THE LONDON BOROUGH OF MERTON (FREE PARKING PLACES) (DISABLED PERSONS) (NO 143) TRAFFIC ORDER 2006
PROVISION OF DISABLED PERSONS’ PARKING PLACES
1. Notice is hereby given that the Council of the London Borough of Merton under the powers conferred by Sections 6 and 124 and Part IV of Schedule 9 of the Road Traffic Regulation Act 1984 as amended by the Local Government Act 1985 and the Road Traffic Act 1991 have made the above mentioned Order. The Order was made on the 3rd May 2006 and shall become operational on the 8th May 2006. 2.The general effect of the Order will be to: (a) designate parking places in the roads listed on the Schedule to this Notice in which vehicles authorised by the Order may be left for any period during the permitted hours without charge; (b) provide that the parking place will operate at all times, unless otherwise stated; (c) specify, in respect of the parking place, that disabled persons’ vehicles displaying, in the relevant position, a disabled persons badge (commonly referred to as “the Blue Badge”) issued by any local authority under the provisions of the Disabled Persons (Badges for Motor Vehicles) Regulations 2000 may be left therein; and (d) provide that certain vehicles may wait in the parking places in certain circumstances, e.g. to allow persons to board or alight (maximum 2 minutes), etc. 2. Nothing in the Order shall apply to anything done with the permission or at the direction of a police constable in uniform. 3. A copy of the Order, and of the Council’s Statement of Reasons for making the Order and a plan which indicates each length of road to which the Order relates can be inspected at Merton Link, Merton Civic Centre, London Road, Morden, Surrey. 4. Any person desiring to question the validity of the Order or of any provision contained therein on the grounds that it is not within the relevant powers of the Act, or that any of the relevant requirements of the Act, or of any relevant regulations made under that Act have not been complied with in relation to the Order may, within six weeks from the date on which the Order was made, make an application for the purpose to the High Court.
