ROAD TRAFFIC REGULATION ORDER 1984 – SECTION 6
HEATHROW AIRPORT LIMITED (TRAFFIC MANAGEMENT AMENDMENT NO. 1 ORDER 2008

1. NOTICE IS HEREBY GIVEN, that Heathrow Airport Limited have made the above mentioned Order under section 6 of the Road Traffic Regulation Act 1984 having effect by virtue of the Aerodrome Traffic (Heathrow) Order 1976 and Sections 1, 2 and 65 of the Airports Act 1986(b) and the Aerodrome Traffic (Heathrow) Order 1976.

2. The general nature and effect of the Order will be to amend the:

(a) Heathrow Airport Limited (Prescribed Routes)(No. 01) Order 2007

(b) Heathrow Airport Limited (Waiting and Loading Restriction)(No. 01) Order 2007

(c) Heathrow Airport Limited (Prohibition of Stopping on Cab Ranks)(No. 01) Order 2007

(d) Heathrow Airport Limited (Speed Limits) (No. 01) Order 2007, to vary existing or introduce new restrictions relating to the 24 hour clearways, prohibition of driving except for access, one way, prohibited left turns, prohibited right turns, prohibited ‘U’ turns, no waiting at any time, no loading at any time, 30 minute waiting restriction, and 1 hour waiting restriction Articles and Schedules.

3. The restrictions shall not apply in relation to licensed Radio/Computer Circuit London Taxis when waiting for a period not exceeding 40 minutes in a marked London Radio/Computer Taxi Bay for the purpose of picking up pre-booked passengers and their baggage, providing that the vehicle is at no time left unattended.

4. Exemptions from the restrictions include vehicles stopping to avoid an accident, ambulance, fire brigade and police vehicles, vehicles displaying a valid permit or exemption permit/number issued by Heathrow Airport Ltd and anything done with the permission or at the direction of a police constable in uniform.

5. A copy of the proposed Order, statement of reasons for proposing to make the Order can be inspected at World Business Centre 2, Newall Road, Heathrow Airport during normal office hours on Monday to Friday inclusive.

6. Any person desiring to question the validity of any of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984 or that any of the relevant requirements thereof or of any relevant regulations made thereunder has not been complied with in relation to any of the Orders may, within six weeks of the date on which the Orders were made, make application for the purpose to the High Court.
