NORTH MITCHAM AREA
1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton, after consulting the Commissioner of Police of the Metropolis has made the above mentioned Orders under Sections 6, 84 and 124 and Part IV of Schedule 9 of the Road Traffic Regulation Act 1984 as amended by the Local Government Act 1985 and the Road Traffic Act 1991. The Orders were made on the 26th March 2008 and shall become operational on the 31st March 2008.
2. The general effect of the Orders will be:
(a) to further amend the London Borough of Merton (Waiting and Loading Restrictions) Order 1977 so that waiting restrictions be introduced in various lengths of the roads detailed in Schedule 1 to this Notice, operating at the times indicated;
(b) to introduce a disabled persons’ parking bay on the east side of Ipswich Road, SW17 from a point 6m north of the northern kerbline of Links Road northwards for a distance of 6m
(c) no vehicle shall travel at a speed exceeding 20 mph in any length of road identified in Schedule 2 to this Notice.
3. Exemptions to 2(a) above are provided in the Order to permit vehicles to wait
(a) to enable passengers to board or alight and to load or unload their personal luggage; for up to 20 minutes for the purpose of delivering and collecting goods or loading/unloading the vehicle at premises adjacent to the street;
(b) if they are being used to maintain the road or the services therein or by local authorities or the Post Office in pursuance to statutory powers and duties.
4. Nothing in these Orders will apply to anything done with the permission or at the direction of a police constable in uniform, and exemptions are provided for any vehicle being used for police, fire brigade or ambulance purposes.
5. A copy of the Orders, plans identifying the area affected by the proposed Order and the Council’s Statement of Reasons for making the Orders can be inspected during the Council’s normal office hours on Mondays to Fridays at Merton Link, Merton Civic Centre, London Road, Morden, Surrey.
6. Any person desiring to question the validity of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Act, or that any of the relevant requirements of the Act, or of any relevant regulations made under that Act have not been complied with in relation to the Orders may, within six weeks from the date on which the Orders were made, make an application for the purpose to the High Court.
