CHANGES TO CERTAIN PARKING PLACES IN THE STOCKWELL CONTROLLED PARKING ZONE. THE DESIGNATION AND REVOCATION OF DISABLED PERSONS PARKING PLACES, CHANGES TO LOADING BAYS AND PARKING PLACES AND THE PROVISION OF NEW LOADING BAYS AND PARKING PLACES ON WANDSWORTH ROAD AND THE ADJOINING SIDE ROADS

(Note: This notice is about changes to the lengths of certain existing parking bays and yellow lines within the Stockwell Controlled Parking Zone, the provision of additional loading bays and limited free time parking places in Wandsworth Road and the designation of disabled persons’ parking places in various roads within the zone and the removal of a disabled persons’ parking place that is no longer required.)

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Lambeth on 7th May 2008 made the Lambeth (Clapham) (Parking Places) (No. 1) Order 2008, the Lambeth (Waiting and Loading Restriction) (Amendment No. 142) Order 2008, the Lambeth (Stockwell) (Parking Places) (No. 1) Order 2008, the Lambeth (Free Parking Places) (Limited Time) (No. 2) Order 2008, the Lambeth (Doctor Parking Places) (No. 1) Order 2008, the Lambeth (Prohibition of Stopping on Ambulance Bays) (No. 1) Order 2008, the Lambeth (Loading Places) (No. 2) Order 2008 and the Lambeth (Free Parking Places) (Disabled Persons) (No. 4) Order 2008 under sections 6, 45, 46, 49 and 124 of Part IV of Schedule 9 to the Road Traffic Regulation Act 1984. The Orders will come into force on 12th May 2008.

2. In brief, the general effect of the Stockwell Parking Places Order and the Waiting and Loading Restriction Order will be to:-

(a) revoke an existing shared use parking place in Wilcox Road outside Nos. 44/46 and 48/50 Wilcox Road and provide a free limited time parking place at that location instead. The parking place will be for use by vehicles between 8.30 am and 5.30 pm Mondays to Fridays inclusive for a maximum period of 30 minutes, with no return to the parking place within 2 hours of leaving it;

(b) reduce the length of or revoke certain residents’ parking places (for use of vehicles displaying either a residents’ permit or a visitors’ permit or a trade permit) situated in Arlesford Road, Atherfold Road, Cowthorpe Road, Gauden Close, Grantham Road, Guildford Road, Kimberley Road, Lorn Road, McCall Close, Paradise Road, Sidney Road, Tregothnan Road, Union Road and Wilkinson Street and provide additional resident’s parking places in Arlesford Road, Cowthorpe Road, Stockwell Park Crescent, Stockwell Park Road, Walberswick Street;

(c) reduce the length of or revoke certain shared–use parking places (for use by vehicles displaying either a residents’ permit, or a business permit, or a teachers’ permit, or a trade permit, or a visitors’ permit) situated in Stockwell Park Crescent and Studley Road, to provide an additional shared-use parking place in St. Martin’s Road and extend the length of an existing shared-use parking place in Edithna Street;

(d) reduce the length of or revoke certain shared–use parking places (for use by vehicles displaying either a pay and display ticket, or a residents’ permit, or a primary care trust permit, or a visitors’ permit, or a trade permit, or a business permit, or a teachers’ permit) in Cowthorpe Road, Lendal Terrace, Stockwell Park Road, Union Road, Wilcox Road and Wandsworth Road and provide an additional shared-use parking place in Cowthorpe Road and extend the length of existing shared used parking places in Courland Street, Cowthorpe Road and Lendal Terrace;

(e) revoke the ban on waiting by vehicles at any time (indicated by double yellow lines) which currently applies in Priory Grove between a point 9.5 metres north of the party wall of Nos. 79 and 81 Priory Grove and a point 1.3 metres south of the party wall of Nos. 83 and 85 Priory Grove and ban waiting by vehicles between 8.30 am and 5.30 pm Mondays to Fridays inclusive in that length of road instead;

(f) make changes to existing shared-use parking places (currently for use by vehicles displaying either a pay and display ticket, or a business permit, or a primary care trust permit, or a teachers’ permit) situated in Sidney Road so that the parking place will also be available for the use of residents’, visitors’ and trade permit holders;

(g) revoke an existing shared use parking place situated in Stockwell Park Road and ban waiting by vehicles between 8.30 am and 5.30 pm Mondays to Fridays inclusive there instead;

(h) provide a new solo motorcycle parking place in Edithna Street on the south-west side;

(i) ban waiting (including waiting for the purpose of loading or unloading a vehicle) in that length of Wandsworth Road which lies:

(i) on the north-west side, between a point 3.5 metres south-west of a point opposite the party wall of Nos. 274/276 and 278 Wandsworth Road and a point 3.2 metres south-west of the south-western kerb-line of Bridport Terrace between 7 pm and 7 am throughout the week;

(ii) on the south-east side, between a point 22.2 metres north-east of the north-eastern kerb-line of Union Grove and a point 5.6 metres north-east of the party wall of Nos. 403 and 405 Wandsworth Road between 7 am and 7 pm throughout the week.

