ENFIELD TOWN CENTRE, NEW TRAFFIC AND WAITING AND LOADING ARRANGEMENTS

Further information may be obtained from Traffic and Transportation Services, tel 020 8379 3549. 1. Notice is hereby given that the Council of the London Borough of Enfield on 31 October 2005 made: (a) the Enfield (Prescribed Routes) (No 3) Traffic Order 2005; (b) the Enfield (Waiting and Loading Restriction) (Special Parking Area) (Amendment No 249) Order 2005; (c) the Enfield (Bus Lane) (No 2, 2001) (Amendment No 1) Traffic Order 2005; (d) the Enfield (Goods Vehicles Loading Bays) (Special Parking Area) (Amendment No 2) Order 2005; and (e) the Enfield (Free Parking Place) (Solo Motor-Cycle) (Special Parking Area) (No 1) Order 2005 under sections 6 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended by the Local Government Act 1985 and the Road Traffic Act 1991. 2. The general effect of the Orders will be, in conjunction with the introduction of the new Enfield Town traffic and waiting and loading arrangements, including the provision of advisory cycle measures in Cecil Road, Genotin Road, London Road, Silver Street-Enfield, Southbury Road and The Town and the introduction of new traffic signal arrangements at certain junctions (with pedestrian crossing facilities): 3. The general effect of the prescribed routes order will be to: (a) compel the left turn by westbound vehicular traffic in Southbury Road on reaching the junction with Genotin Road to turn left into that road. 4. The general effect of the waiting and loading restriction order will be to: (a) change the existing waiting restrictions to “at any time” waiting restrictions in certain lengths of London Road, St Andrews Road, Silver Street-Enfield, Southbury Road and The Town (note: all other existing waiting restrictions in those streets to remain); (b) change the existing loading restrictions to “at any time” loading restrictions in certain lengths of London Road, Silver Street-Enfield, Southbury Road and The Town and “Mondays to Saturdays 8.00 am to 6.30 pm” loading restrictions in certain lengths Southbury Road (note: all other existing loading restrictions in those streets to remain). (Note: these restrictions were originally proposed along with similar waiting and loading restrictions for Genotin Road which were previously made on 5 September 2005). 5. The general effect of the bus lane amendment order will be to shorten the existing northbound bus lane on the west side of London Road to allow for the entrance and exit to the new off-street car park. 7. The general effect of the goods vehicle loading bay amendment order will be to designate goods vehicle loading bays on London Road and The Town at the locations specified in Schedule 2 to this notice where such vehicles may be left whilst loading and unloading for 20 minutes between 8.00 am and 6.30 pm on Mondays to Saturdays without charge. 8. The general effect of the solo motor-cycle parking place order will be to designate a parking place for solo motor cycles on the south side of The Town, adjacent to Nos 1 to 9 The Town. 9. Copies of the Orders, which will come into operation on 7 November 2005, and of other relevant documents, can be inspected at the Reception Desk “B” Block, the Civic Centre, Silver Street, Enfield, Middlesex EN1 3XD, during normal office hours on Mondays to Fridays inclusive until the end of 6 weeks from the date on which the Orders were made. 10. Copies of the Orders may be obtained from Traffic and Transportation Services, The Civic Centre, Silver Street, Enfield, Middlesex EN1 3XD. 11. Any person desiring to question the validity of any of the Orders, or of any provision contained therein, on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof, or of any relevant regulations made thereunder, has not been compiled with in relation to the Orders may, within 6 weeks of the date on which the Orders were made, make application for the purpose to the High Court.
