RELATING TO ANGEL HILL AND HIGH STREET, SUTTON AND THE RELATED SIDE ROADS

  • 1 NOTICE IS HEREBY GIVEN that the Council of the London Borough of Sutton proposes to make the above Orders under sections 6, 45, 46, 47 and 124 of, and Parts IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended by the Local Government Act 1985, the Road Traffic Act 1991 and the Traffic Management Act 2004.
  • 2 The principal objective of the Orders is to reduce accidents and improve road safety for pedestrians and cyclists on High Street, Sutton between Angel Hill and Crown Road.
  • 3 The general effect of The Sutton (Waiting and Loading Restriction) (No. *) (Amendment No. *) Order 200* will be to:-
    • a redefine existing waiting restrictions “no waiting between 8.00 a.m. and 6.30 p.m. on Mondays to Saturdays inclusive” as “no waiting at any time” in the following lengths of road:-
      • i Angel Hill, Sutton on the east side from its junction with All Saints Road to its junction with Oakhill Road; and on the west side from its junction with Vermont Road to its junction with Hallmead Road;
      • ii Benhilton Gardens, Sutton at its junction with Angel Hill;
      • iii Bushey Road, Sutton at its junction with High Street;
      • iv Hallmead Road, Sutton at its junction with Angel Hill;
      • v High Street, Sutton on the east side at its junction with Oakhill Road; and outside Nos. 330 to 332 and 346 to 352; on the west side at its junctions with Bushey Lane and Vale Road;
      • vi Oakhill Road, Sutton at its junction with Angel Hill and High Street;
      • vii Vale Road, Sutton at its junction with High Street; and
      • viii Vermont Road, Sutton at its junction with Angel Hill;
      ii Benhilton Gardens, Sutton at its junction with Angel Hill; iii Bushey Road, Sutton at its junction with High Street; iv Hallmead Road, Sutton at its junction with Angel Hill; v High Street, Sutton on the east side at its junction with Oakhill Road; and outside Nos. 330 to 332 and 346 to 352; on the west side at its junctions with Bushey Lane and Vale Road; vi Oakhill Road, Sutton at its junction with Angel Hill and High Street; vii Vale Road, Sutton at its junction with High Street; and viii Vermont Road, Sutton at its junction with Angel Hill;
    • b extend existing loading restrictions “no loading / unloading at any time” in :-
      • i Bushey Road, Sutton on the south side at its junction with High Street; and
      • ii High Street, Sutton at its junctions with Bushey Road and Vale Road, and outside Nos. 272 to 278;
      ii High Street, Sutton at its junctions with Bushey Road and Vale Road, and outside Nos. 272 to 278;
    • c introduce loading restrictions “no loading / unloading at any time” in :-

(iii) Bushey Road, Sutton on the north side at its junction with High Street; and

(iv) Vale Road, Sutton at its junction with High Street.

  • 4 The general effect of The Sutton (On-Street Parking Places) (Sutton Controlled Parking Zone) (No. *) (Amendment No. *) Order 200* will be to increase the length of a shared use permit/pay and display parking place by one space in Vale Road, Sutton adjacent to Nos. 315 to 323 High Street.

  • 5 The general effect of The Sutton (Loading Places) (Limited Time) (Amendment No. *) (No. *) Order 200* will be to introduce a loading place for goods vehicles where “loading / unloading is limited to 30 minutes with no return within 2 hours operating at any time” in High Street, Sutton outside Nos. 312 to 316 ( The Dolphin public house).

  • 6 Copies of the proposed Orders, of the Council’s Statement of Reasons for proposing to make the Orders ( and of the Orders that would be revoked or amended by the proposed Orders ) and a plan showing the locations and effects of the proposals may be inspected at the Council’s Civic Offices at St. Nicholas Way, Sutton and at the Environment and Leisure Offices at 24 Denmark Road, Carshalton between 9am - 5pm Monday to Friday.
  • 7 If you wish to object to the proposed Orders you should send a statement in writing including the grounds for your objection and quoting the Reference WL788, PP789 or LD790 to the address in the following paragraph by Wednesday 6 January 2010 .

  • 9 FURTHER NOTICE IS HEREBY GIVEN that the Council of the London Borough of Sutton proposes to introduce a toucan cycle/pedestrian crossing and a zebra pedestrian crossing under section 23 of the Road Traffic Regulation Act 1984; and proposes to construct road humps under sections 90A and 90C of the Highways Act 1980, as amended by Schedule 10 of the Transport Act 1981 and The Highways (Road Humps) Regulations 1999.
  • 10 The proposed crossings are:-
    • a a toucan cycle/pedestrian crossing in Angel Hill, Sutton with the zig-zag markings extending for a distance of 52.8 metres from a point 8.2 metres south of the southern kerb-line of Hallmead Road; and
    • b a zebra pedestrian crossing in High Street, Sutton with the zig-zag markings extending for a distance of 41.1 metres on the west side and 28.25 metres on the east side both measured from a point 3.9 metres north of the northern kerb-line of Vale Road.
  • 11 The proposed nature, dimensions and location of the road hump is a raised entry flat top hump with a minimum overall length of 8.9 metres, a maximum overall length of 11.9 metres, a minimum plateau length of 6.4 metres, a maximum plateau length of 9.4 metres, a maximum height of 75mm and a maximum approach ramp gradient of 1:16 in Oakhill Road at its junction with Angel Hill and High Street.
  • 12 Any representations regarding the crossings or road hump should be made in writing and quoting the Reference T3074 to the address in paragraph 8 by Wednesday 6 January 2010 .
