THE EALING (FREE PARKING PLACES) (NO. 2) (AMENDMENT NO. (**) ORDER 2010

  • 1 NOTICE IS HEREBY GIVEN that the London Borough of Ealing Council, in connection with a proposed extension to controlled parking zone JJ (Ealing Dean area), propose to make the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984 as amended by the Local Government Act 1985.
  • 2 The general effect of the Ealing (Ealing Dean) (Residents Parking Places) Order 200* would be:
    • a to introduce parking places for the use by residents, their visitors and business users in lengths of Carew Road, Elers Road (between Culmington Road and Carew Road), Lancaster Gardens, Lavington Road (between Rathgar Avenue and Carew Road), Loveday Road (between Rathgar Avenue and Dudley Gardens), Lyncroft Gardens and Walpole Close
    • b to provide that the parking places would operate between the hours of 10am and 11am and between 3pm and 4pm on Mondays to Fridays inclusive (the controlled hours for Ealing Dean Zone);
    • c to provide that passenger vehicles, goods carrying vehicles, motorcycles and disabled persons vehicles may be left in a parking place without limitation on time during the controlled hours and that with the exception of motorcycles and disabled persons vehicles, a valid JJ zone permit or voucher must be displayed whilst parked therein.
  • 3 The general effect of the Ealing (Parking Places) (Pay and Display) (Ealing Dean) Order 2010 would be to revoke and re-enact the Ealing (Parking Places) (Pay and Display) (Ealing Dean) Order 2008 so as to :
    • a introduce a 2 hour maximum stay “pay and display” parking place operating between the hours of 10am and 4 pm on Mondays to Fridays inclusive in lengths of Carew Road near its junction with Elers Road;
    • b provide that passenger vehicles, goods carrying vehicles, motorcycles and disabled persons vehicles may be left in the parking place and that a ticket (free or paid for as below) obtained from a parking ticket machine must be displayed whilst parked in the parking place;
    • c provide that users of the parking place must enter their registration number in the pay and display machine to obtain a ticket;
    • d provide that no vehicle may return to the parking place for a period of at least one hour;
    • e provide that the charges for parking in the pay and display parking place would be free for the first thirty minutes and 30 pence for further periods of thirty minutes up to a maximum charge of 90 pence for the maximum 2 hour parking period.
  • 4 The general effect of the Ealing (Waiting and Loading Restriction) (Special Parking Area) (Amendment No. *) Order 200* would be to amend existing waiting restrictions or introduce new waiting restrictions that apply at any time or during the Ealing Dean controlled hours in lengths of amend existing waiting restrictions in lengths of Carew Road, Elers Road (between Culmington Road and Carew Road), Lancaster Gardens, Lavington Road (between Rathgar Avenue and Carew Road), Loveday Road (between Rathgar Avenue and Dudley Gardens), Lyncroft Gardens and Walpole Close and at the junctions of Camborne Avenue, Dudley Gardens, Kingsdown Avenue and Leyborne Avenue with the above roads.
  • 5 The general effect of the Ealing (Free Parking Places) (No. 2) (Amendment No. * ) Order 200* would be to introduce a free parking place in a length of Elers Road adjacent to Lammas Park which would have no time restrictions.
  • 6 Business Parking Permits would be available at a cost of £250 per annum and Residents Parking Permits at a cost of £25 per annum.
  • 7 Business Visitors Vouchers would be available at a cost of £1 per hour and Residents Visitors Vouchers would be available at a cost of 80p for use during two separate visits within the extended zone.
  • 8 Borough wide vouchers would be available to park in the extended zone at a cost of £1 per hour.
  • 9 Copies of the Orders, and of other documents giving more detailed particulars of the Orders, can be inspected between 9 a.m. and 5 p.m. on Monday to Fridays inclusive at Mouchel Limited, 6th Floor, 58 Uxbridge Road, Ealing, London W5 2ST until the end of a period of 6 weeks from the date on which the Orders are made or the Council decides not to make the Orders.

  • 11 Any objections or other representation about any of the proposed Orders should be sent in writing to Mouchel, 6th Floor, 58 Uxbridge Road, Ealing, London W5 2ST until 12th February 2010. All objections must specify the grounds on which they are made.
