1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Harrow propose to make the above mentioned orders under Sections 6, 7, 45, 46, 47, 124 and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984 as amended by the Local Government Act 1985 and all other enabling powers.
2. The general effect of the orders would be to extend the area of the existing South Harrow Controlled Parking Zone (CPZ). The operating times proposed would adopt those of the existing zone, that of 10am to 11am and 2pm to 3pm, Monday to Saturday. Parking places for resident permit holders and business permit holders would be provided during zone times.

It is proposed to make business permits available for purchase in Zone M. These could be used to park in proposed and existing permit holder bays, which would no longer be purely for use by resident permit holders only.
Shared use parking is proposed in parts of Brooke Avenue and South Hill Avenue. These would be available for use during the permitted hours by payment at a nearby pay point, or by the display of an appropriate resident, or resident visitor’s permit, or by the display of an appropriate business permit (see schedules below for details).

Please refer to Schedule 3 to establish if your road is proposed to be included in Zone M.

3. The general effect of the waiting and loading restriction amendment order would be to further amend The Harrow (Waiting and Loading Restriction) Order 1978, by providing the zone time waiting restrictions where appropriate.

Additional waiting restrictions within and outside the zone that would operate at different times to that of the zone are proposed. These include restrictions in Northolt Road as part of the Northolt Road congestion study, and at junctions of residential streets where refuse collection is being compromised by obstructive parking. The extents of road where waiting restrictions would apply are listed in Schedule 6 to this notice.

A motorcycle parking place for two motorcycles is proposed on-street in Eastcote Road on the north-east side, alongside No. 251 Northolt Road.

4. The general effect of the parking places amendment order would be to further amend The Harrow (Parking Places) Traffic Order 2006, so as to make provision for all the proposed designated on-street parking places scheduled in this notice which provide parking for payment.

5. The general effect of the The Harrow (Free Parking Places) Traffic Order would be to amend The Harrow (Free Parking Places) Traffic Order 2006, and introduce free parking bays on-street in Brember Road (see Schedule 2).

6. The general effect of The Harrow (Loading Places)(Amendment No.*) Traffic Order would be to amend The Harrow (Loading Places) Traffic Order 2006 by introducing a loading bay in Brember Road adjacent Unit 13a. This would operate 6am to 6pm Monday to Saturday.

7. The general effect of The Harrow (Bus Parking Places) Traffic Order would be to consolidate The Harrow (Coach Parking Places) Traffic Order 2001 and The Harrow (Coach Parking Places) (Amendment No. 1) Traffic Order 2004 by revoking these orders and replacing them with the aforementioned order. The order also proposes to introduce three parking places for buses in front of the Brember Centre, Brember Road. These would operate during 8.30am to 10.30am and 3pm to 4.30pm, Monday to Friday. No restrictions would apply outside these times.

8. The general effect of The Harrow (Prescribed Route) (No.*) Traffic Order would be to make the service road fronting Nos. 302 to 320 Northolt Road, one way northbound.

9. The restrictions referred to in this notice would not apply in respect of anything done at the direction of a police constable in uniform or with the permission of a parking attendant or other person authorised by the council or in certain circumstances, e.g., the picking up or setting down of passengers; the carrying out of statutory powers or duties; etc. The usual exemption relating to vehicles lawfully displaying a disabled person’s ‘Blue Badge’ would apply.

10. A copy of the proposed orders and other documents giving more detailed particulars of the orders and the orders they amend is available for inspection in the One Stop Shop at the address below, during normal office hours on Mondays to Fridays inclusive until the expiration of a period of 21 days from the date on which this notice is published. 11. All objections and other representations relating to the proposed orders must be made in writing and received by the Transportation Manager, at the address given below quoting ref.
