ROAD TRAFFIC REGULATION ACT 1984
THE LEWISHAM (PRESCRIBED ROUTES) (NO. 4) TRAFFIC ORDER 2006
1. Notice is hereby given that Lewisham Council made this Order under the provisions of section 6 of the Road Traffic Regulation Act 1984, on 18 August 2006. The Order comes into force on 11 September 2006. 2. The general nature and effect of the Order is to provide for key elements of the scheme of traffic management in the Lewisham town centre area on a permanent basis as follows: (a) Prohibition of all vehicles except access permit holders’ from the Lewisham High Street market areas and their service roads; (b) One-way traffic operation southbound in the northern market service road and northbound in the southern market service road in Lewisham High Street (as existing); (c) One-way traffic operation in the general direction from east to north-west in the service road leading from the A20 (red route) section of Lewisham High Street past the clock tower and Burton’s Yard (as existing); (d) One-way traffic operation southbound in Lewis Grove, except for vehicles legitimately using the contra-flow bus lane; (e) One-way traffic operation north-eastbound in the Lewisham High Street main carriageway between points 3 and 14 metres north of Barnstaple Lane, except for vehicles legitimately using the contra-flow bus lane; and (f) rescinding the relevant parts of existing traffic Orders governing traffic regulation here (including rescinding ban on left turn from Albion Way into Lewisham High Street). 3. The prohibition at 2(a) above does not apply to Council, statutory undertakers’ or telecom company vehicles engaged on their statutory duties or security company vehicles delivering or collecting cash or valuables and none of the restrictions apply to ambulance, fire brigade or police vehicles in an emergency or to anything done with the permission or at the direction of a police constable in uniform. 4. Documents giving more detailed particulars of the Order and measures can be inspected between the hours of 10.00 am and 4.00 pm on Mondays to Fridays at the offices of Lewisham Highways Development, Wearside Service Centre, Wearside Road, London SE13 (telephone 020-8314 2265). 5. The Order will continue in force indefinitely the provisions of the Lewisham (Prescribed Routes) (No 1) Experimental Traffic Order 2005, in force since 4 April 2005, and notice of its making published on 9 March 2005. That notice contained a statement that the Council would consider in due course whether the provisions of the experimental Order should be continued in force indefinitely and, having so considered, the Council has decided that they should be so continued. 6. Any person wishing to question the validity of the Order or of any of its provisions on the grounds that it or they are not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of that Act or of any instrument or relevant regulation made under the Act has not been complied with may, within 6 weeks from the date on which the Order was made, apply for the purpose to the High Court.
