THE LONDON BOROUGH OF RICHMOND UPON THAMES (WAITING AND LOADING RESTRICTION) (SPECIAL PARKING AREA) (AMENDMENT NO 5) ORDER 2006
VARIOUS STREETS THROUGHOUT THE BOROUGH

1. The Council of the London Borough of Richmond upon Thames on 18 April 2006 made
the above Order under sections 6 and 124 of, and Part IV of Schedule 9 to, the Road
Traffic Regulation Act 1984 (as amended) and the Road Traffic Act 1991 (as amended).
2. The Council gave notice on 23 December 2005 (Ref 103) that it had reviewed some
of the waiting restrictions currently in force and that it was proposing to alter
a number of waiting restrictions and to introduce others at various locations throughout
the Borough. The Council hereby gives notice that it has confirmed that the altered
and new restrictions referred to in paragraph 3 of this notice should be introduced,
and that a decision in respect of the restrictions referred to in paragraph 4 should
be deferred.
3. The general effect of the Order will be to alter the existing waiting restrictions
and to introduce additional waiting restrictions (“no waiting at any time”) at 31
locations throughout the borough. The locations are listed in Schedule 1 to this notice.
For ease of reference, the locations are set out and numbered in the same manner as
they were in the notice of 23 December 2005, which gave full particulars of the extent
of the restrictions.
4. The locations of the waiting restrictions in respect of which the Council has
deferred making a decision are listed in Schedule 2 to this notice, in a similar fashion.
5. Copies of the Order, which will come into operation on 24 April 2006, plans showing
the location and effect of the Order and the Council’s Statement of Reasons for making
the Order can be inspected for a period of 6 weeks from the date of this notice, quoting
Ref 24/06, at:

and
(j) the Civic Centre (Second Floor), 44 York Street, Twickenham between 9.15 am and
5.00 pm on Mondays to Fridays, except for Bank and other public holidays.
6. Copies of the Order may be purchased from the Environment Directorate, Civic Centre,
44 York Street, Twickenham TW1 3BZ.
7. Persons wishing to question the validity of the Order or any of its provisions
on the grounds that it or they are not within the powers conferred by the 1984 Act,
or that any requirement of the Act or any instrument made under the Act has not been
complied with that person may, within 6 weeks from the date on which the Order was
made, apply for the purpose to the High Court.
