  • 1 NOTICE IS HEREBY GIVEN that the Council of the Royal Borough of Kensington and Chelsea (hereinafter referred to as “the Council”), in agreement with Transport for London (in so far as any of these Orders affect roads for which it is the traffic authority), on 5 th August 2009 made the above-named Orders under sections 9 and 10 of the Road Traffic Regulation Act 1984, as amended. Furthermore, the Council also proposes to provide a zebra pedestrian crossing in Old Brompton Road under section 23 of the Highways Act 1980.
  • 2 The general effect of the Prescribed Routes Order would be to:
    • a remove the existing no right turn from:
      • i Cromwell Place into Cromwell Road;
      • ii Thurloe Place into Exhibition Road; and
      • iii Q ueen’s Gate (southbound traffic) into Cromwell Road;
      ii Thurloe Place into Exhibition Road; and iii Q ueen’s Gate (southbound traffic) into Cromwell Road;
    • b remove the existing no left turn from Brompton Road (north-eastbound traffic) into Cromwell Gardens:
    • c remove the existing one-way north-eastbound traffic working in Thurloe Place between Cromwell Place and Exhibition Road;
    • d remove the existing one-way north-westbound traffic working and introduce one-way south-eastbound traffic working in Glendower Place ;
    • e introduce one-way northbound traffic working in Cromwell Place, between its junction with Thurloe Place and its junction with Cromwell Road;
    • f prevent all vehicles except buses travelling in Cromwell Gardens from turning left into Thurloe Place:
    • g prevent vehicles from entering that part of Exhibition Road that lies south of Thurloe Place, except for access; and
    • h prevent vehicles from entering or proceeding in Thurloe Street between its junction with Cromwell Place/Old Brompton Road and a point 6 metres east of that junction.
  • 1 The general effect of the Waiting and Loading Restrictions Order would be to:
    • a remove any existing loading restrictions and provide “controlled hours only” waiting restrictions in:

Exhibition Road, the west side, from Thurloe Street to a point 16 metres south of Thurloe Place;

Glendower Place, the north-east side, from Harrington Road to a point 5.6 metres north-west of Old Brompton Road;

Harrington Road, the south side, for a distance of 21.2 metres east of its junction with Glendower Place;

Old Brompton Road, west to east arm

  • i the north side, from a point 9 metres north-east of the party wall of Nos. 28 and 30 Old Brompton Road south-westward for a distance of 18.8 metres;
  • ii the south side, from a point 10.8 metres north-east of the north-eastern kerb-line of Glendower Place north-eastward for a distance of 20 metres;
  • iii the south-west side, from a point 1.6 metres south-east of Pelham Street to its junction with Onslow Square;

ii the south side, from a point 10.8 metres north-east of the north-eastern kerb-line of Glendower Place north-eastward for a distance of 20 metres;

iii the south-west side, from a point 1.6 metres south-east of Pelham Street to its junction with Onslow Square;

Queensberry Way, the east side, from a point 7.4 metres north of the northern kerb-line of Harrington Road northwards for a distance of 14.5 metres;

Thurloe Place

  • a the north-west side, from a point 2 metres south-west of the party wall of Nos. 37 and 38 Thurloe Place south-westward for a distance of 21.2 metres;
  • b The south-east side, from a point 2 metres north-east of the party wall of Nos. 33 and 34 Thurloe Place south-westward for a distance of 9.4 metres;

Thurloe Street

  • a the south-east side, from a point 5.2 metres south-west of the party wall of Nos. 30 and 32 Thurloe Street to a point 9.9 metres east of a point opposite the party wall of Nos. 16 and 18 Thurloe Street; and

the north-west side, from a point 7.6 metres south-west of the common boundary of Nos. 39 and 41 Thurloe Street to the western kerb-line of Exhibition Road.

Thurloe Place, south-east side, from a point 3.8 metres north-east of the party wall of Nos. 25 to 28 and No. 29 Thurloe Place to a point 20 metres south-west of the western kerb-line of Exhibition Road.

