THE BRENT (MUHARRAM AND RAMADAN) (PARKING PLACES) (NO. ) ORDER 200
2. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Brent propose to make the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended by section 8 of and Part 1 of Schedule 5 to the Local Government Act 1985, the Parking Acts of 1986 and 1989 and the Road Traffic Act 1991.
3. The general effect of the:-
(A) “Waiting and Loading Restriction” Order would be to apply the provisions of the Brent (Waiting and Loading Restriction) Order 1979, so that during the Islamic periods of Muharram and Ramadan:-
(i) waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle) would be prohibited so that they would apply between 8.30 a.m. and 10.00 p.m. in certain lengths of the streets specified in the Schedule to this Notice;
(ii) waiting by vehicles (for the purpose of delivering or collecting goods or loading or unloading a vehicle) for a period of more than 20 minutes in the same place would be prohibited between 11.00 a.m. and 6.30 p.m. in the lengths of streets referred to in (i) above;
(iii) the sale or offer for sale of goods from a vehicle would be prohibited unless there is in force a valid licence issued by the Brent Borough Council or the goods are immediately taken into or delivered at premises adjacent to the vehicle from which the sale is effected;
(iv) the use of any vehicle or of any animal or the wearing of fancy dress or other costume, wholly or mainly for the purpose of advertising, would be prohibited;
(v) any existing restrictions in the lengths of streets referred to in sub-paragraph (i) above would be revoked;
(B) “Parking Places” Order would be, during the Islamic periods of Muharram and Ramadan, to:-
(i) revoke certain parking places in Chevening Road;
(ii) change the hours of operation of the parking places in certain lengths of the streets specified in the Schedule to this Notice so that they would operate between 8.30 a.m. and 10.00 p.m.
4. The prohibitions referred to in paragraph 2(A) (i) and (ii) above would not apply in respect of anything done with the permission or at the direction of a police constable in uniform or in certain circumstances, e.g., the picking up or setting down of passengers; the carrying out of statutory powers or duties; to licensed street traders, etc. The usual exemption relating to vehicles displaying a disabled person’s “Blue Badge” would apply.
5. The prohibitions and requirements referred to in paragraph 2(B) above would not apply in respect of anything done with the permission or at the direction of a police constable in uniform or in respect of anything done in accordance with any restriction or requirement indicated by traffic signs placed on the highway by or on behalf of the Metropolitan Police.
6. A copy of each of the proposed Orders, of a map of the relevant area, of the relevant Orders of 1979 and 2004 (and of the Orders which have amended those Orders) and of the Council’s statement of reasons for proposing to make the Orders can be inspected during normal office hours on Mondays to Fridays inclusive until the expiration of a period of 21 days from the date on which this Notice is published at:-
(a) The One Stop Local Office, Brent Town Hall, Forty Lane, Wembley, Middx, HA9 9HX; and
(b) The One Stop Local Office, Brent House, 349-357 High Road, Wembley, Middx, HA9 6BZ.

8. Persons desiring to make representations or to object to either of the proposed Orders should send a statement in writing of their representations or objections and the grounds thereof, to The Director of Transportation, Transportation Service Unit, 2nd Floor (east) Brent House, 349-357 High Road, Wembley, Middx, HA9 6BZ, quoting the reference TO/12/116/EAM, before the afore-mentioned date.
