THE LEWISHAM (SPECIAL PARKING AREA) (HITHER GREEN WEST CONTROLLED PARKING ZONE) (PARKING PLACES) ORDER 2005

1. Notice is hereby given that Lewisham Council made this Order under the provisions of sections 6 and 45 to 47 of the Road Traffic Regulation Act 1984, and sections 66 to 74 of the Road Traffic Act 1991, on 9 December 2005. The Order comes into force on 9 January 2006. 2. The general nature and effect of the Order is to revoke and reintroduce the overall provisions of the Lewisham (Special Parking Area) (Hither Green West Controlled Parking Zone) (Parking Places) Order 2002 while incorporating minor changes to the disposition or permitted users of certain parking places in the controlled parking zone. The operational hours throughout the controlled zone are to remain Mondays to Fridays inclusive from 9.00 am to 7.00 pm. Provisions in the zone are to remain predominantly resident permit holders’ parking places, with some shared use with other permit holders and up to 4 hour stay pay-and-display (“p-&-d”) and: (a) Parking places at Maythorne Cottages and at Nightingale Grove adjacent to Maythorne Cottages to be any permit holders only, p-&-d facility to be removed; and (b) Parking places at Springbank Road adjacent to Nightingale Grove and at Springbank Road east side adjacent to railway station to be shared use of any permit holders and up to all day p-&-d. 3. Parking charges are to remain: (a) Resident’s permit/resident’s carer’s permit: £30 per year; resident’s permit free to resident disabled person’s badge holders; (b) Visitor’s permit: £1 for up to 5 hours on any 1 day; £2 per day; £5 per week; (c) Business permit: £300 per year; (d) Pay-and-display charges: Minimum charge 20 pence for up to 15 minutes then pro rata up to £3.20 pence for up to 4 hours and £5 for over 4 hours on day of purchase (all day) where permitted (see 2(b) above). 4. Copies of documents giving more detailed particulars of the Order and measures can be inspected between the hours of 10.00 am and 4.00 pm on Mondays to Fridays at the office of Lewisham Highways Development, Wearside Service Centre, Wearside Road, Ladywell, London SE13. 5. Any person wishing to question the validity of the Order or of any of its provisions on the grounds that it, or they, are not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of that Act or of any Instrument or relevant regulation made under the Act has not been complied with may, within 6 weeks from the date on which the order was made, apply for the purpose to the High Court.