(d) provide “controlled hours only” loading restrictions in:

Thurloe Place, south-east side, from a point 3.8 metres north-east of the party wall of Nos. 25 to 28 and 29 Thurloe Place to a point 20 metres south-west of the western kerb-line of Exhibition Road

  • 1 The general effect of the Parking Places Orders would be in:

Bute Street: to remove 5 metres of existing residents’ parking space on the north-east side opposite No. 31 Bute Street;

Cromwell Place

  • a to introduce 11 metres of additional residents’ parking space on the east side outside Nos. 1 and 3 Cromwell Place;
  • b to remove 54.6 metres of residents’ parking space on the west side between No. 12 Cromwell Place and its junction with Cromwell Road;
  • c to remove an existing solo motorcycle parking place on the west side outside No. 13 Cromwell Place and introduce 9 metres of solo motorcycle parking space on the west side outside Nos. 9 and 10 Cromwell Place;
  • d remove an existing solo motorcycle parking place on the south-east side outside No. 26 Cromwell Place and No. 45 Thurloe Street;
  • e to introduce 6 metres of diplomatic parking space on the west side outside No. 6 Cromwell Place;
  • f to remove the existing diplomatic parking place on the east side of Cromwell Place and introduce 6 metres of diplomatic parking space on the east side opposite No. 7a Cromwell Place;

Exhibition Road

  • a remove the existing disabled parking places in the section south of Cromwell Road;
  • b remove the existing diplomatic parking place in the section south of Cromwell Road and introduce 10 metres of diplomatic parking space on the west side outside No. 14 Exhibition Road;
  • c remove 2 existing pay and display parking places on the west side in the section south of Thurloe Place;
  • d remove the existing residents’ parking places in the section south of Cromwell Road and introduce 11 metres of residents parking space on the west side adjacent to No. 1 Cromwell Road;
  • e remove the existing doctors’ parking places in the section south of Thurloe Place and introduce 9.5 metres of doctors’ parking space in the centre of the carriageway at its junction with Thurloe Street;

Glendower Place

  • a to introduce 34 metres of residents’ parking space on the north-east side opposite Jerome House;
  • b to introduce 10 metres of solo motorcycle parking space on the north-east side at its junction with Old Brompton Road;
  • c to introduce 19.3 metres of residents’ parking space on the south-west side at its junction with Old Brompton Road;
  • d to introduce 9.5 metres of residents’ parking space on the south-west side outside Jerome House;
  • e to introduce 5 metres of disabled parking space on the south-west side outside Jerome House;

Harrington Road

  • a to remove 5 metres of existing residents’ parking space on the south side outside No. 27 Harrington Road;
  • b to introduce 9.8 metres of taxi stand space on the north side opposite No. 27 Harrington Road;
  • c to introduce 9.8 metres of taxi stand space on the north side opposite its junction with Glendower Place;
  • d to introduce 42.3 metres of taxi stand space in the centre of the carriageway opposite Nos. 1 to 5 and 7 to 19 Harrington Road;
  • e to remove 23.7 metres of pay and display parking space on the north side between a point 6.1 metres north-east of Queensberry Place north-eastward for a distance of 23.7 metres;

Queensberry Way : to remove an existing pay and display parking place on the east side at its junction with Harrington Road and introduce 14.5 metres of residents’ parking space;

Onslow Square

  • a to introduce 6 metres of disabled blue badge parking space on the north-east side outside Nos. 1 to 48 Malvern Court;
  • b to introduce 12 metres of residents’ parking space on the north-east side outside Nos. 1 to 48 Malvern Court;
  • c to introduce 10.5 metres of residents’ parking space on the north-east side outside No. 27 Onslow Square;

Thurloe Place

  • a remove 20.73 metres of pay and display parking space on the south-east side outside Nos. 30 to 33 Thurloe Place;
  • b remove 30 metres of residents’ parking space on the south-east side; and

to make certain other minor amendments to bring the parking places Orders in line with the on-street layout.

