THE LONDON BOROUGH OF SOUTHWARK (PROHIBITION OF STOPPING OUTSIDE SCHOOLS) (AMENDMENT NO.*) TRAFFIC ORDER 2009

  • 1 NOTICE IS HEREBY GIVEN that the Council of the London Borough of Southwark (hereinafter referred to as “the Council”) propose to make the above-mentioned Traffic Management Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.
  • 2 The general effect of the Orders, in association with environmental shared use pedestrian and vehicular traffic improvements would be:—
    • a to introduce one-way working for all motorised vehicles in the following streets or lengths of street in the directions specified thereto:
      • i Barlow Street, in a south-easterly direction;
      • ii Crail Row, in a north-westerly direction;
      • iii Crosslet Street, in a south-easterly direction;
      • iv Darwin Street, (the south-west arm), between its junctions with Crail Row and Barlow Street, in a north-easterly direction;
      • v Mason Street, between its junctions with Crosslet Street and a point 74.2 metres north-east of the north-eastern kerb-line of Gavel Street, in a south-westerly direction;
      ii Crail Row, in a north-westerly direction; iii Crosslet Street, in a south-easterly direction; iv Darwin Street, (the south-west arm), between its junctions with Crail Row and Barlow Street, in a north-easterly direction; v Mason Street, between its junctions with Crosslet Street and a point 74.2 metres north-east of the north-eastern kerb-line of Gavel Street, in a south-westerly direction;
    • b to close Townsend Street between the north-eastern kerb-line of Congreve Street and the north-easternmost extremity of Townsend Street to all motorised vehicles. The prohibition will not apply to pedal cycles, vehicles seeking access to premises and off street garaging, emergency service and statutory undertakers vehicles and public service vehicles being used in connection with street cleansing or highway maintenance purposes;
    • c to close Darwin Street, between the north-eastern kerb-line of Barlow Street and a point 8.7 metres south-west of the common boundary of Nos. 61a/69 and 63/69a Darwin Street and close Mason Street, between the south-western kerb-line of Crosslet Street and the north-eastern kerb-line of Barlow Street to all vehicular traffic except pedal cycles, emergency service vehicles and statutory undertakers vehicles.
    • d to revoke and re-enact designated resident permit parking places operating between the hours of 8.30am and 6.30pm on Mondays to Fridays in Barlow Street, Catesby Street, Chatham Street, Crail Row, Crosslet Street, Darwin Street, Mason Street, Searles Road and Townsend Street with minor alterations to lengths, locations and situation to facilitate kerb and footway realignments as part of the package of environmental measures;
    • e to reintroduce the double yellow line ‘at any time’ waiting restrictions and single yellow line controlled parking zone waiting restrictions applying between the hours of 8.30am and 6.30pm on Mondays to Fridays in the lengths of those streets specified in sub paragraph 2(b) above not occupied by parking places and at the junctions of Townsend Street with Beckway Street and Congreve Street and to introduce new 7am to 7pm Monday to Saturday waiting restrictions in the lengths of street specified in Schedule 1 to this notice;
    • f to revoke and re-enact disabled persons parking places in Barlow Street, Crail Row, Chatham Street, Darwin Street and Searles Road in the lengths of street and in the situations specified in Schedule 2 to this Notice; and
    • g to introduce a solo motor cycle parking place in Chatham Street, on the south side, from a point 4.7 metres west of the common boundary of Nos. 145 and 151 Chatham Street, extending westwards for a distance of 5 metres; and
    • h to remove the mandatory school ‘keep clear’ marking applying between the hours of 8am and 5pm on Mondays to Fridays on the north-west side of Townsend Street, outside the entrance to Townsend Primary School and replace this with a new no stopping prohibition between the same hours on the north-east side of Townsend Street, from a point 4 metres north-east of the north-east kerb-line of Congreve Street, extending north-eastwards for a distance of 17 metres.
  • 3 FURTHER NOTICE IS HEREBY GIVEN that the Council also propose to construct a series of junction entry tables and raised carriageway platforms in Searles Road, at the junction of its north to south arm with the New Kent Road, throughout the length of its north-east to south-west arm, in its east to west arm outside Nos. 1 to 33 The Paragon; in Darwin Street, at its junction with Searles Road, at its junction with Chatham Street and at its junction with Gavel Street; in Chatham Street, outside No. 139, outside No. 109, outside No. 89, at its junction with Salisbury Close and at its junction with Balfour Street; in Mason Street, approximately outside Townsend Primary School and at its junctions with Gavel Street and Crosslet Street; in Townsend Street, at its junctions with Congreve Street, Crosslet Street and Beckway Street; and in Catesby Street at its junctions with Barlow Street and Crail Row to control the speed of vehicles, under sections 90A to 90I of the Highways Act 1980 and in accordance with the provisions of the Highways (Road Humps) Regulations 1999 and Highways (Traffic Calming) Regulations 1999. The tables will be constructed to cover the full width of the carriageway, be of a flat top design and be approximately 100 mms above the current carriageway height or of a height consistent with that of the surrounding kerbs.
  • 4 Copies of the proposed Orders and other documents giving more detailed particulars of the Orders can be inspected at the Reception Desk, Walworth Old Town Hall, 151 Walworth Road, London SE17 1RY during normal office hours on Mondays to Fridays inclusive.
  • 5 Persons desiring to object to the proposals, or make any other representations in respect of them, should send a statement in writing to that effect, and in the case of an objection, stating the grounds thereof to the Council’s agent in this matter, Stephen M Jones, Mouchel, 307 – 317 Euston Road, London NW1 3AD quoting “Salisbury Row Streets for People” by 12th March 2009.

CATESBY STREET, the south-east side, between the north-eastern kerb-line of Elsted Street and a point 45 metres north-east of a point opposite the north-eastern kerb-line of Barlow Street;

CHATHAM STREET, the north and north-west side, between a point 12 metres north-east of the common boundary of Nos. 75 and 83 Chatham Street and a point 9.6 metres north-east of a point opposite the north-eastern kerb-line of Salisbury Close;
