones in High Street North, Myrtle Road and Pilgrims Way from 10am to 4pm to 10am to 6pm on Monday to Saturday.
  • 3 The general effect of the Waiting and Loading Order will be to experimentally extend the operating hours of the existing Monday to Saturday 10am to 4pm loading restrictions in the pedestrian zones in High Street North, Myrtle Road and Pilgrims Way to match the new pedestrian zone hours of Monday to Saturday 10am to 6pm .
  • 4 The Orders, which will come into force on 26 September 2011, and other documents giving more detailed particulars of the Orders can be inspected during normal office hours on Mondays to Fridays inclusive at Reception, East Ham Town Hall, East Ham, London E6 2RP until such time as the Orders cease to have effect.
  • 5 Further information may be obtained by telephoning 020 3373 1064 .
  • 6 If any person wishes to question the validity of either of the Orders or of any of their provisions on the grounds that it or they are not within the powers conferred by the Act, or that any requirement of the Act or of any instrument made under the Act has not been complied with, that person may, within 6 weeks from the date on which the Orders are made, apply for the purpose to the High Court.
  • 7 If the provisions of the Orders continue in force for a period of not less than six months, the Council will be considering in due course whether the provisions of the experimental Orders, should be continued in force indefinitely by means of Orders under Sections 84(1) and (2) of the said Act of 1984.
  • 8 Within a period of six months —
    • a beginning with the day on which the experimental Orders come into force (i.e. between 26 September 2011 and 26 March 2012 ;
    • b if any Order is varied by another Order or modified pursuant to section 10(2) of the 1984 Act, beginning with the day on which the variation or modification or the latest variation or modification came into force,

any person may object to the making of Orders for the purpose of such indefinite continuation.

  • 9 Any such objection must be in writing, must state the grounds on which it is made and be sent to Traffic Orders and Parking, Environment Directorate, Newham Dockside, 1000 Dockside Road, London E16 2QU . Alternatively objections can be sent by email to “traffic.orders@newham.gov.uk”.
  • 10 Persons objecting to the Orders should be aware that in view of the Legislation: Local Government (Access to Information) Act 1985, this Council may be legally obliged to make any comments in response to this notice open to public inspection.
