THE LONDON BOROUGH OF RICHMOND UPON THAMES (WAITING AND LOADING RESTRICTION) (SPECIAL PARKING AREA) (AMENDMENT NO 2) ORDER 2006
IN HIGH STREET, WHITTON AND LOCAL SIDE STREETS (REFERENCE 16/06)
1. The Council of the London Borough of Richmond upon Thames on 20 February 2006 made the above Orders under sections 6 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984 (as amended) and the Road Traffic Act 1991(as amended). 2. The general effect of the Loading Places Order is to introduce a loading bay at the under-noted location. The bay will be for the sole use of commercial vehicles for the purposes of loading and unloading and will operate between the hours of 8.30 am and 6.30 pm on Mondays to Saturdays inclusive. Vehicles will be permitted to wait for a maximum period of 20 minutes, and may not return to the same loading place within one hour. The location of the bay is: Whitton High Street, the east side, to the south of its junction with Tranmere Road and outside Nos 49-51 High Street for an overall length of 7 metres. 3. The general effect of the Free Parking Places (People with Disabilities) Order is to introduce parking bays at the under-noted locations. The bays will be for the sole use of vehicles which display a blue “disabled persons badge” and will operate at any time. The locations of the bays are: (a) Whitton High Street, the east side, to the south of its junction with Tranmere Road and outside Nos 51-53 High Street for an overall length of 6.6 metres; (b) Whitton High Street, the west side, outside No 80 for an overall length of 6.6 metres; and (c) Whitton High Street, the west side, immediately to the north of its junction with Constance Road and outside Nos 110 and 112 for an overall length of 6.6 metres. 4. The general effect of the Free Parking Places (Short Stay) Order is to introduce a parking bay at the under-noted location. The bay will be for the sole use of passenger vehicles, goods vehicles, motor cycles and invalid carriages and will operate between the hours of 8.30 am and 6.30 pm on Mondays to Fridays inclusive. Vehicles will be permitted to wait for a maximum period of 20 minutes, with no return to the same parking place for a minimum period of 40 minutes. The location of the bay is: Jubilee Avenue, Whitton, the south side, immediately to the east of its junction with Percy Road and outside the flank wall of No 139 Whitton High Street for an overall length of 16 metres. 5. The general effect of the Waiting and Loading Restriction Order is to: (a) introduce double yellow lines (“no waiting at any time”) at the locations given in Schedule 1 to this notice; (b) introduce a single yellow line (“no waiting between 8.00 am and 9.30 am on Mondays to Fridays inclusive”) at the locations given in Schedule 2 to this notice; and (c) remove double yellow lines from the locations given in Schedule 3 to this notice, and by so doing, introduce parking bays where any vehicle may wait at any time without restriction. 6. Copies of the Orders, which will come into operation on 27 February 2006, a plan showing the location and effect of the Orders and the Council’s statement of reasons for making the Order can be inspected for a period of 6 weeks from the date of this notice, quoting Ref 16/06, at: (a) Whitton Library, Nelson Road, Whitton, Middlesex TW2 7BB during opening hours, and (b) the Civic Centre (Second Floor), 44 York Street, Twickenham between 9.15 am and 5 pm on Mondays to Fridays, except for Bank and other public holidays. 7. Copies of the Orders may be purchased from the Environment Directorate, Civic Centre, 44 York Street, Twickenham TW1 3BZ. 8.Persons wishing to question the validity of the Orders or any of their provisions on the grounds that they are not within the powers conferred by the 1984 Act, or that any requirement of the Act or any Instrument made under the Act has not been complied with that person may, within 6 weeks from the date on which the Orders were made, apply for the purpose to the High Court. Schedule 1 Introduce waiting restrictions “no waiting at any time” (a) Montrose Avenue, Whitton, the north side of the carriageway on the north side of the island site at its junction with Percy Road, for a distance of 12.5 metres westwards from the point where the existing double yellow lines terminate and outside Nos 4 and 6 Montrose Avenue. (b) The west side of and, at is southernmost end, the full width of the un-named access road which joins Bridge Way, Whitton and is located adjacent to the flank wall of No 2 a Bridge Way and to the rear of Nos 123 a to 115 Whitton High Street. Schedule 2 Introduce waiting restrictions “no waiting between 8.00 am and 9.30 am on Mondays to Fridays inclusive”: (a) Whitton High Street, the west side, for a distance of 8.6 metres outside Nos 82 and 84 Whitton High Street. The single yellow line replaces 4 of the zig-zag markings on the exit side of the existing Pelican crossing at Nos 83 and 88 Whitton High Street. (b)Whitton High Street, the east side, for a distance of 8.6 metres outside Nos 87 and 89 Whitton High Street. The single yellow line replaces 4 of the zig-zag markings on the exit side of the existing Pelican crossing at Nos 83 and 88 Whitton High Street. Schedule 3 Remove double yellow lines, and by so doing, introduce parking bays where any vehicle may wait at any time without restriction: (a) Constance Road, Whitton, the north side, near its junction with Whitton High Street, for a distance of 10 metres outside the flank wall of No 114 Whitton High Street. (b) Montrose Avenue, Whitton, the south side of the carriageway on the north side of the island site at its junction with Percy Road, for a distance of 16 metres opposite Nos 2 and 4 Montrose Avenue. (c) Tranmere Road, Whitton, the south side, near its junction with Whitton High Street, for a distance of 10 metres outside the flank wall of No 60 Whitton High Street. 24 February 2006.
