APPLICATION FOR DEVELOPMENT CONSENT ORDER AT WESTERN DOCKS, PORT OF SOUTHAMPTON, HAMPSHIRE

DRAFT SOUTHAMPTON PORT (BIOMASS-FUELLED ENERGY GENERATION PLANT) ORDER

NOTICE PUBLICISING A PROPOSED APPLICATION FOR A DEVELOPMENT CONSENT ORDER ("DCO")

Notice is hereby given that Southampton Biomass Power Ltd (“the Applicant”) (a subsidiary of Helius Energy plc) of 242 Marylebone Road, London NW1 6JL proposes to apply to the Infrastructure Planning Commission (the “Commission”) under Legislation section: section 37 of The Legislation: Planning Act 2008 for the above-mentioned DCO (the “Application”).

The Application relates to the construction and operation of a biomass fuelled electricity generating plant on a site adjacent to Millbrook Railway Station (Grid Reference SU 396 124) in the Western Docks, Port of Southampton (the "Project").

The proposed DCO will, amongst other things, authorise:

  • 1 Construction and operation of a biomass fuelled electricity generating plant with a declared net capacity of 100MWe. The facility will comprise; main biomass fuel store buildings and associated conveyors, fuel delivery building, boiler house and ancillary plant, steam turbine building (accommodating one steam turbine and electrical generator), stack assembly, cooling assembly, water treatment plant, storage tanks, fire pumping station, weighbridges and security gatehouse, offices, stores/ control building, electricity transformer and switchgear compounds and switchgear building, pipes for hot water / steam pass outs and returns, internal site roads and hardstandings, car and cycle parking facilities and pedestrian walkways including access to the internal dock road network, bunding, civil engineering works, earthworks, landscaping, site lighting and boundary treatments.
  • 2 Associated development comprising the installation of underground pipe connections, surface water management systems, grid connections for telecommunications, foul sewer diversion, underground electrical connection to existing grid infrastructure, fuel handling equipment and conveyors, water extraction structure and pump house, works to the listed Caisson Chamber of the George V Dock and construction of a temporary construction laydown area and ancillary buildings.
  • 3 A licence to authorise the discharge of process/cooling water into the River Test.
  • 4 Such ancillary, incidental and consequential provisions, permits or consents as are necessary or convenient.

The Project is an Environmental Impact Assessment development. Accordingly, the Applicant will be making preliminary environmental information available in the form of a Technical Consultation Document and a Non Technical Consultation document. A copy of these documents, which includes details of the proposals, preliminary environmental information together with proposed mitigation measures and proposed Requirements, may be inspected free of charge at the following locations and during the days and hours set out below;

Southampton City Council, Planning and Sustainability, Civic Centre, Southampton, SO14 7LY [ 8.30am - 5.00pm Monday to Friday]

Southampton City Council Gateway, One Guildhall Square, Southampton, SO14 7FP [ 8.30am - 5.30am Monday, Tuesday and Friday, 9.30am - 5.30pm Wednesday and 8.30- 7.00pm Thursday]

Shirley Library, Shirley Precinct, Shirley High Street, Southampton SO15 5LL [ 9.30am - 7.30pm Monday, Tuesday and Friday, 10.00am - 7.00pm Wednesday, and 9.00am - 4.00pm Saturday]

The documents will be available at the above locations from 7th February 2011 until 18th March 2011 . Where copying facilities exist, a reasonable copying charge may be made by these outlets for the reproduction of any of the documents. The documents will be available to download free from 7th February 2011 on the project website, www.southamptonbiomasspower.com, which also has other information on the project. Alternatively, the Technical Consultation Document can be purchased for £10 in hardcopy or CD from the address below, by writing with a cheque made out to Helius Energy plc. The Non-Technical Consultation Document is available free of charge.

In connection with the public consultation the company will hold exhibitions at:

Marchwood Village Centre, Marchwood, Southampton SO40 4SX on Wednesday 9th February 2011 between 2.00pm and 7.30pm ; and

Poveys Centre, Shirley, 159 Shirley Road, Southampton SO15 7RX on Thursday 10th February 2011 from 2.00pm to 7.30pm .

Personnel from Helius Energy plc will be present, together with selected members of the technical consultants team, to answer questions.

Any responses in respect of the project should be sent to Helius Energy plc by completing the comments form on the project website at southamptonbiomasspower.com or by post to Southampton Biomass Power, Helius Energy plc, 242 Marylebone Road, London NW1 6JL . Responses must be made in writing and received on or before 18th March 2011 . Responses should explain who is making the response and give an address for future correspondence. Responses may be made public.
