STILE HALL, LONDON W4, PROPOSED PARKING SCHEME

1. Notice is hereby given that the Council of the London Borough of Hounslow propose to make the following Orders:

(i) the Hounslow (Parking Places) (No  ) Order 200 , under sections 45, 46 and 49 of the Road Traffic Regulation Act 1984 (as amended);
(ii) the Hounslow (Waiting and Loading Restriction) (Amendment No  ) Order 200 , under sections 6 and 124 of, and Part IV of Schedule 9, to the aforementioned Act of 1984 and the Road Traffic Act 1991; and
(iii) the Hounslow (Loading Places) (No  ) Traffic Order 200 , under section 6 of the Road Traffic Regulation Act 1984.

2. The general effect of the Orders would be to impose a system of parking control in the streets or parts of streets in the Stile Hall Area in Chiswick, specified in Schedules 1, 2, 3 and 4 to this notice.
3. The general effect of the Parking Places Order would be to:

(a) designate parking places on the highway specified in column 1 of Schedule 2 to this notice at which charges may be made by the Borough Council for vehicles authorised by the Order to be left in those parking places and provides that the type of parking place so designated would be as set out in column 2 of that Schedule;
(b) provide that the parking places would operate between 10.00 am and 12.00 noon on Mondays to Fridays (Saturday, Sunday, Christmas Day, Good Friday and Bank Holidays excepted);
(c) specify in respect of the parking meter and ticket parking meter parking places, that passenger vehicles (8 seats or less), goods carrying vehicles, motor cycles and invalid carriages may be left therein and, in respect of the residents’ and business parking places, that vehicles displaying a valid permit in a protective cover issued by the Borough Council may be left therein;
(d) provide that the permits and protective covers would be issued by the Borough Council:

(i) on application being made, together with payment of the appropriate charge, for a residents’ parking permit by any person residing in the controlled area who is the owner of a passenger vehicle (8 seats or less), a goods carrying vehicle not more than 2.28 metres in height, a motor cycle or an invalid carriage;
(ii) on application being made, together with payment of the appropriate charge, for a business parking permit by any person who occupies premises in the controlled area and who uses such premises for non-residential purposes and who is the owner of a passenger vehicle (8 seats or less), a goods carrying vehicle not more than 2.5 metres in height and the overall length of which does not exceed 5.25 metres or a motor cycle;

(e) specifies that:

(i) in the parking meter parking places, the charge would be at the rate of 20p per each period of 10 minutes and the maximum period of stay would be 2 hours;
(ii) in the ticket parking metered parking places, the charge would be at the rate of 60p per each period of 30 minutes and the maximum period of stay would be 2 hours;
(iii) in respect of the residents’ parking places, the charge for permits would be:

(a) £40.00 for the first vehicle;
(b) £55.00 for the second vehicle; and
(c) £80.00 for the third and subsequent vehicles

running from the beginning of the month in which they are issued;
(iv) in respect of residents’ parking places, the charge for a motor cycle would be £12.00 for 12 months running from the beginning of the month in which they are issued;
(v) in respect of the business parking places, the charge for a permit would be £450.00 for a permit issued for 12 months, £225.00 for a permit issued for 6 months and £120.00 for a permit for 3 months, each running from the beginning of the month in which they are issued;
(v) in respect of residents’ visitors, a maximum of 10 booklets of vouchers per year per household may be purchased at a cost of £10.00 per booklet;
(vi) in respect of the parking meter and ticket parking meter parking places, permit parking places and shared use parking places the Penalty Charge—payable to the Borough Council—would be £80.00 (or £40.00 if paid within 14 days), the unexpired time on a parking meter may be used, free of charge, and the period during which a vehicle may not return to a parking place would be 1 hour;

(f) provides that certain vehicles may wait, free of charge, in certain circumstances, eg, to allow persons to board or alight (maximum 2 minutes), to load or unload (maximum 20 minutes).

4. The general effect of the Waiting and Loading Restriction Order would be to further amend the Hounslow (Waiting and Loading Restriction) Order 1977, so that:

(a) (i) waiting by vehicles (othewise than for the purpose of delivering or collecting goods or loading or unloading a vehicle) would be prohibited between 10.00 am and 12.00 noon on Mondays to Fridays inclusive, in the streets or parts of streets specified in Schedule 3 to this notice;
(ii) waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle) would be prohibited “at any time” throughout the week in the streets or parts of streets specified in Schedule 4 to this notice;

(b) the sale or offer for sale of goods from a vehicle in the streets or parts of streets referred to in sub-paragraph 4(a) above would be prohibited unless there is in force a valid licence issued by the Hounslow Borough Council or the goods are immediately taken into or delivered at premises adjacent to the vehicle from which the sale is effected;
(c) solo motor cycle parking bays would be designated in Clarence Road, Stile Hall Gardens and Wellesley Road.

5. The prohibitions referred to in paragraph 4(a) above, would not apply in respect of anything done with the permission or at the direction of a parking attendant or a police constable in uniform or in certain circumstances, eg, the picking-up or setting-down of passengers, the carrying out of statutory powers or duties, the taking in of petrol, etc, from roadside petrol stations, to licensed street traders etc. The usual exemption relating to vehicles displaying a disabled persons’ “Orange Badge” or “Blue Badge” would apply.
6. The general effect of the Loading Places Order would be to designate parking places in Clarence Road and Stile Hall Gardens at which goods vehicles may wait for a period not exceeding 20 minutes to load and unload between 7.00 am and 7.00 pm on Mondays to Saturdays.
7. A copy of the proposed Orders, of the above-mentioned Order of 1977 (and of the Orders which have amended that Order), of the Council’s statement of reasons for proposing to make the Orders and of a map which indicates the lengths of roads to which the Orders relate can be inspected during normal office hours on Mondays to Fridays inclusive, until the end of 21 days from the date on which the notice is published:

(a) at the Forms and Documents Counter of the Access Hounslow Main Reception Area, at the Civic Centre, Lampton Road, Hounslow TW3 4DN; and
(b) in Chiswick Library, Duke’s Avenue, Chiswick, London W4.

9. Any person wishing to object to the proposed Orders should send a statement in writng stating the grounds of the objection to the Director of Street Management and Public Protection, London Borough of Hounslow, Civic Centre, Lampton Road, Hounslow TW3 4DN, quoting Ref TP/DN/1115, to be received by no later than Friday 10 February 2006.
