CHANGES TO PARKING PROVISION AND WAITING RESTRICTIONS IN AND ADJOINING THE KEW CONTROLLED PARKING ZONE [REFERENCE 33/06]
1. The Council of the London Borough of Richmond upon Thames on 2 May 2006 made the above Orders under sections 6, 45, 46, 49, 51 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984 (as amended) and the Road Traffic Act 1991. 2. The general effect of the Kew Parking Places Order will be to remove an 11 metre-long short stay, free parking space outside Nos 2-4 The Avenue and introduce, in its place, a “shared use” residents’ and business permit holder parking space. 3. The shared use parking space mentioned in paragraph 2 will operate between 10.00 am and 12.00 noon, Mondays to Fridays. The charges for residents’ and business parking permits are as the current tariff. The general effect of the Waiting and Loading Restriction Order will be to: (a) alter the existing single yellow line (“no waiting between 8.30 am and 6.30 pm on Mondays to Saturdays”) to double yellow lines (“no waiting at any time”) in High Park Road at the bend and bridge over the railway line from its junction with Station Parade to its junction with High Park Avenue; (b) introduce double yellow lines (“no waiting at any time”): (i) at the sharp bend in Forest Road near Nos 22-28 Forest Road; and (ii) in Chilton Road at its junctions with Dancer Road, Darrel Road and Niton Road. 4. The proposals set out in Schedule 1 to this Order (of which the Council gave notice on 9 December 2005, Ref 122) are subject to further consideration by the Council. 5. The proposals set out in Schedule 2 to this Order (of which the Council gave notice on 9 December 2005, as above) have been withdrawn. 6. Copies of the Orders, which will come into operation on 8 May 2006, plans showing the location and effect of the Orders and the Council’s statement of reasons for making the Orders can be inspected for a period of 6 weeks from the date of this notice, quoting Ref 33/06, at: (a) Kew Library, 109 North Road, Kew TW9 4HJ, during opening hours, and (b) the Civic Centre (Second Floor), 44 York Street, Twickenham, between 9.15 am and 5.00 pm on Mondays to Fridays, except for Bank and other public holidays. 7. Copies of the Orders may be purchased from the Environment Directorate, Civic Centre, 44 York Street, Twickenham TW1 3BZ. 8. Persons wishing to question the validity of the Orders or any of their provisions on the grounds that they are not within the powers conferred by the 1984 Act, or that any requirement of the Act or any instrument made under the Act has not been complied with that person may, within 6 weeks from the date on which the Orders were made, apply for the purpose to the High Court. S chedule 1 (Proposals which are subject to further consideration by the Council) Ennerdale Road: (a) remove a shared-use residents’ and business permit holder parking space outside No 6 Ennerdale Road close to its junction with Holmesdale Road; and (b) extend the double yellow lines (“no waiting at any time”) into part of Ennerdale Road, in place of the parking space mentioned in paragraph (a) above. High Park Road: (a) lengthen an existing residents’ and business permit holder parking space in High Park Road such that it extends across the rear access to No 8 a Station Parade, Kew; (b) introduce a new residents’ and business permit holder parking space in High Park Road to the rear of Nos 8-21 Blake Mews, Station Avenue, Kew. S chedule 2 (Proposals which have been withdrawn by the Council) Broomfield Road, Kew—remove the six existing free, short-stay parking bays on its north side and to the west of its junction with Princes Road, which operate between 8.00 am and 4.00 pm on Mondays to Fridays, and in their place introduce a shared-use residents’ and business parking space to operate during the hours and under the conditions of the Kew controlled parking zone. Chilton Road, at its junction with Hester Terrace—double yellow line waiting restrictions (“no waiting at any time”) at the junction of these two streets. Kew Road: (a) introduce a residents’ and business permit holder parking bay, fully on the footway, in the access road to “Gloucester Court”, Kew Road; (b) introduce two bays, fully on the footway, which are free parking but with a maximum stay of 1 hour outside the dental surgery at No 322 Kew Road, and alter the equivalent bays, located fully on the carriageway, into a residents’ and business permit holder parking space; (c) remove a 10 metre-long section of short stay, free parking outside Nos 294-296 Kew Road and extend, into its place, the adjoining residents’ and business permit holder parking space; (d) introduce a 10 metre-long short stay, free parking space outside Nos 284-286 Kew Road. 5 May 2006.
