QUEEN’S ROAD AREA, LONDON E17—PROPOSED TRAFFIC CALMING AND SAFETY SCHEME
1. Notice is hereby given, that the Council of the London Borough of Waltham Forest (hereinafter called “the Council”) propose to make the above-mentioned Orders under sections 6, 84(1) and (2), and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended by the Local Government Act 1985 and the Road Traffic Act 1991. 2. The general effect of the Waiting and Loading Restriction Order would be to further amend the Waltham Forest (Waiting and Loading Restriction) Order 1977, so that waiting by vehicles (other than for the purpose of delivering or collecting goods or loading or unloading a vehicle) would be prohibited at any time in certain parts of the streets specified in Schedule 1 to this notice. ( Note. Unless otherwise stated the restrictions would apply mainly at the junctions of adjoining roads, in certain instances waiting restrictions which currently operate at different times would be changed to “at any time” operation and in other cases the opportunity has been taken to upgrade restrictions to reflect the situation as it appears on the ground). 3. The general effect of the Speed Limit Order would be to impose a maximum speed limit of 20 miles per hour for motor vehicles on the roads specified in Schedule 2 to this notice. 4. The general effect of the Prescribed Routes Order would be to impose one-way working for vehicles in the road and length of road as specified in Schedule 3 to this notice. 5. Further notice is hereby given, that the Council proposes to construct speed cushions, speed tables, entry treatments and road narrowing kerb build-outs to control the speed of vehicles, under sections 90A to 90I of the Highways Act 1980 and in accordance with the provisions of the Highways (Road Humps) Regulations 1999 and the Highways (Traffic Calming) Regulations 1999 as follows: (a) the speed cushions at the locations specified in Schedule 4 to this notice would be constructed singly in the centre of the carriageway, the speed cushions at the locations specified in Schedule 5 would be constructed in a line of two across the width of the carriageway and the speed cushions at the locations specified in Schedule 6 to this notice would be constructed in a line of three across the width of the carriageway. (b) the speed tables at the location specified in Schedule 7 to this notice would be constructed to cover the full area of the junction; ( Note. All speed cushions and speed tables would be of flat top design and would not be more than 75 millimetres at their highest point. The speed cushions would be 1.6 metres in length and 2 metres wide.) (c) entry treatments, to include 5-metre-wide red surface dressing, would be constructed at the road junctions specified in Schedule 8 to this notice; (d) kerb build-outs at the location specified in Schedule 9 to this notice would be constructed to effectively narrow the width of the carriageway. 6. A copy of each of the Orders, of the above-mentioned Order of 1977 (and of the Orders which have amended that Order, where applicable), of the Council’s statement of reasons for proposing to make the Orders and of plans showing the locations and effects of the Orders and the speed cushions, speed tables, entry treatments and kerb build-outs can be inspected during normal office hours on Mondays to Fridays inclusive until the end of 6 weeks from the date on which the Orders are made, or as the case may be, the Council decides not to make the Orders at: (a) The Information Desk, Town Hall, Forest Road, Walthamstow, London E17; (b) The Reception Desk, Municipal Offices, 16 The Ridgeway, Chingford, London E4; and (c) The First Stop Shop, Leytonstone Library, Church Lane, Leytonstone, London E11. 7.
