THE HARINGEY (FREE PARKING PLACES) (DISABLED PERSONS) (SPECIAL PARKING AREA) (AMENDMENT NO 7) ORDER 2005

1. Notice is hereby given that the Council of the London Borough of Haringey, hereinafter called the Council, on 24 November 2005 made the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended. 2. The general effect of the Orders will be to extend the existing Highgate controlled parking zone, which is operative between the hours of 10.00 am and 12.00 noon on Mondays to Fridays inclusive. 3. As a result of consultation, the original proposals published on 16 June 2005, in the Islington Gazette, Camden Gazette, Hornsey Journal, Tottenham Journal, Muswell Hill Journal, Ham and High and The London Gazette have been modified in accordance with regulation 14 of The Local Authorities’ Traffic Orders (Procedure) (England and Wales) Regulations 1996. 4. Residents and business users whose postal address is indicated in Schedule 1 to this notice may purchase parking permits and residents may purchase visitors parking permits, for passenger vehicles, goods carrying vehicles (the overall height of which does not exceed 2.27 metres and the overall length of which does not exceed 5.25 metres) or invalid carriages, at the rates set out below:

(a) residents permit £25.00 each per year
(b) businesses permit £225.00 each per year
(c) essential service permit public sector commercial sector — — £25.00 each per year £100.00 each per year
(d) essential service transferable permit;public sector ;commercial sector — — £30.00 each per year £125.00 each per year
(e) residents short stay visitors’ permit (valid for two hours) — — £3.60 per set of 12 permits £6.00 per set of 20 permits
(f) residents weekend visitors’ permit (valid 12.00 noon Friday for 72 hours) £5.00 each
(g) residents long stay visitors’ permit (valid for 14 days) £8.00 each
For residents aged 60 and over and Registered Disabled
(h) residents short stay visitors’ permit (valid for two hours) £1.80 per set of 12 permits £3.00 per set of 20 permits
(i) residents weekend visitors’ permit (valid noon Friday for 72 hours) £2.00 each
(j) residents long stay visitors’ permit (valid for 14 days) £3.00 each
The permits for the controlled parking zone will only be valid in the zone for which they are issued. The maximum annual entitlement of visitors’ permits will be 240 short stay permits, 12 weekend visitor permits and 2 long stay permits. The maximum annual entitlement for residents aged 60 will be 480 short stay permits, 24 weekend visitor permits and 4 long stay permits. 5.  The further effect of the Orders will be to: (a) designate residents parking places, on certain lengths of the streets specified in Schedule 2 to this notice, operative between 10.00 am and 12.00 noon on Mondays to Fridays inclusive, where vehicles displaying a valid residents parking permit or a disabled person’s badge will be permitted to wait without time limit. (b) impose waiting restrictions operative at any time, on certain lengths of the streets specified in Schedule 3 to this notice; (c) designate parking places on the east side of North Road, where vehicles displaying a valid disabled person’s badge may be left without time limit. 6. Copies of the Orders, which will come into operation on 19 December 2005, the Orders being amended, of the Council’s statement of reasons for making the Orders, together with plans and more detailed particulars showing the locations and effects of the Orders may be inspected during normal office working hours, until the end of 6 weeks from the date on which the Orders were made, at Haringey Council, Traffic and Road Safety Group, 1st Floor South, River Park House, 225 High Road, London N22 8HQ. 7. Any person desiring to question the validity of the Orders or of any provision contained therein on the grounds that they are not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof or of any relevant regulations made thereunder have not been complied with in relation to the Orders may, within 6 weeks of the date on which the Orders were made, make application for the purpose to the High Court.