3. The operational times of the parking places, the classes of vehicles that may use them and the charges for their use will be the same as those that currently apply.

4. The general effect of the Loading Places Order will be to:

(a) revoke the existing loading place in Lendal Terrace which lies on the north-east side and provide a new loading place in Lendal Terrace on the south-west side. The loading place may be used between 8.30 am and 5.30 pm Mondays to Fridays inclusive for the purpose of loading or unloading vehicles for a maximum period of 1 hour, with no return to the loading place within 2 hours of leaving it;

(b) change the hours of operation of the existing loading place in Wandsworth Road outside Nos. 457 to 461 Wandsworth Road. The loading place may be used between 7 am and 7 pm Mondays to Saturdays inclusive for the purpose of loading or unloading vehicles for a maximum period of 1 hour, with no return to the loading place within 2 hours of leaving it;

(c) provide a new loading place on Wandsworth Road on the south-east side outside Nos. 539 to 547 Wandsworth Road. The loading place may be used at anytime for the purpose of loading or unloading vehicles for a maximum period of 40 minutes, with no return to the loading place within 2 hours of leaving it;

(d) revoke the existing loading place on Wandsworth Road outside Nos. 465 to 473 Wandsworth Road (this will become a limited free time parking place);

(e) provide a new loading place on the north-west side of Wandsworth Road outside Nos. 274/276 and 278 Wandsworth Road. The loading place may be used between 7 am and 7 pm Mondays to Sundays for the purpose of loading or unloading vehicles for a maximum period of 30 minutes, with no return to the loading bay within 2 hours of leaving it;

(f) provide a new loading place on the north-east side of Killyon Road between a point 8.2 metres south-east of Wandsworth Road and a point 14.2 metres south-east of Wandsworth Road. The loading place may be used between 7 am and 7 pm Mondays to Saturdays for the purpose of loading or unloading vehicles for a maximum period of 1 hour, with no return to the loading place within 2 hours of leaving it (an existing shared use parking place situated in Killyon Road will be reduced by 5.6 metres to enable the provision of the loading place);

(g) provide a new loading place in Wilcox Road outside Nos. 6/8 and 10/12 Wilcox Road. The loading place may be used between 8.30 am and 5.30 pm Mondays to Fridays inclusive for the purpose of loading or unloading vehicles for a maximum period of 30 minutes, with no return to the loading place within 2 hours of leaving it;

(h) provide a new loading place on Wandsworth Road outside Nos. 246 and 248 Wandsworth Road. The loading place may be used between 7 am and 7 pm Mondays to Saturdays inclusive for the purpose of loading or unloading vehicles for a maximum period of 30 minutes, with no return to the loading place within 2 hours of leaving it;

(i) provide a new loading place on Wandsworth Road outside Nos. 365/367 and 369 Wandsworth Road. The loading place may be used between 7 am and 7 pm Mondays to Saturdays inclusive for the purpose of loading or unloading vehicles for a maximum period of15 minutes, with no return to the loading place within 2 hours of leaving it.

5. The general effect of the Lambeth (Free Parking Places) (Limited Time) (No. 2) Order 2008 will be to provide new limited free time parking places on:-

(a) Landor Road outside Nos. 135 to 139 Landor Road which may be used between 8.30 am and 5.30 pm Mondays to Fridays inclusive for a maximum period of 30 minutes with no return to the parking place within 2 hours of leaving it;

(b) Wandsworth Road on the south-east side (i) outside Nos. 465 to 473 Wandsworth Road; and outside Nos. 347 and 349 Wandsworth Road, which may be used between 7 am and 7 pm Mondays to Saturdays inclusive for a maximum period of 30 minutes with no return to the parking place within 2 hours leaving it.

6. The general effect of the Lambeth (Doctor Parking Places) (No. 1) Order 2008 and the Lambeth (Prohibition of Stopping on Ambulance Bays) (No. 1) Order 2008 will be to revoke existing doctor’s parking places in Cowthorpe Road and to revoke an existing ambulance parking place in Stockwell Park Crescent.

7. The general effect of the Disabled Persons’ Parking Place Order will be:-

(a) to formally designate new and existing disabled persons’ parking places on the streets specified in the Schedule to this Notice; and

(b) to revoke a disabled persons’ parking place in Walberswick Street (outside No. 12 Walberswick Street) this would enable the council to remove a disabled bay that is no longer required.

9. Copies of the Orders and other documents giving more detailed particulars of them are available for inspection from 9.30 am until 4.30 pm on Mondays to Fridays inclusive until the last day of a period of six weeks beginning with the date on which the Orders are made, at the offices of the Transport and Highways Group, 3rd Floor, Blue Star House, 234-244 Stockwell Road, London, SW9 9SP.

10. If any person wishes to question the validity of the Orders or of any of their provisions on the grounds that it or they are not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of that Act or of any instrument made under that Act has not been complied with, that person may, within 6 weeks from the date on which the Orders are made, apply for the purpose to the High Court.
