CONTROLLED PARKING IN TEDDINGTON
(REFERENCE 61/07)
- 1 The Council of the London Borough of Richmond upon Thames propose to make the above Orders under sections 6, 45, 46, 49 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended by the Local Government Act 1985 and the Road Traffic Act 1991.
- 2 The general effect of the Teddington Parking Places Order will be to introduce a controlled parking zone (CPZ) in the Teddington area. Paragraphs 7, 8, 9, 10, 11 and 12 below give further particulars and Schedule 1A to this notice defines the general extent of the controlled zone.
- 3 The general effect of the Parking Places, Supplementary Provisions, Permits Amendment Order will be to set the charges for residents, business and multi-zone business parking permits (as specified in Schedule 2 to this notice) and to set the charges for residents’ visitors permits as specified in paragraph 11 below. This Order also makes other provisions for the surrender of permits, the issuing of duplicate permits and similar matters.
- 4 The general effect of the Waiting and Loading Restriction Amendment Order will be to introduce single yellow lines (to operate for the hours of control of the zone) throughout the zone, except where parking bays are marked, or other waiting restrictions are introduced. Proposals in respect of double yellow lines (“no waiting at any time”) are set out in Schedule 3.
- 5 The general effect of the Short Stay, Free Parking Places, Amendment Order will be
to:
- a introduce a number of free parking places within the zone where waiting is limited to a maximum stay of 1 hour on Mondays to Fridays inclusive between 8.30am and 10.30am, as specified in Schedule 4; and
- b make minor changes to the wording of the order to clarify its meaning and improve enforcement.
- 6 The general effect of the Free Parking Places, People with Disabilities, Amendment
Order will be to:—
- a introduce a new parking bay, for the sole use of vehicles which display a disabled persons’ blue badge, and which will operate at all times, outside Teddington railway station in Victoria Road;
- b vary the hours of control of the bay outside a doctor’s surgery at No 37 Park Road, Teddington from “at any time” to “Mondays to Fridays inclusive between 8.30am and 6.30pm”; and
- c vary the hours of control of the two bays in Waldegrave Road outside Teddington Library such that they both operate on “Mondays to Saturdays inclusive between 8.30am and 6.30pm”.
- 7 The hours of control of the Teddington controlled parking zone will be between 8.30am and 10.30am on Mondays to Fridays inclusive, excluding Good Friday, Christmas Day and bank holidays.
- 8 Within the Teddington CPZ there will be designated the following types of parking
places (operating during the hours of control):—
- a Pay and Display parking bays for which parking tickets must be bought from a ticket machine – the tariff of parking charges being specified in paragraph 10 below;
- b Residents’ permit holder only parking places, where only vehicles which display a valid residents’ permit, a residents’ visitors permit, a multi-zone business permit or an operational permit may park;
- c Dual use permit holder parking places, where only vehicles which display a either a permit as described in paragraph (b) above or a valid business parking permit may park,
- 9 The provision of one of the residents’ permit holder only parking places in Park Road, Teddington will necessitate the removal of the advisory cycle lane (southbound) outside Nos 101-107A Park Road.
- 10 The charge for pay and display parking will be a rate of £0.40 per 30 minutes, and a maximum of 2 hours parking will be permitted in any one day.
- 11 For a book of ten residents’ visitors’ permits, the charge will be £11.00, or £5.50 if purchased by a person aged 60 years or over. Each permit will be valid for the 2-hour period when this zone is in operation, as stated in paragraph 7.
- 12 Persons eligible to apply for residents’ permits and residents’ visitors permits are those residents whose postal address is given in Schedule 1B. Any business user with a business address in the same area is eligible to apply for a business permit. Any business user with a business address within the London Borough of Richmond upon Thames is eligible to apply for a multi-zone business permit.
- 13 Copies of the Draft Orders, plans showing the location and effect of the proposals
and the Council’s Statement of Reasons for proposing to make the Orders can be inspected,
quoting Reference 61/07, at:—
- a Teddington Library, Waldegrave Road, Teddington, Middlesex TW11 8LG during opening hours, and;
- b the Civic Centre (Second Floor), 44 York Street, Twickenham between 9.15am and 5pm on Mondays to Fridays, except for Bank and other public holidays.
- 14 Persons wishing to object to or support the proposals or any part thereof should write to the Manager for Transport and Highways, Civic Centre, 44 York Street, Twickenham TW1 3BZ and any such letter, giving the grounds of their objection, should arrive at this address on or before 11 January 2008.

Charges for residents’, business and multi-zone business parking permits applicable to Teddington
- 1 The charge for the first residents’ permit issued to any household and the first business or multi-zone business parking permit issued to any business user is dependent of the factors described in items 2 and 3 of this Schedule.
- 2 In respect of vehicles first registered before 1 March 2001 the charge varies according to the engine size (or cylinder capacity) measured in cubic centimetres. For vehicles first registered on or after 1 March 2001 the charge varies according to the amount of carbon dioxide gas emitted by the vehicle measured in grams per kilometre driven. The ranges of these parameters and the percentage variation by which the charge varies from a value known as the “standard rate” is given in Table 1 and in the notes to that table.
- 3 The charge also varies according to the period for which the permit will be valid. Permits are available for periods of 3, 6 and 12 months, and for residents’ permits only, for a period of 24 months.
- 4 An additional charge of 50% of the charge as given above is payable in respect of the second and any subsequent permit issued to any household or business user on and after 1 April 2008.
- 5 The actual charge payable for residents’ permits for any combination of the above is shown in Tables 2 - 3, for business permits in Table 4 and for multi-zone business permits in Table 5.

For a vehicle which has been modified to run wholly or partially on liquid petroleum gas (“LPG”) the charge will be determined as if the engine size or range of CO 2 emissions were one range or one band lower than would otherwise have been the case.
The ranges of CO 2 emissions in Table 1 are the same as the vehicle bands used by DVLA for the purposes of vehicle excise duty, except that “Band G”, for the purposes of this Notice, means any vehicle first registered on or after 1 March 2001 whose CO 2 emissions are over 225g/km.