  • 1 The general effect of the GLA Road and GLA Side Roads Red Route Variation Order would be:
    • a in Cromwell Gardens to:
      • i extend by 12 metres a coach stopping area on the north side, west of Thurloe Place;
      • ii provide a 21 metre coach stopping area in Cromwell Gardens on the south side, west of Thurloe Place that will be available for use between 8 am and 7 pm on Mondays to Saturdays inclusive;
      ii provide a 21 metre coach stopping area in Cromwell Gardens on the south side, west of Thurloe Place that will be available for use between 8 am and 7 pm on Mondays to Saturdays inclusive;
    • a in Cromwell Road to shorten by 34 metres the area for loading and unloading and disabled parking on the south side, outside Nos. 27 to 31 Cromwell Road;
    • b in Thurloe Place to:
      • i provide 10 metres of taxi stopping area, in the centre of the carriageway outside No. 11 Thurloe Place that will be available for use at authorised times;
      • ii provide a 6 metre loading and unloading area on the south-east side, outside No. 12 Thurloe Place that will be available for use at any time;
      • iii provide a 29 metre loading and unloading area on the south-east side, outside Nos. 12 to 16 Thurloe Place that will be available for use at any time; and
      • iv shorten by 3 metres a coach stopping area on the south-east side outside No. 11 Thurloe Place; and
      ii provide a 6 metre loading and unloading area on the south-east side, outside No. 12 Thurloe Place that will be available for use at any time; iii provide a 29 metre loading and unloading area on the south-east side, outside Nos. 12 to 16 Thurloe Place that will be available for use at any time; and iv shorten by 3 metres a coach stopping area on the south-east side outside No. 11 Thurloe Place; and

to make certain other changes to bring the Order in line with the on-street layout.

6. NOTICE IS ALSO HEREBY GIVEN that the Council proposes, under section 23 of the Highways Act 1980, to provide a zebra pedestrian crossing in Old Brompton Road opposite the party wall of No. 47 Old Brompton Road and No. 13 Sumner Place, and occupying the entire width of the carriageway. Associated zig-zag markings would be placed on the carriageway of Old Brompton Road in accordance with the Zebra, Pelican and Puffic Pedestrian Crossing Regulations and Directions 1997 and these will indicate “at any time” restriction on waiting by vehicles, including waiting for the purposes of loading or unloading goods from a vehicle.

7. The Orders are being introduced by way of an experiment to allow the Council to assess their effect and make any changes necessary at short notice, before deciding whether to make them permanent.

8. The Orders will come into operation on 13 th August 2009 in so far as they relate to the prescribed routes and the parking, waiting and loading restrictions on Cromwell Place (between its junction with Harrington Road and its junction with Cromwell Mews), and Thurloe Place (between its junction with Cromwell Place and its junction with Exhibition Road). The remaining measures within the Orders will come into operation on the 18 th October 2009. The existing restrictions will not be suspended until those measures within the above Orders come into operation. The Orders may continue in operation for up to 18 months.

9. Where it appears necessary for certain purposes, the Orders or any of their provisions may be modified or suspended, while the Orders are in force.

10. A copy of both of the Orders and of documents giving more detailed particulars of the Orders are available for inspection at the Town Hall, Hornton Street, London W8 7NX, during normal office hours on Mondays to Fridays inclusive, until the Orders cease to have effect.

11. The Council will be considering in due course whether the provisions of the Orders should be continued indefinitely by means of Orders made under section 6 and 45 of the Road Traffic Regulation Act 1984. Any person may object to the making of these Orders for the purpose of such indefinite continuation within a period of six months beginning with the day on which the Orders come into operation, or, if the Orders are varied by any other Order or modified pursuant to section 10(2) of the 1984 Act, beginning with the day on which the variation or modification or the latest variation or modification came into operation. Any such objection must be in writing and must state the grounds on which it is made and be sent to the Council’s agents in this matter, the Project Centre, Saffron Court, 14b St. Cross Street, London EC1N 8XA, quoting reference PCL/TMO/AC/19474ExhibitionRoad by 5 th February 2010.

12. Under the Local Government (Access to Information) Act 1985, any letter you write in response to this Notice may be made available to the press and to the public, who would be entitled to take copies of it if they so wished.

13. any person wishes to question the validity of the Orders or of any of their provisions on the grounds that it or they are not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of that Act or of any instrument made under that Act has not been complied with, that person may, within 6 weeks from the date on which the Orders are made, apply for the purpose to the High Court.
