PLANNING (LISTED BUILDINGS AND CONSERVATION AREAS) ACT 1990
NOTICE is hereby given that Plymouth City Council as the Local Planning Authority under the provisions of Section 69 of the Planning (Listed Buildings & Conservation Areas) Act 1990, has reviewed and amended the boundary of the Hoe Conservation Area, originally designated on 4th March 1977. The revised Conservation Area was formally designated at the meeting of the Planning Committee of Plymouth City Council on 5th February 2009 as an area of special architectural or historic interest, the character or appearance of which it is desirable to preserve or enhance, and is described in the Schedule attached to this Notice.
The principal effects of the designation of the Conservation Area are as follows:
- 1 Conservation Area Consent is required for the demolition or substantial demolition of all unlisted buildings (other than excepted buildings) in the Conservation Area.
- 2 Planning applications for development which would in the opinion of the Local Planning Authority affect the character or appearance of the Conservation Area must be given publicity and representations received as a result of the publicity must be taken into account in determining the application.
- 3 Permitted development rights are more restricted in the Conservation Area.
- 4 It is an offence subject to certain exceptions to cut down, top, lop, uproot, wilfully damage or wilfully destroy any tree in the area except with the consent of the Local Planning Authority.
- 5 The Local Planning Authority must formulate and publish proposals for the preservation and enhancement of the Conservation Area.
A map of the Conservation Area as re-designated may be inspected, free of charge, during normal offi ce hours at ‘First Stop’, Civic Centre, Plymouth, and can be downloaded from the City Council’s website.

The Hoe Conservation Area
From the waterfront at Fishers Nose the boundary follows the line of Madeira Road, Lambhay Hill, and Citadel Road, then north along Zion Street, west along the northern boundaries of 171-181 Citadel Road, north and west along the eastern and northern boundaries respectively of Sussex Place, south along Sussex Street, west along Citadel Road, north along the eastern boundary of Armada Way, west along Notte Street, north along Lockyer Street, west along the northern boundary of 24 Lockyer Street and 31 Princess Street, south along Princess Street, west along Notte Street, around the northern boundary of the ‘New Continental’ hotel, west along Millbay Road, east along Citadel Road, south and east along Leigham Terrace Lane West, south along Leigham Street, west along Cliff Road, south east along an internal boundary in West Hoe Park, then south west along Grand Parade Lane, south along the eastern boundary of 26 Grand Parade, west along Grand Parade and south along the western boundary of 39 Grand Parade back to the waterfront.
