THE WALTHAM FOREST (WAITING AND LOADING RESTRICTION) (AMENDMENT NO  ) ORDER 200 
(SNARESBROOK ROAD, LONDON E11—REDUCTION IN THE SPEED LIMIT FROM 40 MPH TO 30 MPH AND WHIPPS CROSS ROAD/JAMES LANE, LONDON E11—PROVISION OF “AT ANY TIME” WAITING RESTRICTIONS IN PLACE OF THE EXISTING RURAL CLEARWAY RESTRICTION)

1. Notice is hereby given that the Council of the London Borough of Waltham Forest (hereinafter called “the Council”) propose to make the above-mentioned Order under sections 6, 82(2), 83(2) and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended by the Local Government Act 1985 and the Road Traffic Act 1991. 2. The general effect of the Restricted Road Order would be to reduce the existing speed limit for motor vehicles from 40 mph to 30 mph in Snaresbrook Road, London E11, from a point 25 metres east of its junction with Lea Bridge Road to the borough boundary. The first 25 metres of Snaresbrook Road would remain a 40 mph speed limit. 3. The general effect of the Waiting and Loading Restriction Amendment Order would be to further amend the Waltham Forest (Waiting and Loading Restriction) Order 1977, so that the existing rural clearway restrictions in Whipps Cross Road, London E11, running from just north-west of the entrance to Whipps Cross Hospital to Forest Glade, including a short length of the adjacent north-westernmost arm of James Lane, London E11, would be replaced with a prohibition on waiting for vehicles at any time. (Notes: the adjacent lay-by on the north-east side of Whipps Cross Road near The Boathouse would continue to be exempt from these restrictions and the first 38 metres of the south-east side of the main north-east to south-west arm of James Lane, London E11, adjoining Whipps Cross Road would also be subject to a prohibition on waiting for vehicles at any time. 4. A copy of each of the Orders, of the above-mentioned Order of 1977 (and of the Orders which have amended that Order, where applicable), of the Regulations of 1959 which are being amended to take account of the speed limit change referred to in paragraph 2 above, of the Council’s statement of reasons for proposing to make the Orders and of plans showing the locations and effects of the Order can be inspected during normal office hours on Mondays to Fridays inclusive until the end of 6 weeks from the date on which the Orders are made, or as the case may be, the Council decides not to make the Orders, at: (a) The Information Desk, Town Hall, Forest Road, Walthamstow, London E17; (b) The Reception Desk, Municipal Offices, 16 The Ridgeway, Chingford London E4; and (c) The First Stop Shop, Leytonstone Library, Church Lane, Leytonstone, London E11. 5. Any person desiring to object to the proposed Orders or make any other representation should send a statement in writing of either their objection and the grounds thereof or of their representation to the undersigned at the address given below, quoting Ref ES/TPD/GV/TOM/SR/WXR by 16 June 2006.
