THE LONDON BOROUGH OF RICHMOND UPON THAMES (WAITING AND LOADING RESTRICTION) (SPECIAL PARKING AREA) (AMENDMENT NO  ) ORDER 200
PETERSHAM ROAD, RICHMOND [REFERENCE 23/06]

1. The Council of the London Borough of Richmond upon Thames propose to make the above Orders under sections 6 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984 (as amended) and the Road Traffic Act 1991.
2. The principal objective is to construct a lay-by on the west side of Petersham Road to the south of the site of the former “Three Pigeons” public house which will create an access point for vehicles and pedestrians to the riverside towpath adjoining the River Thames.
3. The general effect of the Loading Places Order will be to introduce a loading bay as part of the lay-by for the sole use of vehicles whilst loading and unloading—the bay to be operational at all times and the maximum period during which any vehicle may wait will be 1 hour.
4. The general effect of the Waiting and Loading Restriction Order will be to introduce a waiting restriction “no waiting at any time” and a loading restriction “no loading at any time” at the above lay-by (excluding the loading bay).
5. Copies of the Draft Orders, plans showing the location and effect of the proposals and the Council’s statement of reasons for proposing to make the Orders can be inspected for a period of 21 days from the date of this notice, quoting Ref 23/06, at:

(a) Richmond Reference Library, Old Town Hall, Whittaker Avenue, Richmond TW9 1TP, during opening hours, and
(b) the Civic Centre (Second Floor), 44 York Street, Twickenham, between 9.15 am and 5.00 pm on Mondays to Fridays, except for Bank and other public holidays, for a period of 21 days from the date of this notice.

6. Persons wishing to object to or support the proposals or any part thereof should write to the Head of Transport Planning Service, Civic Centre, 44 York Street, Twickenham TW1 3BZ, within 21 days of the date of this notice giving the grounds of their objection.
