GREEN MAN WEST EALING AREA PROPOSED CONTROLLED PARKING ZONE

1. Notice is hereby given that the London Borough of Ealing Council, in connection with the introduction of a controlled parking zone in the Green Man area of West Ealing, on 6 October 2005, made the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended by the Local Government Act 1985. 2. The general effect of the Ealing (Green Man, West Ealing) Residents’ Parking Places) Order 2005 will be: (a) to introduce parking places for the use of residents, their visitors and business users in lengths of Alexandria Road, Bayham Road, Bedford Road, Connaught Road, Green Man Gardens, Green Man Lane, Kirchen Road and Lancing Road; (b) to provide that the parking places will operate between the hours of 9.30 am and 5.30 pm on Mondays to Saturdays inclusive; and (c) to provide that passenger vehicles, goods carrying vehicles, motorcycles and disabled persons’ vehicles may be left in a parking place without limitation on time during the controlled hours and that with the exception of motorcycles and disabled persons’ vehicles, a valid permit or voucher must be displayed whilst parked therein. 3. The general effect of the Ealing (Free Parking Places) (No 2) (Amendment No 71) Order 2005 will be to introduce limited time free parking places where parking by vehicles between the hours of 9.30 am and 5.30 pm on Mondays to Saturdays inclusive will be limited to 1 hour with no return by the same vehicle to the same parking place for a period of one hour in Bedford Road, Connaught Road, Green Man Gardens, Green Man Lane and Kirchen Road. 4. The general effect of the Ealing (Free Parking Places) (Disabled Persons) (Amendment No 56) Order 2005 will be to introduce free parking places for vehicles displaying valid disabled drivers’ blue badge parking permits to wait without limit on time in Alexandria Road and Kirchen Road and extend the existing parking place in Bayham Road. 5. The general effect of the Ealing (Waiting and Loading Restriction) (Special Parking Area) (Amendment No 253) Order 2005 will be to amend existing waiting restrictions or introduce new waiting restrictions that apply at any time at road junctions or between the controlled hours of 9.30 am and 5.30 pm on Mondays to Saturdays in lengths of Alexandria Road, Bayham Road, Bedford Road, Connaught Road, Green Man Gardens, Green Man Lane, Green Man Passage (at its junction with Bayham Road), Kirchen Road, Kirn Road, Lancing Road and Witham Road and also in short lengths of Drayton Green Road, Felix Road (adjacent to Alexandria Road) and Singapore Road (adjacent to Green Man Lane). The Order increases the hours of operation of the existing waiting restrictions in Alexandria Road between Bedford Road and Drayton Green Road so that they apply at any time. 6. Business Parking Permits will be available at a cost of £250 per annum and Residents’ Parking Permits at a cost of £45 per annum. 7. Business Visitors Vouchers can be purchased at a cost of £1 per hour and Residents’ Visitors Vouchers can be purchased at a cost of 40p for up to 3 hours and £1 all day. 8. Borough wide visitors’ service vouchers will be available to park in the zone at a cost of £1 per hour. 9. The Orders, which will come into force on 24 October 2005, precise details concerning the lengths of roads affected and other documents giving more detailed particulars of the Orders will be available for inspection between 9.00 am and 5.00 pm on Monday to Fridays inclusive at Mouchel Parkman, 22-24 Uxbridge Road, Ealing, London W5 2BP, until 17 November 2005. 10. Any person desiring to question the validity of any of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984 or that any relevant requirements thereof or any relevant regulations made thereunder has not been complied with in relation to any of the Orders may make application for the purpose to the High Court by 17 November 2005.
