CONGESTION CHARGING

TRANSPORT FOR LONDON hereby gives notice that on 20 May 2010 Transport for London made The Greater London (Central Zone) Congestion Charging (Variation and Transitional Provisions) (No.2) Order 2010 (“the Variation Order”) and on 20 October 2010 the Mayor of London confirmed that Variation Order with modifications.

The Variation Order further amends the Legislation: Greater London (Central Zone) Congestion Charging Order 2004 (“the Scheme Order”) made by Transport for London on 30 September 2004 and confirmed with modifications by the Mayor of London on 27 October 2004 . The Scheme Order was subsequently varied by further Orders made by Transport for London and confirmed by the Mayor.

The amendments Variation Order will come into force from 22 November 2010, with the majority coming into force on 4 January 2011. The following changes will be made to the Scheme Order.

  • 1 The introduction of an automated method by which to pay the charge (Congestion Charging Auto Pay), whereby charge payments will be taken via credit or debit card for up to 5 nominated vehicles at the end of a monthly billing cycle.
  • 2 The increase of the daily Congestion Charge. The effects of this change will be as follows:

  • 3 The removal of the discount that is currently available when purchasing the Congestion Charge in advance for a period of one month or one year.
  • 4 The reduction of the minimum number of vehicles required to be eligible for Fleet Auto Pay from 10 to 6.
  • 5 The phasing out of the current Alternative Fuel Discount.
  • 6 The introduction of a “Greener Vehicle Discount” for cars that emit 100g/km of CO2 or less and meet the Euro 5 standard for air quality.
  • 7 The expansion of the current Electric Vehicle Discount to include plug-in hybrid electric vehicles.
  • 8 The introduction of an annual registration charge for vehicles with 9 or more seats to benefit from a discount, bringing this discount in line with others.
  • 9 Clarification of the exemption for Ministry of Defence vehicles following changes contained in primary legislation that has recently been brought into force.
  • 10 Limitation of reimbursements under the NHS Reimbursement Scheme to charges purchased by methods other than Congestion Charging Auto Pay.
  • 11 Amendments to the table of charges and interpretation provisions to reflect the above changes.
  • 12 Minor changes to tidy up incorrect or out of date references, clarify unclear provisions and make consequential amendments to give effect to the changes above.
