GYPSY CORNER AREA CONTROLLED PARKING ZONE CCC
1. Notice is hereby given that the London Borough of Ealing Council, in connection with the introduction of a controlled parking zone (CCC) in the Gypsy Corner area, on 4 May 2006, made the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984 as amended by the Local Government Act 1985. 2. The general effect of the Ealing (Gypsy Corner) (Residents Parking Places) Order 2006, will be: (a) to introduce parking places for the use of residents, their visitors and business users in lengths of Acorn Gardens, Balfour Road, Cecil Road, Cloister Road, Conway Grove, Garrett Close, Horn Lane, Jenner Avenue, Lister Close, Noel Road (Horn Lane to Eastfields), Park View, Rosebank Way, Seacole Close, Wales Farm Road and York Road; (b) to provide that the parking places will operate between the hours of 10.00 am to 11.00 am and between 3.00 pm and 4.00 pm on Mondays to Fridays inclusive; and (c) to provide that passenger vehicles, goods carrying vehicles, motorcycles and disabled persons vehicles may be left in a parking place without limitation on time during the controlled hours and that with the exception of motorcycles and disabled persons vehicles, a valid permit or voucher must be displayed whilst parked therein. 3. The general effect of the Ealing (Free Parking Places) (No 2) (Amendment No 77) Order 2006, will be: (a) to introduce a limited time free parking place in the Horn Lane service road where parking by vehicles between the hours of 9.00 am and 5.00 pm on Mondays to Fridays inclusive, will be limited to 1 hour with no return by the same vehicle to the same parking place for a period of 1 hour; and (b) to change the hours of operation of the existing limited time free parking place in Victoria Road so that it will apply between the hours of 9.00 am and 5.00 pm on Mondays to Fridays inclusive. 4. The general effect of the Ealing (Free Parking Places) (No 5) Order 2006, will be to introduce limited time free parking places where parking by vehicles between the hours of 9.00 am and 5.00 pm on Mondays to Fridays inclusive, will be limited to 1 hour with no return by the same vehicle to the same parking place for a period of 1 hour in Cloister Road, Jenner Road and Wales Farm Road. Gypsy Corner permit holders will be permitted to use these bays without the above time limit. 5. The general effect of the Ealing (Free Parking Places) (Disabled Persons) (Amendment No 61) Order 2006, will be to introduce free parking places for vehicles displaying the disabled driver’s blue badge parking permit without limit on time in Horn Lane, Park View, Rosebank Way and York Road. 6. The general effect of the Ealing (Waiting and Loading Restriction) (Special Parking Area) (Amendment No 272) Order 2006, will be to: (a) amend existing waiting restrictions or impose new waiting restrictions that will apply at any time at road junctions or between the controlled hours of 10.00 am to 11.00 am and 3.00 pm to 4.00 pm on Mondays to Fridays in lengths of Acorn Gardens, Balfour Road, Cecil Road, Cloister Road, Conway Grove, Garrett Close, Jenner Avenue, Leamington Park, Lister Close, Noel Road (Horn Lane to Eastfields), Park View, Rosebank Way, Seacole Close and York Road; (b) change any existing single yellow line waiting restrictions in Horn Lane between York Road and Western Avenue so that they will apply at any time; and (c) impose waiting restrictions in lengths of Eastfields Road that will apply at any time. 7. The general effect of the Ealing (Free Loading Places) (Amendment No 27) Order 2006, will be to introduce free loading places operating between the hours of 7.00 am and 7.00 pm on Mondays to Fridays inclusive, for the purposes of loading and unloading vehicles in a length of Noel Road without limit on time. 8. Business Parking Permits will be available at a cost of £250 per annum and Residents’ Parking Permits at a cost of £25 per annum. 9. Business Visitors Vouchers can be purchased at a cost of £1 per hour and Residents’ Visitors Vouchers can be purchased at a cost of 80p for use during two separate visits. 10. Borough wide visitors’ service vouchers will be available to park in the zone for £1 per hour. 11. The Orders, which will come into operation on 8 May 2006, precise details concerning the lengths of roads affected and other documents giving more detailed particulars of the Orders, are available for inspection between 9.00 am and 5.00 pm on Mondays to Fridays inclusive, at Mouchel Parkman Ltd., 22-24 Uxbridge Road, Ealing, London W5 2BP, until 15 June 2006. 12. Any person desiring to question the validity of any of the Orders or of any provision contained therein on the grounds that they are not within the relevant powers of the Road Traffic Regulation Act 1984 or that any of the relevant requirements thereof or of any relevant regulations made thereunder has not been complied with in relation to any of the Orders may make application for the purpose to the High Court by 15 June 2006.
