EXTENSION OF WANDSWORTH COMMON CONTROLLED PARKING ZONE (D5)

THE WANDSWORTH (WAITING AND LOADING RESTRICTION) (SPECIAL PARKING AREAS) (AMENDMENT NO.366) ORDER 2011

  • 1 NOTICE IS HEREBY GIVEN that the Council of the London Borough of Wandsworth on 29th March 2011 made the above Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 of the Road Traffic Regulation Act 1984 as amended by the Local Government Act 1985 and the Traffic Management Act 2004.
  • 2 The general effect of the Orders will be to continue indefinitely the parking controls introduced into Broadgates Road, Ellerton Road, Frewin Road, Heathfield Road, Herondale Avenue, Loxley Road, Lyford Road, Multon Road, and Titchwell Road as an experiment by:-

• The Wandsworth (Wandsworth Common) (Parking Places) (No.1) Experimental Order 2010;

• The Wandsworth (Waiting and Loading Restriction) (Special Parking Areas) (No.1) Experimental Order 2010;

• The Wandsworth (Wandsworth Common) (Parking Places) (No.2) Experimental Order 2010; and

• The Wandsworth (Waiting and Loading Restriction) (Special Parking Areas) (No.2) Experimental Order 2010

  • 3 The following provisions will apply to the extended controlled parking zone —

• Parking places will be designated in the roads described in paragraph 2 above.

• Parking places will be for permit holders only with no restriction on the parking period. The hours of operation will be 10.00am to 11.00am on Mondays to Fridays inclusive.

• Vehicles which may be left in the parking places during the hours of operation will be vehicles displaying a valid resident permit, a valid visitor permit or a valid business permit appropriate to the D5 sub zone, a disabled person’s badge, or motor cycles (exempt from charge).

• The charge for residents permits will be £20 (1 month), £50 (3 months) or £120 (12 months) and they will be issued to any person residing in the extended D5 sub zone who is the owner of a passenger vehicle (12 seats or less) or a goods carrying vehicle. For vehicles which are electrically or gas propelled the charge will be £30 for 12 months.

• The charge for business permits available in all zones will be £250 (3 months), £450 (6 months) or £760 (12 months) and they will be issued to any person who occupies premises in the extended D5 sub zone and who uses such premises for non-residential purposes or is employed in those premises and who is the owner of a vehicle of the class mentioned above. For vehicles which carry a prominent and permanent company livery the charge will be £337.50 for six months or £570 for 12 months. For electrically or gas propelled vehicles and/or vehicles which carry a prominent and permanent company livery the charge will be £225 for six months and £380 for 12 months.

• The charge for business permits available in one individual sub-zone only will be £190 (3 months), £340 (6 months) or £570 (12 months) and they will be issued to any person who occupies premises in the extended D5 sub zone and who uses such premises for non-residential purposes or is employed in those premises and who is the owner of a vehicle of the class mentioned above. For vehicles which carry a prominent and permanent company livery the charge will be £255 for six months or £427 for 12 months. For electrically or gas propelled vehicles and/or vehicles which carry a prominent and permanent company livery the charge will be £170 for six months and £285 for 12 months.

• The charge for visitors’ permits will be £2 per day (£1 per day if the applicant is aged 65 or over or the holder of a disabled person’s badge) and they will be issued to any household in the extended D5 sub zone. Each household will be restricted to not more than one hundred visitors’ permits per year (two hundred if the applicant is aged 65 or over or the holder of a disabled person’s badge).

• NOTE – All residents’ permits will only be valid within the sub zone in which the permit holder resides.

• Wandsworth Borough Council will issue all permits on application being made together with payment of the appropriate charge.

• Generally yellow line waiting restrictions will be imposed in those sections of the roads listed above which are not occupied by parking places. The restrictions will operate between 10.00am and 11.00am on Mondays to Fridays inclusive. Existing waiting restrictions, which operate for longer than those hours will remain.

  • 4 Copies of the Orders, which will come into operation on 4th April 2011, and of documents giving more detailed particulars of the Orders, can be inspected during normal office hours on Mondays to Fridays inclusive until the end of a period of six weeks from the date on which the Orders were made in The Concourse, The Town Hall, Wandsworth High Street, London, SW18 2PU.

  • 6 Any person desiring to question the validity of the Orders or of any provision contained in them on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984 or that any of the relevant requirements of that Act or of any relevant regulations made under that Act have not been complied with in relation to the Orders may, within six weeks from the date on which the Orders were made, make application for the purpose to the High Court.
